Mission description

As part of the future implementation of the project to promote agricultural and fisheries value chains in Guinea-Bissau, funded by the European Union, Expertise France is looking for an Administrative and Financial Manager.

Under the supervision of the Project Team Leader and in coordination with the Administrative and Financial Project Manager at headquarters, the Administrative and Financial Manager is responsible for the proper application of administrative, financial, and accounting procedures within his/her scope, as well as the preparation of internal and external financial reports for the project. He/she will ensure the functional coordination of activities and support the team in the implementation of the project.

He/she will join a field project team based in Bissau composed of six other people: the Team Leader, two component coordinators (one for the fisheries value chain and one for the economic development), a procurement and contracts manager, a project assistant, and a MEAL officer. This team will be supplemented by key experts who will be mobilized according to the missions (in particular an expert responsible for monitoring subsidies allocated to economic operators). The field project team will be supported by colleagues at headquarters in implementing the project in accordance with Expertise France procedures, particularly with regard to the proper contractual management of experts, the application of procurement rules, quality control of operational and financial reports, support for the orientation and operational implementation of the intervention strategy, capacity building, etc.

He/She will be specifically responsible for:

Planning and reporting

  • Participating in the deployment, and execution of project management and steering tools;
  • Ensuring the availability of reliable contractual and financial information through regular data quality control and monitoring;
  • Verifying monthly financial follow-ups (allocation of expenditure, consumption, forecasts, etc.) in accordance with the formats established within Expertise France, and preparing internal reports for the Paris-based project team, in coordination with the Team Leader;
  • Control and verify expenditure commitments and ensure that all expenditure is made in accordance with internal and external eligibility rules;
  • Prepare financial reports for the European Union and ensure that financial data is consistent with technical reports and project monitoring and evaluation data;
  • Prepare internal budget exercises three times a year (initial budget, revised budget, and landing forecasts);
  • Prepare and support audits or financial controls.

Accounting management

  • Ensure the implementation of appropriate payment procedures and accounting practices, as well as quality control of all accounting documents and records, including bank and cash journals;
  • Oversee the preparation of documents and monthly, quarterly, and annual accounting closing phases.

Cash flow and treasury management

  • Oversee cash flow forecasts and the receipt of funds by headquarters.
  • Perform monthly closings of cash and bank journals, including bank reconciliation and cash inventory;
  • Define and supervise processes to ensure the security of funds.

Administrative management

  • Manage all procedures related to the Expertise France office in the country (exemption requests, taxation, declarations, account opening, etc.) and stay informed of changes in national legislation and regulations, in conjunction with other internal departments at Expertise France;
  • Represent Expertise France, with or during the absence of the Team Leader, to authorities and partners in the financial, administrative, and legal areas of projects;
  • Contribute to procurement procedures (evaluation committees, negotiations, etc.) supervised by the Contracts and Procurement Manager;
  • Support the project assistant, if necessary, in organizing the team's various trips or within the framework of the project (purchasing tickets, visa applications, organizing specific events), in conjunction with the security department when necessary;
  • Manage HR issues in collaboration with the payroll service provider.

Support for grants and project leaders

In conjunction with the expert mobilized for the implementation of the subsidy scheme allocated to economic operators

  • Ensure proper administrative and financial monitoring of grant contracts, as well as compliance with project leaders' commitments (justification of expenses, financial reporting, compliance with administrative and accounting rules, etc.);
  • Contribute, if necessary, to strengthening the administrative and financial capacities of project leaders, in particular by setting up monitoring procedures and tools.

This job description is not exhaustive; the Administrative and Financial Manager is responsible for supervising all administrative and financial aspects of the project and must carry out all activities necessary for their execution.

Project or context description

Guinea-Bissau has a complex development context, marked by political instability and a vulnerable economy dependent on agriculture and fishing. These strategic sectors, hampered by informality and lack of access to finance and technology, are struggling to transform themselves and generate sustainable added value. The context requires the professionalization of sectors, economic diversification, and the integration of resilient practices to meet development challenges.

The project entitled "Promoting agriculture and fisheries value chains in Guinea-Bissau" aims to support the development of strategic sectors, promote sustainable economic growth, and create decent green and blue jobs, while taking into account the challenges of adapting to climate change and mitigating its effects.

The specific objectives of the action are as follows:

SO1. "Improve the environment conducive to the development of sustainable, inclusive, and resilient food value chains."

R1.1 Strengthen the capacity of the government and key stakeholders to develop and implement policies, laws, and strategies related to the business environment and food quality and safety that are conducive to the sustainable development of selected value chains.

R1.2. Strengthen access to inclusive financing for micro, small, and medium-sized enterprises (MSMEs).

SO2. "Improve the efficiency, climate resilience, inclusiveness, and sustainability of selected agricultural and fisheries value chains, including cashews, rice, selected tropical fruits and crops, and fisheries."

R2.1. Strengthen the capacities of value chain actors for sustainable, efficient, inclusive, and climate-resilient development and management.

R2.2. Improve infrastructure and facilities throughout selected value chains to increase production, processing, storage, and distribution capacities, with value-added development.

SO3. "Improve the competitiveness of entrepreneurs in selected agricultural and fisheries value chains."

R3.1 Improve the capacity of business incubators to promote and strengthen entrepreneurship in selected value chains;

R3.2 Improve access to business opportunities, partnerships, and networks among stakeholders in selected value chains.

As part of the intervention, Expertise France will manage a total of €10.25 million on behalf of the EU to carry out activities related to the fisheries value chain and the entrepreneurial environment. This project will also be implemented, under a separate contract, by Camões I.P. (Portuguese Institute for International Cooperation), which will be responsible for implementing activities related to the development of three agricultural value chains (cashews, rice, and tropical fruits), as well as coordinating the entire project, for a total of €10.75 million.

Required profile

Education:

  • Holds a higher education degree (bac +5) in administrative and financial management, accounting, economics, international cooperation, commerce, or any other field relevant to the project.
  • Certification in project management or international cooperation would be an asset.

Required professional experience:

  • Minimum of 8 years of relevant professional experience in administrative and financial management of projects of similar size;
  • Experience required in managing projects funded by international donors, particularly the European Union;
  • Field experience in Africa, particularly in West Africa and the PALOP countries, is an asset.

Skills:

  • Strong skills in financial and administrative project management;
  • Mastery of the fundamentals of international project management and administrative, financial, and legal components in particular (project cycle, financial and legal rules);
  • Excellent written communication skills (drafting reports, terms of reference, memos, etc.) and oral communication skills (presentations, negotiations, etc.);
  • Problem solving: ability to anticipate challenges and implement effective solutions;
  • Organizational skills, rigor, and ability to work under pressure while meeting deadlines;
  • Fluency in French or English is required for this position. Knowledge of Portuguese, or at least a willingness to learn it, is a plus;
  • Ability to work under pressure and adapt to politically sensitive environments;
  • Knowledge of Expertise France procedures is an advantage;
  • Proficiency in ERP and accounting software and commonly used IT tools is required (Word, Excel, PowerPoint, etc.).
