Mission description

As part of the future implementation of the project "Promotion of agriculture and fisheries value chains in Guinea-Bissau," funded by the European Union, Expertise France is looking for a Team Leader.

Attached to Expertise France's Sustainable Development department and based in Bissau, the Team Leader is responsible for the successful implementation of project activities, the achievement of set objectives, and the application of Expertise France procedures. He/she is also in charge of external representation, internal coordination and reporting, quality control of the intervention, as well as the strategic orientations of the Expertise France team based in Guinea-Bissau.

The Team Leader will be supported in their mission by a field team of six other people: an administrative and financial manager, two component coordinators (one for the fisheries value chain and one for the economic development), a procurement and contracts manager, a project assistant and a MEAL officer, also based in Bissau, as well as key experts who will be mobilized for specific tasks throughout the project. The field project team will be supported by colleagues at headquarters in the implementation of the project in accordance with Expertise France procedures, in particular for the proper contractual management of experts, the application of procurement rules, quality control of operational and financial reports, support for the orientation and operational implementation of the intervention strategy, capacity building, etc.

The Team Leader will be specifically responsible for:

1. Strategic and operational management of the project

  • Developing and implementing strategic and operational planning for project activities.
  • Ensuring effective coordination with the implementing partner Camões I.P. and maintaining a beneficial relationship.
  • Providing strategic guidance to the team to achieve the project's objectives.
  • Planning activities and monitoring implementation, ensuring that deadlines, budgets, and deliverables are met, and ensuring that project activities and deliverables are consistent with the results to be achieved.
  • Propose strategic adjustments based on contextual challenges or opportunities.
  • Lead project execution, ensuring that project guidelines are properly implemented in activity planning (timeline, budget forecasts, etc.) and that deliverables are delivered on time (within budget and quality standards).
  • Oversee the successful implementation of events and activities, expert missions, study visits, and other project activities.
  • Oversee monitoring, evaluation, and learning (MEAL) activities to measure impact and ensure accountability, in conjunction with the project's MEAL officer.

2. Team management

  • Provide line management, leadership, and coordination among project team members, and participate in recruitment.
  • Assign clear responsibilities and objectives to team members, evaluate performance quality, and establish feedback mechanisms to encourage skills development, assess workload distribution, and report on HR issues to headquarters.
  • Identify expertise needs to support activities, ensure the effective mobilization of experts where necessary (drafting terms of reference, interviews, and recruitment), and supervise short- and long-term technical experts;
  • Organize the attendance and absences of project team staff (management of working hours and leave);
  • Ensure compliance with security policies and procedures for project staff;
  • Promote a positive, supportive, and dynamic work environment.

3. Internal coordination and reporting

  • Supervise the internal coordination of the project team, in conjunction with headquarters, to ensure the administrative, logistical, and operational consistency of the project, in accordance with the overall strategy and schedule.
  • Ensure compliance with the procedures required by Expertise France (rules on eligibility of expenses, purchases, contracts, reports), in conjunction with the head office team.
  • Oversee the preparation of internal reporting, planning, and forecasting exercises for Expertise France (three exercises per year).
  • Ensure the production and transmission of narrative and financial reports on time and in accordance with the donor's requirements, as well as the transmission of the information necessary to ensure overall compliance with procedures (procurement, drafting and monitoring of contracts).
  • Ensure the transmission of information enabling the proper financial management of the project (implementation and operation of monitoring tools, budget consumption of the project and its execution, reporting exercises , financial, etc.).
  • Organize and lead regular coordination meetings with the Expertise France team in Guinea-Bissau, at headquarters, and with the implementing partner.

4. External representation and institutional coordination of the project

  • Ensure the official representation of the project to national authorities, the EU Delegation, and the implementing partner, as well as maintain and strengthen working relationships.
  • Ensure that project activities are aligned with national policies and priorities.
  • Ensure good collaboration and communication with the implementing partner.
  • Promote synergies with other Expertise France programs and sector initiatives to maximize impact.

5. Quality control and compliance

  • Oversee the technical and operational quality of interventions, in accordance with donor and Expertise France standards.
  • Carry out regular field missions to assess progress and resolve any bottlenecks.
  • Establish accountability mechanisms for transparent and effective implementation.

Project or context description

Guinea-Bissau has a complex development context, marked by political instability and a vulnerable economy dependent on agriculture and fishing. These strategic sectors, hampered by informality and lack of access to finance and technology, are struggling to transform themselves and generate sustainable added value. The context requires the professionalization of the sectors, the revitalization of the private sector, economic diversification, and the integration of resilient practices to meet development challenges.

The project entitled "Promoting agriculture and fisheries value chains in Guinea-Bissau," worth €21.5 million, aims to promote sustainable economic growth and the creation of decent green and blue jobs by supporting the development of strategic sectors, while taking into account the challenges of adapting to climate change and mitigating its effects.

The specific objectives of the action are as follows:

SO1. "Improve the environment conducive to the development of sustainable, inclusive, and resilient food value chains."

-          R1.1. Strengthen the capacity of the government and key stakeholders to develop and implement policies, laws, and strategies related to the business environment and food quality and safety that are conducive to the sustainable development of selected value chains.

-          R1.2. Strengthen access to inclusive financing for micro, small, and medium-sized enterprises (MSMEs).

SO2. "Improve the efficiency, climate resilience, inclusiveness, and sustainability of selected agricultural and fisheries value chains, including cashews, rice, selected tropical fruits and crops, and fisheries."

-          R2.1. Strengthen the capacities of value chain actors for sustainable, efficient, inclusive, and climate-resilient development and management.

-          R2.2. Improve infrastructure and facilities throughout selected value chains in order to increase production, processing, storage, and distribution capacities, with a focus on developing added value.

SO3. "Improve the competitiveness of entrepreneurs in selected agricultural and fisheries value chains."

-          R3.1. Improve the capacity of business incubators to promote and strengthen entrepreneurship in selected value chains.

-          R3.2. Improve access to business opportunities, partnerships, and networks among stakeholders in selected value chains.

As part of the intervention, Expertise France will manage a total of €10.25 million on behalf of the EU to carry out activities related to the fisheries value chain and the entrepreneurial environment. For information, this project will also be implemented, under a separate contract, by Camões I.P. (Portuguese Institute for International Cooperation), which will be responsible for implementing activities related to the development of three agricultural value chains (cashews, rice, and tropical fruits), as well as coordinating the entire project, for a total of €10.75 million.

Required profile

Education:

  • Master's degree in development economics, international relations, natural resource management, finance, political science, economics, project engineering, or any other field relevant to the project;
  • Certification in project management or international cooperation would be an asset.

Required professional experience:

  • Minimum 10 years of relevant professional experience, particularly in the implementation of international cooperation projects and programs of similar size, preferably in the areas of business environment reform, access to finance, the blue economy, and/or value chain development;
  • At least 5 years' experience in project team management;
  • Required experience in managing projects funded by international donors, particularly the European Union;
  • Experience in institutional dialogue and stakeholder coordination;
  • Field experience in Africa, particularly in West Africa and/or the PALOP countries, is an asset.

Skills:

  • Strong skills in project management, sector capacity building, communication, and management;
  • Knowledge of monitoring and evaluation mechanisms (logical framework, indicator monitoring, evaluation, capitalization, etc.);
  • Excellent written communication skills (drafting reports, terms of reference, notes, etc.) and oral communication skills (presentations, negotiations, facilitation of discussions, etc.)
  • Problem solving: ability to anticipate challenges and implement effective solutions;
  • Excellent interpersonal skills and ability to facilitate dialogue with stakeholders;
  • Appreciated knowledge or appetite for supporting government and private sector entities, supporting public policies and improving the business climate, developing sustainable value chains in the agriculture or blue economy sectors, access to finance, and entrepreneurship development;
  • Excellent teamwork, coordination, and implementation skills;
  • Fluency in Portuguese is required for this position, as well as proficiency in a second language (French or English);
  • Ability to work under pressure and adapt to politically sensitive environments;
  • Knowledge of Expertise France procedures is an advantage;
  • Proficiency in commonly used IT tools is required (Word, Excel, PowerPoint, etc.).
