Mission description

This project, jointly submitted by Expertise France and the Carabinieri Corps (Arma dei Carabinieri), presents a comprehensive initiative aimed at supporting the fight against the illicit trafficking of cultural property in the Middle East and North Africa (MENA) region. Anchored in the European Union’s strategic framework for the protection of cultural heritage and regional stability, the proposed action seeks to address the major challenges faced by the Southern Neighbourhood countries, in particular Algeria, Egypt, Iraq, Jordan, Morocco and Tunisia. These countries serve both as sources and as critical transit points for trafficked cultural goods, and are significantly affected by instability, limited law enforcement resources, and insufficient border control systems.

The project responds to the increasing destruction and looting of cultural heritage in the MENA region, acts that not only erode cultural identity and memory, but also finance organised crime and terrorism. Despite the existence of international conventions and relevant policy tools, the issue remains marginalised within national agendas. The action therefore proposes a holistic approach that includes strengthening institutional capacities, improving inter-institutional and cross-border cooperation, and mobilising cultural actors as agents of prevention and protection. In the long term, this project will thus contribute to the peace, stability and prosperity of the region and of Europe.

Structured in two phases over a 36-month period, the project will be implemented through three interconnected components:

1.    Strengthening prevention and detection among market actors and cultural institutions;

2.    Developing the capacities of law enforcement authorities and judicial actors;

3.    Promoting regional and inter-regional cooperation.

Activities will include the dissemination of digitised cultural databases, training-of-trainers programmes, as well as the establishment of regional focal points and standardised operating procedures.

As lead partner, Expertise France brings more than ten years of experience in implementing EU-funded security and governance projects in the MENA region. Expertise France will mobilise its multidisciplinary expertise, institutional networks and strategic partnerships with organisations such as UNESCO, INTERPOL and the International Alliance for the Protection of Cultural Heritage in Conflict Areas (ALIPH). The Carabinieri Corps will contribute its globally recognised operational model and technical expertise, notably through its Cultural Heritage Protection Unit (TPC), providing support in investigation, monitoring and capacity building based on decades of national and international experience.

Ultimately, this initiative aims to create sustainable, localised solutions to counter trafficking by integrating the protection of cultural heritage into national security strategies and building robust mechanisms for transnational cooperation. The proposal is fully aligned with the objectives of the European Union’s external action and contributes to lasting peace, stability and prosperity in the region.

Project or context description

The Project Technical Director ensures the strategic, technical and methodological leadership of the project. He/she guarantees the relevance, coherence and quality of the technical activities implemented, in accordance with the objectives and policies of the EU and Expertise France.

Based in Tunis, he/she will act as the content lead, supervise the experts, and guide the technical strategy relating to the fight against the trafficking of cultural property in the region.

 

Role and Responsibilities

1.    Strategic and Technical Project Management

-   Design and steer the project’s technical strategy in coordination with the Project Manager and institutional partners.

-   Ensure the technical and heritage coherence of activities with the programme’s political and cultural objectives.

-   Provide technical expertise on issues related to the trafficking of cultural property; knowledge of heritage cooperation matters is an asset.

-   Identify needs for technical assistance and support the selection of short-term experts as well as the supervision of their assignments.

-   Identify opportunities for cooperation in line with the programme’s priorities.

 

2.    Supervision and Technical Quality

-   Validate the methodologies, work plans and deliverables produced by experts or partners.

-   Ensure continuous quality control of outputs (reports, training sessions, technical materials).

-   Ensure the adoption of international best practices in cultural heritage management.

-   Contribute to the capitalisation of experience and the sharing of knowledge.

 

3.    Capacity Building and Support

-   Design or supervise training modules for cultural heritage professionals in the MENA region.

-   Support the implementation of management tools.

-   Strengthen the professionalisation of local cultural actors and the transfer of skills.

 

4.    Support to Project Governance and Representation

-   Participate in the steering committee and the project’s technical meetings.

-   Coordinate with the Project Manager on strategic decisions.

-   Contribute to the institutional representation of the project to partners, particularly technical and scientific ones.

-   Draft or validate technical reports and concept notes.

 

5.    Monitoring, Evaluation and Innovation

-   Contribute to the design and monitoring of the project’s technical and qualitative indicators.

-   Identify relevant innovations to be integrated into the programme.

-   Promote networking between institutions in the region and in Europe.

Required profile

Qualifications and Skills:

-   A university degree at Master’s level, ideally a PhD specialising in the fight against the trafficking of cultural property, cultural heritage management, art history, archaeology or international cultural policies.

-   Additional training in international cooperation project management or cultural management would be an asset.

-   Excellent understanding of contemporary issues related to the preservation of cultural heritage.

-   Ability to design and steer a technical and scientific strategy in coordination with international and European partners.

-   Strong skills in expert coordination.

-   Knowledge of the project’s partner institutions would be an asset.

-   Excellent writing and analytical skills for producing reports, Terms of Reference, methodologies and strategic notes.

-   Leadership, diplomacy and strong interpersonal skills.

-   Ability to transfer knowledge and support institutional change.

-   Cultural curiosity, open-mindedness and commitment to the diversity of heritage expressions.

-   Excellent command of French and English, both written and spoken.

-   Proficiency in Arabic would be highly appreciated.

-   Strong ability to work in multicultural environments and engage with institutional stakeholders.

 

Professional Experience:

-   8 to 10 years of proven experience in the design, implementation and supervision of cultural or heritage projects at the international level.

-   Demonstrated experience in Africa–Europe cooperation or similar intercultural contexts.

-   Experience in facilitating professional networks, training cultural sector managers and strengthening institutional capacities.

-   Participation in projects funded by international donors is highly valued.

-   Field experience in the MENA region would be an asset.

Additional information

The Technical Director will report on his/her activities to the Project Manager. He/she will work in close collaboration with the project team deployed in Tunis: Project Manager; Administrative and Financial Assistant; Component 2 Expert; and Monitoring & Evaluation Officer. The Technical Director may also work in coordination with the Expertise France headquarters team based in Paris.

Start date: Tunis, Q1 2026 – subject to project signature.

Remuneration: according to the applicable HR salary grid; 1-year fixed-term international contract (CDDU), renewable.
