The Project Support Unit in the Kigali office is seeking a Finance Officer to strengthen the finance team and support the increasing volume of activities.
Based in Kigali, the position is under the direct responsibility of the Administrative and Finance Manager (AFM) of the USP and in liaison with the finance teams of the projects in HQ and on the field.
Missions: the main missions entrusted to the Finance Officer :
Accounting Management
- Ensures consistency between accounting journals and cash journals for projects in his/her portfolio
- Ensures the correct recording of expenses for their portfolio in the accounting system (general and analytical): descriptions, accounting codes, analytical codes, reconciliation, exchange rates, etc.
- Participates, under the supervision of the Finance Director/Deputy Financial Director, in the completion of accounting closings
- Participates, under the supervision of the Finance Director/Deputy Financial Director, in compliance with the policy for archiving accounting documents
Financial Management
- Ensures the availability of contractual and financial information
- Prepares and monitors financial tracking according to the format established at Expertise France
- Verifies monthly financial tracking (allocation of expenses, consumption, forecasts, etc.) for projects in conjunction with project managers
- Supports project managers in completing their monthly financial reports
- In conjunction with the Finance manager, prepares internal and external reports (donors) Funding) of projects in their portfolio
- Under the supervision of the Finance Manager, prepares and supports any audits or controls of the projects in their portfolio
- Prepares the monthly and semi-annual budget exercises for the projects in conjunction with the Finance Manager (initial budget, revised budget, and projected results)
Payments
- Checks conformity of supporting documents before processing project payment requests
- Edit payment request for projects and costs centers under his scope
- Issues payment vouchers
Audit and Internal Control
- Implements internal control within the projects (transmission of procedures, monitoring their adoption, participation in improving operational practices in accounting and finance, etc.)
- Participate to project audit
Archiving
- Implements the archiving procedure for their files related to Finance

Qualifications:
Bachelor or Master in finance or accounting, economics, internation cooperation;
Strong capacity of work, rigor and organization;
Excelent use of Office Pack and accounting tools;
Good interpersonal and teamwork skills;
Adaptability and flexibility;
Good written and oral expression in French and English is mandatory;
Knowledge of donor rules
Professional experience :
At least 3 years' experience in a similar position;
Experience in international cooperation is strongly required
Type of contract: local contract through HR services company (at first, with aim of direct recruitment by Expertise France)
Remuneration: competitive remuneration will be offered according to Expertise France' salary scale and candidate's qualification and experience.
French speaking is a strong asset as most of the trainings from HQ are in french
A technical test will be conducted before an interview with the Head of Support and the Financial Manager
