Mission description

The Project Lead, based in Guyana, reports hierarchically to the Head of the Pharmacy and Population Health Unit within the Health Department at the headquarters of EF in Paris. He/she works in functional collaboration with a Project Officer, a Project Assistant, and an Administrative and Financial Project Officer based at headquarters.

He/she will have direct managerial supervision over the members of the project team in the field (composed of a national Deputy Project Lead).

The Project Lead works in close coordination with national authorities (Ministry of Health, health institutions, etc.) as well as with the Delegation of the European Union to Guyana, Suriname and CARICOM, based in Georgetown. He/she ensures the representation of the Project implemented by Expertise France in Guyana and is in charge of the definition of strategic and operational priorities. He/she will have the responsibility working closely with the Deputy Project Lead and relevant counterparts in Expertise France’s Headquarters to ensure proper establishment of the unique Expertise France’s project in Guyana.

The position is based in Georgetown, with possible travel within the country.


The responsibilities of the Project Lead cover the following aspects:

Institutional and partnership relations, governance

  • Represent the EU-funded project and Expertise France. Maintain regular dialogue with national and regional authorities, the EU Delegation, and French authorities in Georgetown.
  • Facilitate the establishment of Expertise France’s operations in Guyana, in coordination with the Deputy Project Lead, local authorities and HQ.
  • Ensure adequate project governance by organizing and leading coordination bodies (steering committees, technical meetings) and ensuring transparent activity monitoring.
  • Coordinate relations with stakeholders in the health sector and fosters synergies with other local and regional initiatives.
  • Build and maintains a network of partners and experts (national, regional, international) and ensures effective information sharing with headquarters.

Operational and strategic project management, monitoring and development

  • Define the strategic and operational directions of the project, in consultation with stakeholders and in line with the contractual framework.
  • Maintain technical and strategic dialogue with health authorities and project partners/beneficiaries in Guyana, ensuring operational translation of national health ambitions.
  • Conduct strategic monitoring, identifies potential partners and development opportunities related to the project, and prepares concept notes when required.
  • Engage closely with the European health and education ecosystems (universities, hospitals, ministries, research institutes, etc.) to identify efficient cooperation options.
  • Oversee, with the support of the Deputy Project Lead, the implementation of project-related activities and missions (headquarters missions, expert missions, etc.) as well as internal management exercises (semi-annual and annual reviews, etc.).
  • Coordinate with institutional partners and ensures the quality of all deliverables.

Administrative and financial Management

In close collaboration with the National Deputy Project Lead and the support functions based at headquarters:

  • Ensure coherence between operational and financial planning, consolidates budget monitoring, and prepares internal and external (donor) reports.
  • Monitor expenditures, commitments, and forecasts, ensuring tools and reporting schedules are up to date.
  • Supervise activities of the Deputy Project Lead on administrative, financial and legal activities.
  • Guarantee compliance with Expertise France procedures (procurement, grants, eligibility, reporting) with the support of the Deputy Project Lead and HQ.
  • Oversee the preparation of technical and financial reports and implements the communication and visibility plan.

Team management, Monitoring & Evaluation, and Security

  • Recruit, supervise, and support the project team and technical experts, ensuring clear work planning and coordination.
  • Oversee monitoring and evaluation (M&E), including tracking of indicators and integration of gender and cross-cutting priorities.
  • Work with headquarters and the Security Focal Point to ensure compliance with security procedures and contribute to the safety of staff, assets, and operations.

Project or context description

Expertise France is the French public agency for international development cooperation and works alongside partner countries to advise and support them in strengthening their public policies. For this, the agency coordinates and implements projects of national or regional scope in the main areas of public action:

  • democratic, economic and financial governance.
  • peace, stability and security.
  • climate, biodiversity and sustainable development.
  • health and human development.

In these fields, Expertise France provides engineering and implementation missions for capacity-building projects, mobilizes technical expertise and plays a role in integrating projects involving public expertise and private know-how.

Expertise France implements several regional programs in the Caribbean, including Guyana, notably on sustainable development and security issues, but does not yet have a presence in Guyana. The project will enable Expertise France to establish itself in the country and develop new health activities.

The Guyana HealthNext: Training and research project

Guyana, an English-speaking country in South America and a member of CARICOM, is experiencing unprecedented economic growth, driven by oil exploitation since 2020. This dynamic translates into a rapid increase in public investment, particularly in the health, education and infrastructure sectors. The government has made the strengthening of the health system a national priority, through the construction and modernization of many hospitals as well as the creation of national reference centers in specialized fields such as paediatrics, oncology or kidney transplantation.

The project, funded by the European Union via the Delegation of the European Union to Guyana, Suriname and CARICOM and implemented by Expertise France, is fully in line with this favorable investment framework. It aims to support Guyana’s national strategy for the development of specialized health care provision, aimed at reducing morbidity and mortality by 2030.

The specific objective is to enhance the capacity of the national health system to provide safe, accessible, and specialized healthcare services, underpinned by robust biomedical systems and evidence-based research. The activities, which will be further defined during an inception phase in close consultation with local stakeholders, currently include the following expected outpus:

  • Institutional frameworks for specialized health services (including transplantation, oncology and paediatric), research and biomedical maintenance is strengthened to ensure safety and quality delivery of care
  • Specialized health services, research and biomedical maintenance delivery is organized and ready for scale up
  • Guyana’s health workforce is strengthened and equipped with specialized competencies, enabling effective delivery of advanced health services, research, and biomedical maintenance

This project is aligned with the government’s national strategy and contributes to strengthening the resilience of the health system, reducing inequalities in access to specialized care, and positioning Guyana as a regional center of medical and biomedical reference within CARICOM.

It is within the framework of this project, whose launch is scheduled for the first quarter of, 2026, that Expertise France is recruiting an international Project Lead based in Georgetown, Guyana.

Required profile

Qualifications and skills, demonstrated through previous assignments

  • Master’s degree in international cooperation, development, project management, political science, social sciences, public health, health economics, or another relevant field. A qualification in health or public health would be an asset.
  • Good understanding of public health and specialized care issues, with proven ability to engage in dialogue with health professionals.
  • Strong knowledge of cooperation mechanisms, official development assistance, and international cooperation stakeholders. Familiarity with French and European institutional actors in the health sector would be an advantage.
  • Proven experience in project management and coordination, preferably in the health sector.
  • Excellent ability to build trust-based relationships with national and international partners, and to engage in high-level dialogue with institutional partners, civil society, and the private sector.
  • Significant experience in coordinating multidisciplinary and multicultural teams, and in using participatory tools and facilitation techniques.
  • Strong ability to mobilize, coordinate, and manage networks of actors (experts, institutional partners, civil society, authorities, etc.).
  • Excellent written and oral communication skills (technical, strategic, and activity reports; briefing notes; information papers), with the ability to articulate and defend positions before authorities.
  • Proficiency in office software, particularly Excel and Word.
  • Excellent command of English and French (written and spoken).

Professional Experience

  • At least 10 years of experience in managing international cooperation and/or technical assistance projects in the health sector.
  • At least two substantial field experiences as Project Manager and/or Team Coordinator on institutional technical assistance or capacity-building projects of significant scale.
  • Demonstrated experience in team coordination and management.
  • Experience working in Guyana or the CARICOM region would be an asset.

Additional information

Duration and Location

The forecast duration of the mission is 3 years.

The Project Lead will be based in Georgetown, Guyana. Regular trips are to be planned according to the needs of the project.

Desired function start: January 2026

Remuneration will follow Expertise France internal grids and will be determined according to the profile, the position and the level of responsibilities exercised.
