Mission description

1)         General objective of the mission

The general objective of the mission is to provide support to maritime agencies of the Western Indian Ocean region to assess, enhance and strengthen their capacities and operationalise the maritime security architecture of the DCoC.

 

2)         Description of the tasks to be assigned

The Regional Representatives for the Western Indian Ocean serves as the primary representative of the Director within their assigned region. In this capacity, he is tasked with developing and once approved, implementing tailored strategies to engage with States and regional organizations, in accordance with the intervention logic, ensuring a context-specific and effective approach to regional cooperation and project implementation.

Part of this responsibility includes managing all business with the Djibouti Code of Conduct (JA)

On the guidance of the Director, he is to organise high-level engagement with senior officials in the region, particularly in relation to exercises (formulation and scope), in close consultation with country representatives and the Exercise and Training Managers.

The Regional Representative will propose and validate activities proposed by country representatives, encouraging new initiatives, and engaging directly with regional beneficiaries and partners on behalf of the Director. He will then coordinate and monitor all activities carried out by country representatives and other team members active in the region, while overseeing the implementation of trainings and exercises. At times, it may be suitable for him to take on country representatives roles if a country representative is lacking.

Part of his responsibility is to promote the use of the IORIS information-exchange system, and with guidance from Director, the SHARE.IT interoperability framework throughout the region, in alignment with strategic guidance.

 Finally, he is to ensure that the project's logical framework is implemented as specified, supporting the Executive Coordinator by contributing to the M&E process, whilst also supporting the project's capitalisation process.

Expected Outputs

1.      Improved strategic support to CRIMARIO objectives

o    Provision of expert advice on maritime security and safety strategies.

o    Guidance to Country Representatives on effective approaches for engaging States and regional organisations.

2.      Increased visibility and regional uptake of CRIMARIO products

o    Tailored promotion of CRIMARIO tools and products to partner countries.

3.      Strengthened stakeholder engagement and representation

o    Facilitated access for the project to regional authorities, especially within the Djibouti Code of Conduct framework.

o    Representation of CRIMARIO at national and international fora, as directed by the Project Director.

4.      Enhanced cooperation between DCoC and CRIMARIO

o    Strengthened collaboration enabling CRIMARIO to contribute concrete outputs within the IMO framework.

o    DCoC actively participating in the IORIS Steering Committee through improved partnership mechanisms.

5.      Increased awareness and adoption of IORIS

o    Greater understanding and visibility of the IORIS platform across the Western Indian Ocean region.

o    Expanded use of IORIS by Djibouti Code of Conduct (DCoC) countries as a reliable information-exchange system for interagency and regional coordination.

Project or context description

EU CRIMARIO is an EU-funded maritime capacity-building initiative established in 2015, in the western Indian Ocean, and extended across the Pacific to Latin America in 2021 with the launch of the EU Indo-Pacific strategy. EU CRIMARIO  enables the EU’s Indo-Pacific partners and organizations to better govern their maritime spaces by promoting cross-sectorial, interagency, and transregional cooperation in the areas of maritime security and safety. CRIMARIO  goes about its tasks by mentoring and advising in fields related to maritime safety and security, through courses and exercises, focusing its effort on its flagship product : the Indo-Pacific Regional Information Sharing (IORIS).

EU CRIMARIO is now deemed to be by many an EU flagship project in the Indo-Pacific, which is focused on strengthening regional maritime governance, covering security and safety, and the fight against illegal, unreported, and unregulated (IUU) fishing. EU CRIMARIO  will consolidate what has been accomplished in the Indo-Pacific by intensifying sectoral activities, whilst expanding to other countries in Central and Latin America, and selectively in the Caribbean if finances allow, with a view to broadening the IORIS information-exchange platform's reach and tied to this, its sustainability.

Required profile

Qualification and skills

·       Sound qualifications in maritime security and/or safety 

·       Fluent in spoken and written English. 

·       Excellent communication skills, sense of diplomacy 

General and specific professional experience 

·       A minimum of 10 years of working experience in maritime domain

·       Experience in maritime information management, operational coordination, and information sharing. 

·       Proven experience in capacity building of staff belonging to maritime administrations

·       Experience of international cooperation inter-administrations 

·       Regional and international mobility is viewed as essential in the completion of the expected tasks

·       Team spirit

·       Working experience in Indian Ocean

 

 

 

Additional information

Eligibility criteria 

Sound maritime qualifications and/or maritime security and/or military and/or maritime experience as an officer. 

A minimum of 10 years of working experience in maritime operational coordination, maritime domain awareness / information sharing environment and/or in  diplomacy

Criteria to establish a shortlist of candidates for interviews

High level experience in maritime domain awareness, maritime information-exchange, and maritime security and safety (10 points)

Experience in multilateral forums in WIO 

Proven experience in conducting negotiation and diplomatic engagement (20 points)

Selection criteria during interviews

- Fluent in spoken and written English (4 points)

- Excellent communication skills and sense of diplomacy (10 points)

- Team work (2 points)

- Experience in WIO
