Mission description

AdaptAction Program

Launched in 2017 by AFD and implemented by AFD’s Climate and Nature unit in partnership with Expertise France, the AdaptAction program supports more than 30 partner countries to integrate climate adaptation into their public policy and investment planning. The overarching goal is to enhance the climate resilience of the most vulnerable populations, by turning adaptation strategies into concrete, operational, and fundable projects.

AdaptAction supports governments and national stakeholders through a flexible and demand-driven approach. The program covers four thematic pillars: (1) data and research, (2) governance and institutional support, (3) finance and project structuring, and (4) emergency response and Loss & Damage. Support provided is aligned with country priorities and involves capacity building, feasibility studies, technical assistance, and high-level dialogue.

AdaptAction Program in Bangladesh

Following a request from the Ministry of Environment, Forest and Climate Change (MoEFCC), the AdaptAction program will be deployed in Bangladesh to support the operationalization of the National Adaptation Plan (NAP). A scoping mission was held in February 2025 by AFD’s Climate and Nature Unit.

AdaptAction will thus be a cornerstone of AFD’s strategy to increase the adaptation content of AFD sponsored projects and AFD’s climate finance in Bangladesh, contributing to the implementation of the country’s NAP through a package of technical assistance, data support, capacity building and project appraisal.

The AdaptAction programme aims to strengthen MoEFCC’s institutional role and coordination capacity in implementing the National Adaptation Plan (NAP), through organizational restructuring, capacity building, and dedicated national and international technical support. It also promotes the systematic integration of climate adaptation into public policies by developing tools, harmonized monitoring and evaluation frameworks, and interinstitutional coordination mechanisms.

To prepare the implementation of Component 2 activities requested by the MoEFCC, an international coordinator will be recruited. The coordinator will be responsible for leading program implementation on the ground, supporting MoEFCC teams, and ensuring programme coordination with AFD local and international teams, Expertise France, and key stakeholders. The coordinator will be based at AFD’s country office. In addition, two local staff will tentatively be recruited: a senior local expert, expected to be based in MoEFCC and an administrative and financial assistant based in AFD premises.

Project or context description

Responsibilities

·       Support MoEFCC in steering and coordinating AdaptAction activities in line with national priorities

·       Ensure implementation and follow-up of the work plan agreed with MoEFCC and the MoF

·       Facilitate coordination of the program with other ministries and development partners

·       Liaise with the experts mobilized/financed by the program, in coordination with MoEFCC

  •          Contribute to the development of technical documents, studies, and capacity-building activities, including by directly providing adaptation expertise 

·      Support the organization of activities: contribute to the tendering process (ToRs, evaluation of tenders) and quality control of technical studies, support to the organization of activities (eg workshops, field trips, etc.)

·       Liaise with AFD on financial and technical management of the programme

·       Facilitate the communication of the programme results and impacts

·       Contribute to national coordination platforms (e.g., BCDP, NCECC)

·       Ensure regular reporting and documentation of activities and results

·       Support to the recruitment and daily coordination of the administrative and financial assistant of to be recruited by the program

·       Support to the recruitment and close coordination with the senior local expert, expected to be recruited by the program and based in MoEFCC

Required profile

Qualifications

·       Master’s degree in public policy, climate change, environmental sciences, or related field

Experience

·       Minimum 7 years of professional experience in climate change, public policy, or development cooperation

·       Proven experience in project coordination and stakeholder engagement

·       Prior work experience with government agencies and/or international organizations in Bangladesh is an asset

·       A good knowledge of financial institutions and large scale projects life cycle would be an asset

Competencies

·       Strong understanding of climate adaptation and resilience challenges

·       Ability to draft clear and concise technical documents and reports

·       Excellent organizational and interpersonal skills

·       Fluency in English and French (written and spoken)

·       Fluency in Bangla would be an asset

12 months (renewable based on performance and funding availability) for a tentative total duration of up to 36 months

Reporting

The Coordinator will report to AFD’s Climate and Nature Division and will work in close coordination with MoEFCC, AFD Office in Dhaka, Expertise France.

Expertise France will be responsible for contractual matters.

This position is part of the AdaptAction program implemented by Expertise France under the supervision of AFD’s Climate and Nature Division. The program is funded by AFD.
