Mission description

Main missions:

•    The Logistics Manager in delegation and under the supervision of the SSC manages the logistics activities of the PSU, and especially the preparation and installation of the new country office.
•    She/he ensures the proper supply of the office and projects and stock management. She/he is responsible for the management of the office's equipment: vehicles, telecommunications, IT and security. He/she is responsible for ensuring compliance with the rules of equipment management.
•    The logistics manager will also participate in the recruitment of the Logistics team.
•    She/he is responsible for the preparation, proper execution and follow-up of the subcontractor in charge of office’s refurbishment, be responsible for tenders related to office equipment and furniture as well as all required running contracts setup (insurance, cleaning, consumables, etc…)
•    She/He ensures the logistical reporting of the office to the SSC.
•    She/he acts as the SSC on logistical issues in case of absence.


Main activities

a) Security

•    In collaboration with the SSC, ensure that all necessary security equipment are installed and operational.
•    Set up an Office Safety Pack and update it monthly: Summary sheet, safety plan, evacuation and hibernation plan, as well as risk analysis and safety phase documents
•    Participates in the creation of safety diagnostic tools with the SSC
•    Prepare the internal security monitoring document. File and archive security-related documents
•    Supervise the outsourced security management of the premises on a daily basis (locking, guarding, etc.)

 

b) Office Premises and Inventory Management

•    Liaise with the building owner in for breakdowns, improvements, contractual aspects, etc. 
•    Ensure the preventive maintenance of equipment (air conditioners, photocopiers, etc.) and follow up on the maintenance carried out on the building, elevators, etc.
•    Optimize workspaces. Ensure the hygiene and cleanliness of the building
•    Set up a regular inventory of furniture and equipment as well as its use. Make sure they are coding.
•    Track office supply inventory and conduct regular inventories
•    Supervise the installation of equipment and furniture. Manage the transfer of equipment and furniture from existing projects’ offices to the new country office.

 

c) Management of the computer, telecommunications and information systems equipment

•    Size and define the investment and depreciation plans for the computer equipment (computers, printers, network, remote monitoring and means of communication). Anticipate the need for replacement and provision of new projects
•    Is responsible for the procurement of equipment and installation
•    Is responsible for the procurement and installation of internet (contract, equipment, network, etc…) with the support of the facility department based in HQ.
•    Monitors equipment allocation and loans
•    Ensure the proper functioning of equipment. In conjunction with the IT department at headquarters, ensure the proper installation of basic software and access for each user to the intranet and internal SaaS. 

 

d) Fleet management:

•    Consolidate and analyse the existing fleet and ensure the transfer from project’s management to PSU’s management
•    Implement the management method for the supply of fuel, spare parts and consumables to the vehicle fleet
•    Supervise the administrative management of vehicle-related documents (logbook, contracts, insurance, registration, etc.)
•    Ensure the execution of vehicle maintenance operations
•    Validates vehicle repair needs; controls the need, defines the terms and conditions and validates the expenditure

 

e) Management of the mission's logistics framework contracts:

•    Participate in the implementation of logistics framework contracts (transport of people, goods, freight forwarder, office supplies, etc.) in line with the needs of the PSU and the projects
•    Validate the initial expression of needs, the specifications of logistics tenders and participate in the bid validation committees
•    Be responsible for the follow-up of logistics framework contracts and the link with the concerned suppliers and sub-contractors (maximum amount, validity dates, validation of invoices, etc.)

 

f) Team Management

•    Participate to the recruitment of the PSU Logistics team
•    Establishes initial objectives and define clear roles and responsibilities between team members

 

h) Various activities

•    Acting as the SSC's staff, in the event of absence, on matters that concern him/her
•    Provide a bi-weekly report to the SSC


This list of responsibilities is not exhaustive. The Logistics Manager will also have to support the Logistics team and more broadly the PSU and the Projects in any task necessary for the proper functioning of the department.

B/ Expertise France in Ethiopia 

With more than 120 million inhabitants, hosting the African Union headquarter, Ethiopia is a key country on the continent. In recent years, the country has seen a constant strengthening of its bilateral cooperation with France and benefits from the largest European programme in sub-Saharan Africa. 

This has resulted in an increase of more than 140% in the Agency's portfolio in 2024, which now stands at €32 million and is expected to exceed €45 million by the end of the year. The country is also home to two strategic regional projects in education and heritage, and a team of 3 ITE, which is being reinforced by 6 additional ITE. 

The Expertise France country team should increase to nearly 50 people. 

To support this development, the Agency has decided to structure a country directorate and a project support unit in Addis Ababa, as of September 2025.

 


C/ Position and Reporting Line

Based in Addis Ababa, Ethiopia, the position of Logistics and Facilities Manager (hereafter “Logistics Manager”) is under the direct reporting Support Services Coordinator (SSC) of the Project Support Unit (PSU).
The managerial report line is: SSC / Country Director / Geographical Department / Operations Department.

The functional link of the Logistics division is provided by the Facilities and IT Services Departments based at the headquarters in Paris and the Regional Security Coordinator based in Nairobi.
The PSU is made up of four main units necessary for the implementation of projects: Procurement and contract, Logistics, Administration and Finance and Human Resources.

The Logistics Manager will coordinate the Logistics unit and supervise two Logistics Officers (Facilities and Programs) as well as drivers (three to date).

Required profile

Qualifications and experience

•    Higher education in logistics, IT, supply chain or equivalent experience
•    At least 5 years' experience in a similar position
•    Experience in team management;
•    Experience in department/project structuring highly appreciated

•    Ability to work in a demanding environment
•    Strong capacity for autonomy, independence of mind, patience with users and impartiality
•    Strong ability to work, rigor and organization
•    Interpersonal skills. Team spirit and collaboration. Service orientation
•    Excellent analytical and report writing skills
•    Excellent written and oral expression in English. Fluency in French is an asset.

•    Employee contract under local law, via a third-party employer company
•    Duration of the contract: Piecework contract (under the Ethiopia Labour Proclamation No. 1156/2019, article 10, al. 1.a) until the completion of office installation; within the limit of 3 months.
