Mission description

Expertise France (EF) is looking for a national Project Coordinator, based in New Delhi, India, who will play a pivotal role in coordinating and liaising with Partners’ Action on clean energy and climate activities under the CECP Phase III. 

Following Phase I and Phase II (2016-2025), the EU-India Clean Energy and Climate Partnership (CECP) Phase III (2026-2028), funded by the European Union (EU), will be implemented through a Team Europe approach under a Multi-Partners Contribution Agreement (MPCA), fostering coordinated efforts among the EU implementing partners.

EF will be responsible for the overall coordination of the CECP Phase III, acting as the designated Organisation of the MPCA. Moreover, EF will deliver activities under Outputs 3-6 of the project, covering different key sectors of intervention (Regional Connectivity, Electricity Market Integration, Smart Grids, Energy Efficiency, Energy and Climate Diplomacy, among others), based on its expertise and ability to manage multi-stakeholder' activities and develop new partnerships. GIZ will deliver Outputs 1 and 2 on Hydrogen and Off-shore wind.

The Project Coordinator will serve as the key liaison between EF, GIZ, the EU and key local stakeholders and be responsible for the overall coordination of the Action.

Project or context description

The CECP Phase III will advance the strategic priorities set by the EU-India Energy Panel under the auspices of the Ministry of External Affairs (MEA), which coordinates the energy and climate policy dialogue between the EU and India. 

By linking high-level policy engagement with operational support for investment readiness and innovation, the project will act as a catalyst for scalable climate solutions, by focusing on mutual partnership and strengthening the cooperation between line ministries, regulatory bodies, and technical agencies, and providing technical assistance, trainings, and facilitating peer-to-peer and best practices exchanges. These interventions will be implemented through a diverse array of instruments, including technical workshops, business and policy dialogues, expert missions, peer-to-peer, study tours, feasibility studies, and pilot projects. 

The Project Coordinator will liaise with institutional stakeholders, lead the day-to-day implementation, and ensure that activities are contextually relevant and aligned to the Global Gateway agenda.

The assignment will require strong and proven experience in dealing with high-level authorities, technical and financial partners, and EU-funded project management.

The selected candidate will work in close and continuous coordination with the Project Manager based at EF headquarters (HQ), and will be supported by a Deputy Project Coordinator, and an Administrative and Financial Assistant to jointly manage procurement processes, monitoring activities, and project reporting, ensuring both strategic alignment and operational efficiency.

 

Programme Coordination

  • Ensure coordination on the overall Contract Agreement with EUD, in partnership with GIZ in its role as Partner.
  • Maintain a permanent dialogue with national key stakeholders and other institutional counterparts to align CECP Phase III efforts with EU Global Gateway.
  • Represent CECP Phase III in meetings with public institutions, development partners, and other stakeholders.
  • Liaise with the Partner and donor and facilitate cooperation between technical partners and promote synergies across thematic outputs of the CECP.
  • Contribute to strengthening institutional dialogue between EU and national institutions on clean energy and climate.
  • Provide leadership and strategic direction in the implementation of the CECP III work plan. 

Programme Management and Implementation (For EF’s Outputs) 

  • Ensure effective programme management and implementation, including strategic and operational coherence and accountability under EF’s key areas of intervention. 
  • Expertise management, including identifying needs, drafting ToRs, leading the recruitment and supervising of short-term experts and service providers.
  • Monitor field-level delivery of activities in accordance with the work plan and budget, ensuring quality and timeliness across the CECP Outputs under EF responsibility.
  • Identify risks and bottlenecks, propose mitigation strategies, and take proactive decisions to ensure smooth operations.
  • Ensuring the financial, administrative, and contractual management of the programme. 
  • Contribute to and review financial and narrative reports, in coordination with the Project Manager at HQ and Deputy Project Coordinator.  

Governance and Reporting

  • Prepare technical contributions and coordinate CECP governance bodies (e.g., Steering, Review meetings with national key institutions, and Technical and Operational meetings with contractual partners).
  • Ensure organisation credibility and visibility in national platforms related to the CECP’s key intervention sectors, by upholding transparency, accountability, and alignment with AFD Group values and the overall CECP partnership. 
  • Consolidate and present progress updates, indicators, and lessons learned to feed into strategic discussions with DG ENER, DG CLIMA, DG ENV, and DG INTPA.

Required profile

Professional experience

  • Minimum 10 years of professional experience, including senior-level roles in the fields of renewable energy and/or energy efficiency, preferably with EU-funded Project Management.
  • Previous experience in the governance and oversight of EU-funded or other donor-funded projects, ideally Multi-Partners Actions, in the area of energy, energy efficiency, and climate action.
  • Sound knowledge of energy and climate policies in India, including working with national institutions.
  • Proven track record in international engagement and energy strategy consulting with the private sector would be an asset. 

Competencies

  • Excellent organisational and prioritisation skills and willingness to find optimal solutions in day-to-day management.
  • Track record of experience interfacing in multi-layered institutional environments and facilitating coordination between public, private sector, international partners and stakeholders.
  • Demonstrated capacity to manage effectively human and institutional relationships, based on credibility and trust.
  • Strong team player with excellent facilitation, conflict resolution, and negotiation skills.
  • Able to build and nurture relationships based on trust and credibility, both with external partners and EF colleagues.
  • Excellent institutional representativeness.

Education

  • Master's degree in Energy Economics, Energy Engineering, Public Policies, or related field OR Bachelor’s degree with additional 5 years of experience in projects focused on energy, environment or climate action.
  • Specialisation or PhD in relevant sectors (energy transition, planning, or governance) would be an asset.

Languages

  • English – fluent (written and oral)
  • French is an asset

Additional information

Condition of the mission

  • This position is a local contract open to Indian nationals or individuals holding an Indian work permit.
  • Salary based on experience and EF salary scale.
  • Location: New Delhi, India
  • Tentative starting date: January- February 2026
  • Duration: 12-month contract, full-time, renewable (34-month project)
  • Type of contract: short-term renewable contract through an Indian salary portage company
