Mission description

The position is part of the Colombo-based Implementation Team which is responsible for: (i) defining and implementing the intervention strategy; (ii) overall project coordination and monitoring; (iii) stakeholder’s information and consultation; and (iv) the administrative and financial management of the project.

The Sustainable Energy Specialist will be part of the team based in Colombo. Under the Project Manager and the Technical Coordinator, she/he will  lead the implementation of all activities directly related to supporting the Government of Sri Lanka (GOSL) in developing a pipeline of Sustainable Energy projects and, more broadly speaking, proactively facilitating the public policy dialogue around those initiatives. She/he will also work together with the Green Funding Mobilisation Specialist on facilitating the access to funding for these initiatives.

Indicative tasks to be carried out include:

  • Lead the technical work related to the Facility’s Energy portfolio in wind power, solar PV and tri-generation, and any activity deemed relevant by her/his management in the context of portfolio allocation within the team.
  • Proactively facilitate the necessary policy dialogue to ensure the success of the Facility's energy initiatives.
  • Develop and closely manage Expertise France's network of partners on energy topics. Liaise with and provide advice to senior national government officials and other high-level and technical policy stakeholders.
  • Manage, supervise and coordinate the work of related short-term experts and service providers.
  • Support the Green Funding Mobilization Specialist within the Facility’s team in identifying funding pathways for the pipeline of Energy projects developed by the Facility.
  • Conducts ongoing monitoring of policy developments and initiatives by the government, private sector and development partners in the field of energy.
  • Produce analysis notes.
  • Provide advice and support to the GOSL and other stakeholders in the identification of opportunities and the development of projects which could be funded by Development Partners.
  • Any other related activities.

Project or context description

The European Union-funded Green Recovery Facility (the Facility) seeks to use the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal would entail achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, would be more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the project would harness policy experiences and knowledge from the European Union (EU), along with national and regional ones, to contribute to the inclusive green recovery (medium term) and transition (long term) of the Sri-Lankan economy and society.

Sri-Lankan based stakeholders point out the abundance of policy instruments, but regret the lack of implementation of these given policies.

In this context, the Project would more specifically support the mainstreaming of Inclusive Green Economy (IGE) challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing IGE policy to action by contributing to the following specific objectives (SO):

·       SO1: Support the development and implementation of inclusive national green, blue and sustainable public policies, with participation of women and men in all their diversity.

·         SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue).

·         SO3: Increase accessibility and availability to green and sustainable finance.

The specific objectives are designed to complement each other at different levels of implementation, considering the needs emerging from the current context in the country. Together, these three specific objectives should contribute to address Sri Lanka’s challenges for effective IGE policy reform and implementation. The Facility performs a catalytic function on several sides – public sector as well as private sector and civil society organizations (CSOs) – as designed via SO1 to SO3.

Sri Lanka’s clean energy transition is gaining momentum, with growing investments in solar, wind, and energy efficiency now paving the way for a broader sustainable energy agenda. This is an exciting opportunity to join the Facility’s Colombo-based team at a defining moment — contributing to the country’s shift toward renewable energy, energy security, and climate resilience. The Sustainable Energy Specialist will help shape national energy strategies, foster innovation and partnerships, and mobilize green investments that drive Sri Lanka’s journey toward a carbon-neutral and inclusive future.

Required profile

Education

Bachelor’s degree in Engineering (Energy, Electrical, Industrial, Mechanical), Economics, Political Science or equivalent. Any other profile in line with the tasks to be performed can also be considered.

A Master’s degree would be a strong asset.

 Proven Experience

  • At least 8 years of overall experience working in the Energy field in Sri Lanka.
  • At least 3 years of experience facilitating policy dialogue with Energy field key stakeholders (Ministry of Power and Energy, Public Utilities Commission of Sri Lanka, Sri Lanka Sustainable Energy Authority, Ceylon Electricity Board, Lanka Electric Company, Solar, Wind and Biomass Industry Associations, etc.).
  • Experience working on the development of sustainable energy, in particular Wind Power, Solar PV and Sustainably sourced Biomass.
  • Experience leading and/or participating in carrying out feasibility studies.
  • Experience working with/for Development Partner Institutions would be a strong asset.
  • Full Membership (Charter) of a Professional Engineering Institution would be a strong asset.

 Qualification and skills

  • Full professional proficiency in English is mandatory.
  • Professional working proficiency in French is an asset.
  • In-depth knowledge of the network of stakeholders (institutions, agencies, private sector, development partners) operating in the energy sector in Sri Lanka.
  • Knowledge of Sri Lankan Energy policies (existing and being drafted). 
  • Up-to-date knowledge of Sustainable Energy development.
  • Strong teamwork skills, initiative, organizational skills and autonomy.
  • Excellent analytical and writing skills.
  • Rigor and ability to write in a clear, precise and concise manner.
  • Personal qualities: analytical and conceptual skills, independent and objective thinking, strong interpersonal skills (e.g. discretion, empathy, inclusiveness, and sensitivity), high personal integrity and professionalism, good organisational and coordination skills.
  • Results- and solution-oriented.
  • Strong ability to build, foster and maintain relationships and partnerships.
