As part of the implementation by Expertise France of the national component of the European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea, Expertise France is seeking to recruit a Technical Coordination Officer (international position) whose role will be to help ensure that the expertise deployed to support the project’s partners in response their needs is efficiently mobilised and coordinated.
Main tasks:
(1) Support the efficient internal and external coordination of the project’s expertise
- ensuring that the information and documents generated by project’s experts is checked to ensure consistency, compiled and made available to the project team and other experts on an up-to-date digital platform
- analysing this information and documentation to facilitate briefings and decision-making processes and prepare and review presentations and documents
- organising regular meetings with all experts on shared issues (ex: relevant information regarding schedules, priorities and key considerations) and facilitate dialogue between experts
- monitoring closely how the expertise deployed is being implemented to maximise synergies and linkages between experts and avoid the risk of duplication or misalignment
- organising and taking part in briefing / coordination / closing meetings with partners benefiting from technical assistance measures
- organising and taking part in regular coordination meetings with other project teams mobilised by Expertise France in PNG to maximise synergies and avoid duplications
- organising and taking part in regular coordination meetings with other development partners by Expertise France in PNG to maximise synergies and avoid duplications
(2) Expert management support
- identifying and prioritising the project requirements in terms of expertise
- preparing draft Terms of Reference (ToRs) documents for national and international experts (or consulting firms)
- participating in the identification and selection of qualified national and international experts (or consulting firms)
- providing guidance and support to the selected national and international experts (or consulting firms), including on logistical arrangements for expert missions, in coordination with the Project Support Unit
- reviewing the deliverables of the selected national and international experts (or consulting firms)
- contributing to lessons learned and best practices documentation
The Technical Coordination Officer will be recruited on a full-time basis for an initial 12-month period, with possibilities for extensions until the end of the project.
She/he will report to the EU-FCCB Programme National Component Project Manager. She/he will be based in Port Moresby, where Expertise France has a country office located within the premises of PNG’s Climate Change and Development Authority (CCDA).
The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea is an international cooperation programme funded by the European Union whose general objective (GO) is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:
- SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”
- SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”
- SO3: “Increased inclusive and gender-responsive green growth”
This Programme consists several components, including a significant component implemented by Expertise France regarding “support at the national/institutional level with spill-over effects at the local/community level” (the Project). This project inclues for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities, civil society organisations and private sector organisations engaged in conservation, sustainable livelihoods, and sustainable value chain development.
