Mission description

Within the framework of its activities in Angola, Expertise France aims to establish a portuguese-speaking expert roster of qualified professionals with experience in solid waste management, waste governance, circular economy, and related cross-sectoral areas.

The purpose of this roster is to identify qualified experts who can be rapidly mobilised to provide technical assistance to partner governments and local authorities. Experts may be requested to deliver specific studies, training, advisory services, and analytical reports to support the implementation of the project’s expected Outcomes 1 and 2. Experts may contribute through short-, medium-, or long-term missions.

Depending on their expertise and project needs, deliverables may include (non-exhaustive):

  • Technical reports and studies;
  • Policy notes and regulatory drafts;
  • Training modules and workshop materials;
  • Waste characterisation and market assessment reports;
  • Awareness and communication materials;
  • Data collection and monitoring tools;
  • Business models and financial analyses.

Project or context description

About the project

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP).

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on: 

  • Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
  • Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).

This cooperation has notably resulted in strengthened dialogue with European partners, leading to the development of four projects covering blue economy, circular economy, public finance management, and justice. By the end of 2025, Expertise France’s project portfolio in Angola is expected to grow by 150%, with business volume increasing from €17.75 million to €44 million.

Required profile

Expertise France seeks individual experts (or experts nominated by consulting firms) with proven experience in one or several of the following areas:

  • Integrated solid waste management and strategic planning
    • Design, planning, and implementation of Integrated Solid Waste Management Systems (ISWM)
    • Development of national and municipal waste management strategies and master plans
    • Waste flow mapping, material flow analysis, and data management systems
    • Integrated infrastructure planning (collection, transfer, treatment, disposal)
    • Waste prevention, reduction, reuse, recycling, and energy recovery (3R + E)
    • Feasibility studies (technical, financial, institutional) for waste and circular economy initiatives
    • Waste characterization studies and baseline assessments
    • Process optimization and introduction of circular economy technologies
    • Development of treatment and recycling facilities
    • Environmental compliance, occupational health and safety, and pollution control
  • Technical and operational waste management (by waste stream)
    • Organic, food, and agricultural waste
    • Municipal solid waste 
    • Electronic waste (e-waste)
    • Construction and demolition waste
    • Hospital and healthcare waste
    • Hazardous and industrial waste
  • Circular economy and resource efficiency
    • Development of circular economy strategies, national roadmaps, and policy frameworks
    • Promotion of resource efficiency, eco-design, and sustainable production and consumption
    • Support for recycling industries and secondary materials markets
    • Development of green business models for MSMEs, cooperatives, and startups
  • Legal, policy, and regulatory frameworks
    • Design and implementation of waste legislation, regulations, and technical standards
    • Development of economic and fiscal instruments (polluter-pays, deposit-return, EPR systems)
    • Harmonization with international conventions
    • Legal support for licensing, compliance, and enforcement mechanisms
    • Promotion of sustainable and green public procurement (GPP)
  • Institutional strengthening
    • Capacity building for national and local waste authorities, utilities, and municipalities
    • Institutional reform and organizational strengthening of waste management services
    • Support for multi-level governance, decentralization, and inter-institutional coordination
    • Development of tools for performance monitoring, transparency, and accountability
  • Waste sector financing
    • Tariff design, cost recovery mechanisms, and economic regulation of municipal services
    • Structuring and management of Public-Private Partnerships (PPPs) for waste services and infrastructure
    • Design of financial mechanisms, investment plans, and viability studies
    • Access to green and climate finance, impact funds, and innovative financial instruments
    • Cost-benefit and life-cycle economic assessments
    • Willingness-to-pay and user satisfaction analyses
  • Social inclusion
    • Integration of informal waste pickers, women, youth, and vulnerable groups into formal waste value chains
    • Strengthening of cooperatives, social enterprises, and community-based organizations in waste management
    • Gender mainstreaming and empowerment of women in waste and recycling sectors
  • Capacity building, awareness, and behaviour change
    • Design and implementation of training programs for public institutions and operators
    • Development of educational tools and technical manuals on waste management and circular economy
    • Awareness and behaviour change campaigns for households, schools, and communities
    • Participatory approaches and stakeholder engagement for improved waste segregation and recycling
  • Innovation and digitalisation
    • Adoption of innovative and green technologies for collection, treatment, and recycling
    • Digitalisation of waste management systems (GIS mapping, IoT sensors, tracking apps, data dashboards)
    • Development of national waste data and information systems
  • Monitoring and evaluation
    • Development of indicators and data collection systems
    • User satisfaction analysis and service quality evaluation, including community perception surveys and feedback systems
    • Environmental and social impact assessments (ESIA) for waste management and circular economy projects

Expertise France seeks portuguese-speaking experts (individuals or experts nominated by consulting firms) with the following qualifications:

Education:

  • Relevant advanced university degree in a field related to the area of expertise.

Experience:

  • Minimum of 10 years of professional experience in solid waste management and/or circular economy.
  • Experience with international cooperation projects (EU, AFD, World Bank, etc.) is an asset.
  • Work experience in Angola or similar contexts is desirable.

Skills:

  • Excellent writing, listening, and facilitation skills.
  • Mandatory proficiency in Portuguese. Knowledge of English/French is an asset.
  • Demonstrated ability to work in multicultural teams and deliver results under tight deadlines.

Additional information

  • Location: Angola (on-site and/or remote work depending on specific needs of each mission).
  • Duration of assignments: variable, from a few days to several months depending on project needs.
  • Implementation period: 2026–2029.
