The European Union (EU) is financing the “Green and Circular Economy (GCE) in the Southern Neighborhood” program to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards. This action focuses on 3 levels of intervention: macro (policy framework), meso (institutions) and micro (enterprise) levels. The regional layer will serve as catalyzer to mainstream ideas, stimulate peer competition, sharing EU expertise, and standardized messages and seize the “building back better” momentum.
As part of this program, Expertise France is implementing the macro level named “GREEN FORWARD - Advancing GCE Policies in the Southern Neighborhood Countries”, a 48-month project launched in January 2024 with a total budget of 4 M€. It aims to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders.
Public policies are the foundation to the development of a cleaner and greener economy. In this context, Green Forward addresses the need to mainstream inclusive GCE’s objectives at a policy level. The project promotes also a policy convergence on GCE with EU policy framework and within the region.
The project has two specific objectives (outcomes):
· Outcome 1: Public authorities at regional level share a common vision of inclusive GCE inspired by EU best practices
· Outcome 2: Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern neighborhood.
Expertise France is the French public agency for international technical cooperation, and a subsidiary of the French Development Agency (AFD Group). It designs and implements projects that sustainably strengthen public policies in developing and emerging countries. The agency operates in key development sectors such as governance, sustainable development, security, health, and education, and works alongside its partners to help achieve the Sustainable Development Goals (SDGs).
To support the implementation of this regional project, Expertise France has set up a project team based in Amman. The project team is led by the Project Manager and includes a Project Implementing Officer, an Awareness raising & capacity building Officer, a Communication & events Officer and short-term experts. The MEAL Officer are mutualized with other EF projects implemented in Jordan. A Country Direction as well as Support Services (USP) has been created in January 2025. The support services (USP) are managing all procurement, HR, logistics and finance at country level for all projects coordinating with the project assistants on all those aspects.
Under the direct supervision of the Project Manager who defines, guides, and oversees his/her work, the Project Assistant will work on a daily basis with the project team based in Amman.
The main tasks entrusted to the Project Assistant will be as follows:
- Ensure the organization of all project-related events (steering committees, exchange visits, seminars, workshops, etc.), in coordination with the Project Manager and Implementation officer; and USP for logistic purposes
- Manage relations with partners/participants, and USP (venues, hotels, catering, translation services, sounds and microphones, etc. – ensuring services are delivered as requested);
- Coordinate logistical arrangements for project team and experts’ missions with the USP (including tickets booking, vehicles arrangements, long-term/short-term visa requests, mission order, per diem, etc.), in coordination with the Operations Security Department when necessary;
- Support the scheduling of appointments, organization of working meetings, calendar management, and preparation of correspondence.
- Assist the Project Manager in budget planning and monthly budget forecasting exercises;
- Track project expenditures, alert in case of potential overruns; in coordination with Finance USP.
- Monitor and update regularly the financial tracking file, comply with internal (semi-annual and annual closures, budget forecasts) and external (annual and final financial reports) reporting requirements;
- Take financial advances from the USP and collect all relevant supporting documents before advance closure with the Finance USP.
- Perform monthly reconciliations between accounting software (Sage X3) and financial tracking file, analyze discrepancies, and initiate any necessary corrections in coordination with the Finance USP Team.
- Contribute to the project’s financial closing tasks (semi-annual and annual);
- Support in the preparation of the annual financial reports and audits.
- Prepare and monitor the procurement plan (service provision, supply contracts, individual expertise, etc.) and ensure proper application of procurement procedures in coordination with USP Procurement Team.
- Support procurement processes: draft tender documents, procurement timelines;
- Participate in bid evaluations and provider selection committees;
- Enter contracts data into the internal management software (ATLAS), monitor contracts implementation,
- Prepare the purchase request, ensure TOR or BoQ are fully filled out and signed, share it with USP and follow up with the USP Procurement Team.
- Coordinate the archiving (both paper and digital) of project documents .
- Participation in project asset inventory exercises;
- Assist the project team in monitoring experts' assignments (management of shared diaries, time sheets, technical documentation of assignments, etc.).
5. Cross-Cutting Support
- Participate in the development of the general workplan of the project;
- Actively participate in the project’s internal coordination (team meetings, etc.);
- Ensure compliance with donor rules and internal accounting, financial, and legal procedures; in coordination with the USP.
- Support the project team in adopting procedures and tools, while being proactive in suggesting improvements to these procedures to the USP
- Perform any other relevant tasks as assigned.
- Liaise with the USP on all Logistics, Procurement, Finance and HR related matters.
- University degree in logistics, administration, finance, management or related field;
- Excellent MS Office skills, with proficiency using MS Excel is mandatory;
- Professional working knowledge of English & Arabic are required, French is an asset.
- At least 3 years' experience in a similar position;
- Familiarity with EF procedures and public procurement processes is an asset;
- Knowledge of international donors’ rules, especially EU regulations is an advantage.

- Teamwork and coordination skills with excellent interpersonal abilities;
