The objective of this consultancy is to support the key expert in the implementation of the launching phase of the project CYPRUS INDUSTRIAL DEFENCE STRATEGY and to support the sixth phase of this same project with the draft of a technical note of legal framework.
The second phase consists of an AS-IS report helping to understand the current situation of the defence industry ecosystem and processes. The To-Be analysis maps the desired outcome and organisation to be implemented to meet the capability needs of the Cypriot Armed Forces, also taking into account EU good practices. This analysis, grounded in the Cypriot defence ecosystem, will incorporate good practices from identified EU countries to assess their potential for adaptation to Cyprus’s defence industry. The objective is to optimise the efficiency of the production system—both quantitatively and qualitatively—in line with the capability requirements identified in the national defence industry strategy.
The sixth phase of the project is to draft a technical note for the update of the Cypriots industrial defence regulatory framework. This phase will start 6 months after the end of the inception phase (June 2026) and will be contributed by the work done during all the previous phases.
Expertise France, the French agency for international technical cooperation, designs and implements projects that strengthen governance, security, climate, health, and education systems in developing and emerging countries, contributing to the achievement of the 2030 Agenda.
The Republic of Cyprus has requested the support of the European Commission to assist in drafting its National Defence Industry Strategy and in strengthening the Ministry of Defence (MoD) of the Republic of Cyprus in terms of regulation, oversight, planning, and decision-making related to the development of the defence industry. The initiative is funded by the SG REFORM, through the Technical Support Instrument (TSI), with Expertise France tasked to provide expertise and capacity-building support to the Cypriot MoD.
Located at a strategic crossroad in the Mediterranean, the Republic of Cyprus has long faced challenges in defence and security. Its industrial development in this field was constrained for regional balance reasons. The change of EU’s priorities, to now include self-resilience in defence along with the lifting of the U.S arms embargo on Cyprus, has marked a turning point, opening the way to revitalising its national defence industry strategy. Cyprus can now enhance its military capabilities, integrate more deeply into international defence networks, and foster technological innovation.
To consolidate this strategy, it is recommended that the Republic of Cyprus raw inspiration from European models, particularly the European Defence White Paper: Readiness 2030, which advocates for cooperation and integration within the European Union. Aligning with this vision will enable the Republic of Cyprus to accelerate the modernisation of its armed forces and strengthen its participation in international technological and industrial partnerships.
The Ministry of Defence of the Republic of Cyprus plays a major role in defining and implementing this strategy. Its mission is to guarantee national sovereignty by developing an autonomous defence capacity, while aligning with regional and European strategic priorities. In partnership with Expertise France, the Ministry aims to develop a clear and ambitious roadmap promoting technological innovation, local production, equipment maintenance, and research and development.
Within this framework, and as part of the Cyprus Industrial Defence Strategy project, Expertise France is recruiting at least one (1) legal expert in industrial defence matters to support the second phase of implementation.
Technical Note on Updating the Regulatory Framework
Key Expert (KE) – Senior Regulatory Lawyer
Qualifications and competencies expected: Advanced expertise in legislative and regulatory drafting for defence; deep knowledge of EU defence law (directives, regulations); mastery of export control regimes (EU dual-use, Wassenaar, MTCR); proficiency in defence procurement law (Directive 2009/81/EC); expertise in NATO standards and EU security directives; knowledge of classified information protection and cybersecurity regulation; understanding of public financing tools for the defence industry; capacity to draft Reform Laws and comprehensive regulatory frameworks; expertise establishing national defence company registers; skills in designing international cooperation legal frameworks; mastery of local production oversight mechanisms; familiarity with foreign investment regulations and DTIB protection.
The scope of the key expert’s activities may, when appropriate, be shared with a non-key expert at various stages of the project.
Non-Key Expert (NKE) – Cyprus Legislative Specialist
Qualifications and competencies expected: In-depth understanding of Cyprus’s legislative system; expertise in parliamentary procedures and law adoption; mastery of Cypriot constitutional law; capacity to adapt EU proposals to national context; skills ensuring compliance with local legal constraints; established relations with Cyprus legislative authorities.
The expert, acting as the person responsible for the technical monitoring and oversight of activities, will carry out the following tasks:
Activity 1: AS-IS/TO-BE Report, including EU good practices
It is expected from the legal expert to:
o Mixed method (qualitative interviews + quantitative questionnaire): enhanced overage, cross-validation and richness of AS-IS/TO-BE analysis;
o Semi-structured interviews to understand dynamics, obstacles, motivations and detailed practices;
o Questionnaire to obtain comparable data, prioritise needs and quantify perceptions.
Activity 2: Draft a technical note on the update of the regulatory framework
The activity 2 is a dedicated activity from the project, to produce strong recommendation to the CYMOD for a regulatory framework update. This phase will benefit from previous work made by the legal expert during the phase 2 of the project (activity 1), but also from the contribution of the other experts during the previous phase of work.
It is expected from the expert to include in the technical note the following elements:
