Mission description

Expertise France is seeking a Deputy Project Manager to support the implementation of SANKOFA II, a 36-month, €2.5M initiative funded by the European Union, aimed at strengthening Ghana’s cultural heritage management and boosting its Cultural and Creative Industries (CCIs). The project is implemented in close cooperation with national institutions, local creative operators, civil society, and the EU Delegation to Ghana.

Under the supervision of the Project Manager and in liaison with headquarters in Paris, the Deputy Project Manager will contribute to the overall coordination, operational management, and financial implementation of SANKOFA II. He/she will ensure that activity plans are properly executed, maintain close contact with partners, and support the achievement of project objectives.


Key Responsibilities:


Operational management of activities:
•    Support the planning, coordination, and implementation of project activities in line with quality, timeline, and budget requirements.
•    Assist in organizing and facilitating consultation and coordination meetings between the project team and national, regional, and local partners.
•    Participate in identifying needs, drafting terms of reference, and supporting the recruitment of short- and long-term experts.
•    Coordinate the mobilization of project partners (experts, public and private institutions, associations) in project areas.
•    Ensure quality control of deliverables produced by experts and partners (reports, technical outputs, contract deliverables).
•    Assist in organizing project monitoring and steering committees, in close coordination with stakeholders including Ghanaian authorities, EU Delegation, and local partners.


Administrative and financial management:
•    Support coordination with the Administrative-Financial team and HQ for field missions and technical activities.
•    Contribute to budget monitoring and ensure alignment with operational plans.
•    Ensure compliance with EU and Expertise France rules and procedures regarding procurement, grants, and reporting.


Monitoring, evaluation, and reporting
•    Support the implementation of the project monitoring and evaluation framework.
•    Participate in data collection, analysis, and reporting of project indicators.
•    Contribute to the preparation of interim and final narrative and financial reports, ensuring deadlines and contractual requirements are met.


Team and partnership support
•    Assist the Project Manager in coordinating the project team 
•    Support workload planning, team guidance, and performance monitoring.
•    Contribute to mobilizing short-term technical expertise as needed.
•    Foster a constructive and inclusive working environment.
•    Assist in developing and maintaining relationships with ministries, cultural institutions, creative operators, and civil society.
•    Support the identification of synergies with other national and regional projects in Ghana and West Africa.

Project or context description

SANKOFA II addresses the structural challenges facing Ghana’s rich but underexploited heritage sector — including limited institutional capacity, outdated legal frameworks, and insufficient documentation — while unlocking the economic and social potential of CCIs in areas such as music, fashion, film, animation, and digital content creation.

The project’s general objective is to promote sustainable heritage tourism and cultural economic growth in Ghana. It does so through two main components:

  • Component 1: Enhancing heritage conservation and management, making Ghana’s heritage more accessible and understandable for diverse audiences.
  • Component 2: Supporting innovation, inclusion, and professionalization in the creative industries, with a special focus on youth and women.

Key activities include:

  • Capacity-building for public institutions such as the Ghana Museums and Monuments Board (GMMB) and other relevant institutions
  • Development of technical documentation and digital tools (ArchLab, 3D scans, VR content) to safeguard and showcase built heritage.
  • Support for sustainable and inclusive cultural events (festivals in music, fashion, film, animation).
  • Professional training, international mobility, and networking opportunities for artists, creative entrepreneurs, and cultural operators.
  • A cross-cutting commitment to gender equality, environmental responsibility, digital transformation, and community participation.

Expected outcomes include:

  • Stronger and more resilient heritage institutions equipped with modern tools and inclusive governance practices.
  • Increased professional opportunities for Ghanaian cultural actors, especially youth and women.
  • Improved public access to cultural sites and content through innovative storytelling and immersive technologies.
  • Enhanced local and international visibility for Ghana’s cultural assets, generating new economic opportunities through sustainable tourism and cultural exports.

Required profile

•    Master’s degree in international development, cultural management, heritage studies, or related field.
•    At least 5 years of experience in project coordination, preferably in cultural heritage, creative industries, or development projects in Africa.
•    Strong understanding of the challenges and opportunities in the Cultural and Creative Industries and heritage sector, particularly in Ghana and West Africa.
•    Experience in planning, executing, monitoring, and evaluating EU-funded or international projects.
•    Ability to work in multicultural environments and liaise with government and non-governmental actors.
•    Excellent organizational, communication, negotiation, and leadership skills.
•    Proficiency in English; French is an asset. Knowledge of local Ghanaian languages is a plus.

Additional information

This position is a local contract open to Ghanaian nationals or individuals holding a Ghanaian work permit.

Expected start date: January 2026.

Salary based on experience and Expertise France salary scales.
