Mission description

Based at the Expertise France coordination office in Paris, the Communications Assistant plays a crucial role in providing comprehensive support for internal and external communications. His/Her responsibilities encompass a wide range of functions aimed at enhancing the facility's visibility and improving communication between the RTIA's implementing partners' teams.

Under the hierarchical management of the Communications Officer, the Communications Assistant will be responsible for the following tasks:

Responsibility 1 : Internal communications

  • Participate in the RTIA Communications Working Group by preparing agendas, taking minutes and following up on assigned tasks.
  • Design, draft and produce the RTIA internal newsletter.
  • Ensure the proper dissemination and accessibility of internal communication materials.
  • Support the Communications Officer in organising internal workshops and seminars.
  • Liaise with the Education Department at Expertise France to ensure effective collaboration between teams and units.
  • Organise social gatherings and informal events to foster team spirit and a sense of belonging within the RTIA.
  • Propose formats to highlight RTIA members, their backgrounds and their expertise, both internally and externally, through the most appropriate communication channels and media.
  • Organise regular 'education cafés' at the French Development Agency, bringing together RTIA teams, the AFD's education division and members of the Global Education Partnership.
  • Support the organisation of an annual meeting bringing together communications officers/focal points of RTIA implementing partners

 

Responsibility 2 : Brand and Visual Identity Compliance

  • Serve as the focal point for validating communication products and materials created by RTIA grantees and partners.
  • Ensure the consistency and alignment of presentations, factsheets, and other documents used by RTIA teams with the official branding guidelines.

 

Responsibility 3: Event Management and Logistics

  • Support the Communications Officer in the logistical organization and coordination of external events (e.g seminars, conferences, workshops, communication missions)
  • Manage relationships with service providers (printers, caterers, equipment suppliers, etc.).
  • Contribute to the preparation of communication materials and social media kits for events.

 

Responsibility 4: Digital Communications

  • Manage the technical assistance offers bulletin.
  • Develop and maintain an annual editorial calendar for social media content, working closely with the communications unit of Expertise France and the communications officer of the RTIA implementing agencies.
  • Create engaging social media posts and visuals using Canva, or in collaboration with the communications agency.
  • Liaise with communication officers from ENABEL, EDUFI, VVOB and APEFE to enhance the visibility and reach of RTIA's social media content.
  • Monitor and report on digital communication KPIs to evaluate performance and suggest improvements.

 

Project or context description

The Regional Teachers Initiative for Africa (RTIA), a programme funded by the European Union/European Commission (EU/EC) via the Education section (G3) of DG INTPA aims to improve learning outcomes and the socio-emotional development of children in Africa, by having a more competent, motivated and inclusive teacher workforce in basic education. 

The RTIA (or Initiative), implemented by a consortium of three European member states (France, Belgium and Finland), UNESCO and the African Union Commission (AUC), especially seeks to achieve the following outcomes over the next 5 years: 

  1. Improve the governance, management, attractiveness, and gender balance of the teaching profession, with a strong focus on increased digitalisation and innovation.
  2. Enhance the quality, relevance, and effectiveness of initial and continuous teacher professional development, notably through digital education, peer-to-peer learning approaches and regional collaboration.

Within RTIA, the Facility (RTIA-Facility) supports teacher policy and improve teacher education and professional development systems by i) providing capacity building at country level through on-demand technical assistance, ii) promoting innovation and scaling of effective teaching solutions; iii) increasing the production and use of data and evidence, and iv) promoting the use of regional frameworks, evidence-based practices, and joint learning at regional level.

The RTIA-Facility reaches the above-mentioned objectives through 3 types of instruments or “windows”: 

  • one window to deliver on-demand technical assistance on teacher governance and teacher education and professional development based on the demand from eligible partner countries, 
  • one window on testing and scaling effective programs for teacher education and professional development in the thematic areas of digital skills, gender, green skills, and pedagogical skills, including in the context of refugees and displaced populations, 
  • a research window to create new evidence and support the integration of evidence in the policy making process and in the design of teacher education and professional development programs. 

In addition to these windows the Facility’s knowledge management, MEAL, and communication activities further contributes to the sharing of knowledge, evidence, and best practices related to the overall Initiative outcomes.

The Facility is co-implemented by the Partnership formed by 3-member state agencies: Expertise France for France, Enabel for Belgium, EDUFI for Finland. Expertise France has been designated the Coordinating Agency for this Partnership. With the Facility governance scheme serving as the Initiative's governance scheme, it is expected that the Partnership works closely with UNESCO and AUC, in charge of the other 2 components of the EU Initiative.

The Facility, with a budget of EUR 92 million, started in February 2024 and is scheduled to end on 31 January 2027.

Required profile

Required Skills : 

  • Relevant university degree in communications, marketing, journalism, digital communications or international cooperation and development.
  • Good general knowledge of communication, branding, design and graphic production process. 
  • Excellent writing skills in both English and French. knowledge of Portuguese is an asset.
  • Previous knowledge of EU and/or Expertise France's visibility guidelines would an asset.
  • Capacity to liaise and coordinate with various stakeholders. 
  • Good planning, organisational, interpersonal and communication skills
  • Ability to prioritise tasks and work under pressure/respond to urgent requests.
  • Proficiency in digital communication tools (social media, email and newsletter tools)
  • Willingness to work in a multicultural environment.
  • Full command of standard computer applications (Microsoft Office). 
  • Fluent spoken and written French and English are essential

Required Experience :

  • Successful experience of at least two years in a position as a Communications Assistant or Junior Communications Officer.
  • Previous experience in the international cooperation or development aid sector for public agencies, INGOs or other international agencies, especially in relation to African countries, would be an asset. 
  • Experience of working with and coordinating international and national partners, government and donor agencies is an asset.
  • Experience in planning and coordinating event logistics 
  • Prior experience liaising with suppliers and supporting the organisation of meetings or workshops with international and national stakeholders.
  • Experience of assisting in the design of online and offline communications strategies.

Contract information :

The contract period is for 12 months starting as soon as possible (yearly renewable up to 4 years, covering the duration of the programme).
