Mission description

Expertise France is recruiting a Project Manager to lead SANKOFA II, a 36-month, €2.5M multi-sectoral initiative, funded by the European Union, which aims to strengthen the conservation and promotion of Ghana’s heritage while supporting innovation, inclusion, and the professionalization of the cultural and creative industries. The project is implemented in close cooperation with national institutions, civil society, and the European Union Delegation to Ghana.

The Project Manager will be responsible for the strategic, operational, administrative, and financial coordination of SANKOFA II. Based in Accra, he/she will manage the project team, ensure compliance with donor requirements, oversee technical and financial implementation, and represent Expertise France with stakeholders. He/she will also play a central role in developing institutional partnerships, fostering synergies with other initiatives, and promoting heritage and creative industries, with a particular focus on youth and women.

Key responsibilities


Strategic and operational management
•    Represent Expertise France with the donor, Ghanaian institutions, technical and financial partners, and beneficiaries.
•    Lead the technical and financial implementation of the project, in close coordination with the shared support unit and the Culture and Heritage Division at HQ.
•    Coordinate work with partners to ensure the operational translation of strategic orientations.
•    Ensure compliance with timelines and quality of deliverables.
•    Organize steering committees and act as secretary.
•    Support the implementation of the monitoring and evaluation framework.


Administrative and financial management
•    Ensure coherence between budgetary and operational planning.
•    Supervise the overall administrative and financial monitoring of the project 
•    Ensure compliance with donor/EF rules and procedures (procurement, contracts, grants, reporting).
•    Supervise the preparation of internal financial reports (monthly and semi-annual reviews) and external reports (EU Delegation Ghana).
•    Monitoring, Evaluation and Learning


Reporting and donor relations
•    Produce and consolidate narrative and financial reports in line with contractual deadlines.
•    Ensure accurate and up-to-date reporting of information.
•    Act as the main focal point for the EU Delegation to Ghana regarding project follow-up.


Team management
•    Recruit and coordinate the project team in liaison with the Culture and Heritage division at HQ.
•    Organize workloads, provide guidance and evaluation of team members.
•    Identify and mobilize necessary short-term expertise.
•    Foster a constructive and inclusive working environment.


Institutional and partnership relations
•    Develop and maintain constructive dialogue with ministries, cultural institutions, private partners, and beneficiaries.
•    Ensure sound governance of the project and effective information flow to stakeholders.
•    Seek synergies with other national and regional initiatives, as well as with other EF projects underway in Ghana and the region.

Project or context description

SANKOFA II addresses the structural challenges facing Ghana’s rich but underexploited heritage sector — including limited institutional capacity, outdated legal frameworks, and insufficient documentation — while unlocking the economic and social potential of CCIs in areas such as music, fashion, film, animation, and digital content creation.

The project’s general objective is to promote sustainable heritage tourism and cultural economic growth in Ghana. It does so through two main components:

  • Component 1: Enhancing heritage conservation and management, making Ghana’s heritage more accessible and understandable for diverse audiences.
  • Component 2: Supporting innovation, inclusion, and professionalization in the creative industries, with a special focus on youth and women.

Key activities include:

  • Capacity-building for public institutions such as the Ghana Museums and Monuments Board (GMMB) and other relevant institutions
  • Development of technical documentation and digital tools (ArchLab, 3D scans, VR content) to safeguard and showcase built heritage.
  • Support for sustainable and inclusive cultural events (festivals in music, fashion, film, animation).
  • Professional training, international mobility, and networking opportunities for artists, creative entrepreneurs, and cultural operators.
  • A cross-cutting commitment to gender equality, environmental responsibility, digital transformation, and community participation.

Expected outcomes include:

  • Stronger and more resilient heritage institutions equipped with modern tools and inclusive governance practices.
  • Increased professional opportunities for Ghanaian cultural actors, especially youth and women.
  • Improved public access to cultural sites and content through innovative storytelling and immersive technologies.
  • Enhanced local and international visibility for Ghana’s cultural assets, generating new economic opportunities through sustainable tourism and cultural exports.

Required profile

Qualifications and skills:
•    Master’s degree in international cooperation, development, project management, political science, CCIs, heritage, or equivalent.
•    Strong skills in managing donor-funded projects, especially EU projects. 
•    Excellent drafting and reporting skills.
•    Excellent command of project cycle management and strategic planning tools.
•    Proven administrative, budgetary, and operational management skills.
•    Strong knowledge of the development issues and opportunities in the Cultural and Creative Industries and Heritage sector, particularly in West-Africa
•    Experience in coordinating multicultural teams and building institutional partnerships.
•    Strong interpersonal and intercultural communication skills.
•    Highly organized, with strong anticipation and adaptability capacities.
•    Proficiency in French and English, both written and spoken.  Local language is an asset.


Professional experience
•    Minimum of 7 years of experience in managing and planning international cooperation and/or technical assistance projects, ideally in the cultural, creative, or heritage fields.
•    Previous experience as a Project Manager or Coordinator for large-scale projects.
•    Professional experience abroad, particularly in developing or emerging countries.
•    Demonstrated experience in managing multicultural teams and budget monitoring.
•    Knowledge of the West African context would be an asset.
