Mission description

The successful candidate will serve under the supervision and responsibility of Expertise France and the Project Manager. The overall objective is to design and deliver innovative awareness and communication campaigns to promote waste management and circular economy practices.

He/she will foster stakeholder engagement among policymakers, private sector actors, and the general public. Particularly, at the national level, the expert will work closely with the Agência Nacional de Resíduos (ANR) to promote new regulations, policies, and updates related to waste management and circular economy in Angola. At the local level, the expert will collaborate with municipalities across Luanda Province to develop a generic campaign that can be adapted by each municipality according to its specific realities, needs, and challenges. This will ensure harmonisation at national scale while enabling tailored implementation at community level.

The Officer will combine behaviour change theories with hands-on community engagement to promote responsible environmental practices and improve local recycling rates.

Following main tasks and duties are currently required: 

  • Plan, develop and deliver engagement activities, identifying  information needs of stakeholders, key messages, delivery mechanisms, and calendar.
  • Prepare creative briefs and manage relationships with design agencies, printers, and other suppliers to produce impactful marketing materials.
  • Organize and facilitate awareness-raising events (webinars, workshops, conferences, campaigns).
  • Work in close collaboration with operational teams (ANR and municipalities), ensuring both alignment and adaptability. 
  • Ensure full coherence and alignment with donor branding guidelines while implementing the awareness programs.
  • Build partnerships with municipalities, community groups, private sector and environmental organisations, etc.
  • Contribute to monitoring, evaluation, and learning (MEL) efforts, including tracking dissemination metrics and stakeholder engagement.
  • Stay updated on relevant trends, policies, and international debates to ensure awareness activities are timely and relevant.
  • Assist with internal communications and any other project-related communication activities.
  • Act as the Project focal point for communication and GESI issues.
  • Undertake other related tasks as and when required by the Project Manager.

Project or context description

About the project

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões – Instituto da Cooperação e da Língua, I.P., the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP).

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on: 

  • Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
  • Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).

EF project team is based in Luanda and is composed of:

  • Project Manager
  • Deputy Project Manager
  • Institutional Platform Coordinator
  • Technical Lead for outcome 1
  • Technical Lead for outcome 2
  • Communication and Awareness Officer
  • MEAL Officer
  • Project Assistant
  • Support functions integrated within the Country Office (finance, administration, logistics, etc.)

Required profile

Education:

  • University degree (preferably, Master’s Degree) in international development, environmental policy, communication, marketing, public relations, social science, journalism, or in a relevant field.
  • Having studied environment elective subjects will be an added advantage.

Experience:

  • Minimum three (3) years’ experience in knowledge management, communication, awareness raising, advocacy, or capacity building.
  • Experience working on green and circular economy-related topics would be a strong asset.
  • Experience engaging with policymakers, CSOs, and private sector stakeholders.
  • Proven experience in designing and implementing awareness campaigns, organizing events, and producing communication materials for diverse audiences.
  • Experience in planning community engagement strategies or in delivering campaigns/environmental education.
  • Experience in preparing and disseminating technical and/or scientific information to private and/or public sector decision makers and other target audiences.
  • Experience in using digital tools and social media to deliver impactful messages.
  • Work experience in Angola or similar contexts is desirable.

Skills:

  • Knowledge of  environmental issues.
  • Excellent interpersonal communication and presentation skills.
  • Proficiency in digital communication tools, social media platforms, and graphic design software (including Adobe Photoshop, Illustrator, InDesign, etc).
  • A strong ability to be dynamic, proactive and creative.
  • Fluency in English and Portuguese is required.
