Mission description

The FPO, under the supervision of the team leader, will be responsible for ensuring the effective execution of activities related to SO4 and SO5 of the project. The FPO, will support the team leader in planning and implementing activities. He will contribute to preparing activity reports, monitoring progress, conducting evaluations, preparing the budget, and handling communication related to the project's objectives. 
The FPM will be responsible for the following tasks:

  • Assists the Team Leader on ensuring the oversight and coordination of the S04/S05;
  • Provides technical and financial input for the transversal aspect of the project;
  • Ensures a close monitoring of the budget and financial forecasts, ensuring that donors and EF rules are respected and seeking validation of Team Leader of financial orientations;
  • Supports the project in identifying and mobilizing international, regional, and national expertise with the Lead experts (egov and cyber);
  • Leads the work on updating all project documents and tools related to internal (EF reporting cycle) and external reporting (donor-related reporting), seeking validation of the Team Leader on the updated tools;
  • Contributes to the organization of events and the development of communication materials such as conferences, round tables, social media posts, brochures, etc.;
  • Contributes to the implementation of the monitoring and evaluation (M&E) plan: monitor activities, update M&E tools and extract M&E reports with the support of the MEAL short term expert;
  • Assists the Team Leader on ensuring coordination with the Project Managers at Paris HQ and the USP in Rwanda;
  • Supports the organization of the Project’s steering committee meetings: prepare relevant documentation, moderate meetings and prepare presentations;
  • Contributes to project activities:  participation in project activities such as workshops, trainings, roundtables etc., ensuring that the work plan is properly implemented;
  • Ensures that logistic needs are met and the organization of activities goes smoothly;
  • Under the supervision of the Team leader, coordinates the closure activities after the end of the implementation period;
  • Follows the EF security plan and ensure that all experts act in conformity with security rules;
  • In the absence of the Team Leader, organizes weekly team meetings and follow up with the lead experts.

In addition to the main tasks mentioned above, the FPO can take on any other tasks related to the project implementation and the replacement of the Team Leader in case of his absence or inability.

Project or context description

The Multi-Donor Action “DEEP: Digital Economy, E-Commerce, E-Payment and Public E-Services Programme (EU-EAC DEEP) as part of the pan-African “Safe Digital Boost for Africa” (SDBA) action in Sub-Saharan Africa and is jointly co-financed by the European Union, the Federal Ministry for Economic Cooperation and Development (BMZ), Ministry of Foreign Affairs France as well as Ministry of Foreign Affairs Estonia and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the BMZ project “Support to East African Market Driven and People Centered Integration (SEAMPEC)“ as well as Expertise France (EF) and the Estonian Centre for International Development (EstDev). The duration of this Action is scheduled from July 2025 to March 2029 (48 months) with a total budget of 25.65 Mio. EUR (EU contribution 24.000.000 EUR and BMZ contribution of 1.1 Mio- EUR, as well as MFA France contribution of 300.000 EUR and MFA Estonia contribution of 250.000 EUR.

The Action is the East African component of the SDBA Action Document and contributes to the Team Europe Initiatives “Supporting African economic integration towards the African Continental Free Trade Area (AfCFTA)” and “Digital Economy and Society in Sub-Saharan” to provide comprehensive support for trade and digitalisation towards a sustainable setup of an African single digital market with a robust cybersecurity environment. EU-EAC DEEP aims to foster the regional digital market of the East African Community (EAC) through cross-border E-Commerce and interoperable digital payment, support EAC regional digital transformation strategy by cyber-secure implementation for human-centered digital transformation and digital public infrastructure for EAC citizen.

The Overall Objective (Impact) of this Action is to accelerate digital trade and e-governance at continental, regional, and bilateral levels within a robust cybersecurity environment in the framework of an African single digital market. 

The Specific Objectives (Outcomes) of this action are to: 

  1. Support the enhancement of the EAC operational readiness for the implementation of the digital transformation strategy. (Support to EAC Digital Transformation Strategy)
  2. Enable, expand, improve and make more inclusive cross-border digital trade in East Africa. (eCommerce)
  3. Improve cross-border ePayments and their interoperability in the EAC, including enabling and harmonising national payment systems. (ePayment)
  4. Improve the organisational and technical enabling environment for eGovernance and enhance related cross-border interoperable service delivery. (eGovernance) 
  5. Enhance the development of regionally harmonised cybersecurity frameworks and the protection of critical infrastructure. (Cybersecurity)

Required profile

Qualifications and skills

  • BS's degree or equivalent in public reform, international project management or other equivalent field;
  • Institutional representation capacity;
  • Proficiency in office tools (Word, Excel, PowerPoint, etc.);
  • Demonstrated ability to work in a multicultural environment;
  • Excellent proficiency of English, both oral and written, essential – French is a plus. 

Professional experience

  • Minimum of 3 years of progressive experience in project management and/or international cooperation;
  • Proven ability to collaborate with government agencies, private sector partners, and civil society organizations to achieve project objectives;
  • Strong project management skills, including planning, budgeting, and reporting;
  • Procurement and monitoring of contracts (drafting of terms of reference, selection of service providers, monitoring and validation of deliverables, contractual and operational management of services);
  • Experience in the implementation of EU cooperation projects under the delegated management modality is a plus.

Additional information

The FPO will be based in Rwanda and will report directly to the Team Leader based in Tanzania.
