Mission description

National Coordinator – Position based in Freetown, Sierra Leone

Based in Freetown, the project coordinator will be part of a project team composed of staff based in the countries where the project is being implemented and will be supported by staff based in the headquarters in Paris. The project coordinator will oversee the implementation of activities in Sierra leone, with the the support of a project assistant and will work in coordination with the regional project team based in Lomé, Togo.

Under the supervision of the Head of project, the national coordinator will be involved in all aspects of project management at the national level in Freetown.

The main tasks are as follows:

Operational Management : 

As part of the start-up phase, the national coordinator will be responsible for ensuring proper coordination, and in particular for steering the missions of the experts in charge of the initial diagnostics, organizing meetings with local partners and workshops, and leading certain sessions with stakeholders - notably the validation workshop.

Subsequently, he shall:

  • Contribute to defining, planning, and implementing project activities in Sierra Leonewhile ensuring compliance with operational planning and schedule
  • Be able to lead certain national project activities.
  • Identify risks and problems in the implementation of project activities and propose solutions adapted to the context/means required for project implementation, in liaison with the project manager;
  • Contribute to establishing and maintaining close and effective partnerships with all project stakeholders in Sierra Leone (national authorities, civil society actors, public and private experts, diplomatic network, AFD branch, etc.);
  • Contribute to the management of the missions of short-term consultants and experts (provide technical, logistical, and administrative support for the proper execution of missions, etc.);
  • Participate in cross-functional capacity building efforts (definition, planning, organization of events and assigned technical experts, follow-up with partner administrations);
  • Report on Sierra Leone activities to the Project Manager;
  • Monitor partners and service providers in Sierra leone, with a particular focus on supporting CSOs in the implementation of grants awarded ;
  • Ensure the logistical organization of events (steering committees, seminars, missions, training courses, etc.) in conjunction with the project assistant;
  •  Contribute to the validation of technical deliverables by partners;
  • Ensure compliance with Expertise France internal procedures;
  • Contribute to the monitoring/evaluation of activities taking place in Sierra Leone, in cooperation with MEAL Coordinator
  • In close collaboration with and the Agency's Communications Department, support actions aimed at promoting the visibility of the project (press releases, newsletters, social media, development and distribution of communication tools, establishment of partnerships, etc.) ;
  • Any other tasks necessary for the smooth running of the project.

Financial management:

  • Contribute to budget forecast, particularly during internal EF budget exercises under the supervision of the project manager;
  • Monitor expenditure in conjunction with the project assistant. 

Administrative management:

  • If necessary, provide support for day-to-day administrative tasks (document files, dashboards, meeting minutes, etc.).
  • Support the project manager in the agency's internal reporting exercises (decision statements, dashboards, etc.).

 

Project or context description

The overall objective of this regional project is to protect victims and survivors of human trafficking and strengthen the initiatives, actions and capacities of actors involved in the fight at the local, national and regional levels in the Gulf of Guinea countries. It builds on the experience gained by Expertise France and its partners in the fight against human trafficking through a previous European and French co-financed project to support the fight against human trafficking in the Gulf of Guinea. 

With an estimated launch date at the end of 2025, the PROTECT project " Preventing Trafficking Through Enforcement, Cooperation and Training", funded by the French Development Agency over four years, will cover Sierra Leone, Guinea, Togo, Benin, Nigeria as well as Côte d'Ivoire, Liberia and Ghana for the regional component. It will be structured around five components : 

Component 1: Strengthen the coordination, gender sensitivity and efficiency of national bodies involved in the fight against human trafficking at the central level, at the level of their operational deployment in the territories  

Component 2: Support the strengthening and gender awareness of the penal chain in the fight against human trafficking, support collaboration between the various actors and strengthen knowledge and appropriation of the applicable legislative frameworks

Component 3: Prevent trafficking and protect victims/ and survivors. e.s of human trafficking, including voluntary repatriation in certain cases, and contribute to their socio-economic reintegration by taking into account their gendered experiences and needs

Component 4: Strengthen bilateral, cross-border and regional cooperation to prevent human trafficking and dismantle networks, with a reinforced focus on gender

Component 5: Improve the production and analysis of quality data and the production of knowledge in order to conduct targeted and effective actions that take gender into account

Required profile

Qualifications and skills:

-  Master's degree in international cooperation/project management/international relations or international law;

-          Good knowledge of migration issues, particularly the fight against human trafficking;

-          Proven project management skills;

-          Good knowledge of international donor technical monitoring procedures;

-      Ability to provide operational support for the administrative and financial management of the project;

-       Strong leadership and mobilization skills, ability to federate and drive collective dynamics, to pass on knowledge and to be accountable 

-          Analytical and synthesis skills;

-          Very good writing skills;

-          Organizational skills and initiative.

-          Be responsive, proactive, and independent.

-          Ability to work remotely as part of a multi-site project team;

-          Fluent in English and French (highly desirable);

Professional experience:

-   Minimum 6 years  in project management in the field of international cooperation and development

-          Previous experience working in multicultural teams;

-          Previous experience working in multi-site project teams;

-          Previous experience managing AFD and/or EU-funded projects;

-          Previous experience managing regional projects is desirable.
