Expertise France is recruiting an Monitoring, Evaluation, Accountability and Learning Officer for the Just Energy Transition Western Balkans program financed by EU, part-time (20% - 4 or 5 days per month). The project will be implemented in 6 countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
In collaboration with the Regional Coordinator and with the support team at the Paris headquarters, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for:
- Implementation of a.harmonized MEAL strategy and framework for the project across six countries.
- Effective coordination and harmonisation of the MEAL data reporting for the project across six countries.
- Monitoring achievements and impacts and facilitate learning from project activities..
Specifically, the Monitoring,Evaluation, Accountability and Learning Officer will:
- Develop the overall framework for project MEAL, for example, quarterly or annual project reviews, process monitoring, operations monitoring and lessons learned workshops.
- Review the quality of existing social and economic data in the project area, the methods of collecting it, and the degree to which it will provide good baseline data.
- Contribute to the baseline, midline and end line data review in collaboration with an external provider.
- Contribute to regular review exercises and ensure that monitoring evaluation supports critical review and adaptive management.
- Review the submission of project progress and performance reports and monitor progress towards results, identify implementation difficulties and make recommendations for improvement.
- Coordinate monitoring of activities and ensure follow-up on recommendations.
- Ensure the application of the tools and methods contained in the project manuals, procedures and MEAL guides.
- Support grant recipients in designing monitoring and evaluation systems and tools for the pilot projects, as well as collect and analyse pilot project data, and assess their impact.
- Support the MEAL mid-term and final evaluations (implemented by external provider) in collaboration with the Regional Coordinator and the HQ team.
- Analyse and enhance the data from these evaluations to produce useful lessons for project management and possible adaptation, and feed the accountability, strategic management, and capitalization exercises.

Expertise France, part of the Agence Française de Développement (AFD) Group, benefits from an extensive network and proven expertise in managing complex international development initiatives, including energy transition and just transition projects. EF has in-depth in-house expertise, with over 765 headquarters staff and 1 400 projects staff in the field around the world (145 countries and 27 territories). EF draws upon a pool of over 10,000 experts, from French public institutions or from the international and French private sector.
The European Union has entrusted EF to implement the programme “EU support to facilitate just transition for Western Balkans regions, industries and workers” (JET Project). The project covers Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
The overall objective of the JET project is to support a just transition in the Western Balkans ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.
The JET project seeks to facilitate the transition away from coal and other carbon-intensive activities while minimising negative socio-economic impacts on workers, businesses, and communities. Its strategic vision is to help coal-dependent regions and carbon-intensive industries transform their economic models while ensuring that affected workers and communities have the skills, protections, and opportunities needed for a fair transition.
To achieve this, JET Project follows a phased and inclusive approach that combines: (i) shared diagnostics and territorial/sectoral mapping; (ii) support to policy alignment and planning (e.g., NECP/ERP consistency with EU guidance); (iii) design and early implementation of just-transition measures and pilot initiatives; (iv) identification of financing pathways and investment opportunities; and (v) structured stakeholder dialogue and visibility, engaging municipalities, social partners, private sector, civil society, and donors. Gender equality, social protection, and attention to vulnerable groups are integrated throughout.
Professional experience:
· A minimum of 5 years in planning, monitoring and evaluation within the framework of sustainable development projects.
· Have experience in performance evaluations or impact assessments.
· Solid working experience in the Western Balkans region is required.
· A knowledge of the procedures and requirements of European funding and Expertise France would be an asset.
· The experience of a multi-country project is an advantage.
Education and skills:
· Proven skills in intercultural communication, public relations, project coordination.
· Autonomy, initiative and reporting skills.
· Ability to integrate into a multicultural environment and work in a team.
· Mastery of project management tools (planning, activity monitoring, indicators,).
· Knowledge of the Western Balkans region and its general political and economic environment.
· Knowledge of energy transition issues, climate justice, and socio-economic dynamics in general or in the Western Balkans would be an asset.
· Ability to work in a demanding and multicultural context.
· Strong autonomy, independence, and impartiality.
· Higher education qualification, level Master’s in Communication/MEAL or any appropriate field.
· Fluent in spoken and written English (French or another language from the Western Balkans region would be an asset).
