Mission description
Expertise France is recruiting an Advocacy, Awareness and Communication Officer for the Just Energy Transition Western Balkans program financed by EU, part-time (20% - 4 or 5 days per month). The project will be implemented in six countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
In collaboration with the Regional Coordinator and with the support team at the Paris headquarters, the Advocacy, Awareness and Communication Expert’s mission will be to develop and implement the project communication plan, raise awareness among project target audiences about project’s objectives, activities and results. The Expert person will also raise visibility of the European Union, Expertise France and their partners through project activities.
Specifically, the Advocacy, Awareness and Communication Officer will:
1. Prepare and consolidate the project communication plan
- Produce the project communication plan and its budget.
- Ensure the visibility of European Union and Expertise France n all outputs and events, respecting the visibility and communication rules of EU, as well as the guidelines of the Expertise France Communication Strategy.
- Design and follow-up the project communication budget in collaboration with the Regional Coordinator and the HQ team.
- Identify communication opportunities related to the project activities in the field and in the countries in the region: prepare and share a project news agenda (signings, launches, events, missions and flagship activities, submission of key deliverables, closing and capitalisation) / outside the project – communication opportunities (international and national agenda, world days, elections, etc.).
2. Implement the activities of the communication plan
- Draft and disseminate communication content and materials with contributions from the project experts and the various stakeholders (articles for Expertise France’s internal website and the project page, posts on social networks, press kits and releases, presentation brochures, reports, discussion points, advertising items, etc.).
- Produce communication materials and tools and manage stocks (leaflets, brochures, banners/kakemonos, etc.).
- Disseminate communication materials and content to the project stakeholders, partners and target audiences, via the various media used.
- Organise project communication events (conferences, workshops, etc.) together with the Administrative, Financial and Logistics Officer.
- Manage relations with the local media (journalists in the country of operation): invitations, follow-up phone calls, press reviews, local press sheets, etc.
- Manage orders and relations with communication service providers (printers, audiovisual service providers, graphic designers, events agencies, etc.) together with the Administrative, Financial and Logistics Officer.
Maintain an organized archive of communication products.
3. Develop and implement advocacy strategies to promote a just energy transition in the Western Balkans
- Identify key stakeholders including local communities, policymakers, NGOs, and international partners who need to be targeted by the advocacy strategy.
- Organise campaigns, workshops, and events to increase public understanding on just energy transition and support for sustainable and equitable energy solutions.
- Support capacity building activities for the stakeholders of the projects as local partners and community groups to empower them in just transition advocacy initiatives.
- Produce clear and compelling communication materials such as reports, policy briefs, press releases, and social media content.
- Ensure alignment of advocacy and awareness activities with the overall project objectives and principles of just transition.
- Track and report on advocacy activities and their impact in link with the Monitoring and Evaluation Officer.

Expertise France, part of the Agence Française de Développement (AFD) Group, benefits from an extensive network and proven expertise in managing complex international development initiatives, including energy transition and just transition projects. EF has in-depth in-house expertise, with over 765 headquarters staff and 1 400 projects staff in the field around the world (145 countries and 27 territories). EF draws upon a pool of over 10,000 experts, from French public institutions or from the international and French private sector.
The European Union has entrusted EF to implement the programme “EU support to facilitate just transition for Western Balkans regions, industries and workers” (JET Project). The project covers Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
The overall objective of the JET project is to support a just transition in the Western Balkans ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.
The JET project seeks to facilitate the transition away from coal and other carbon-intensive activities while minimising negative socio-economic impacts on workers, businesses, and communities. Its strategic vision is to help coal-dependent regions and carbon-intensive industries transform their economic models while ensuring that affected workers and communities have the skills, protections, and opportunities needed for a fair transition.
To achieve this, JET Project follows a phased and inclusive approach that combines: (i) shared diagnostics and territorial/sectoral mapping; (ii) support to policy alignment and planning (e.g., NECP/ERP consistency with EU guidance); (iii) design and early implementation of just-transition measures and pilot initiatives; (iv) identification of financing pathways and investment opportunities; and (v) structured stakeholder dialogue and visibility, engaging municipalities, social partners, private sector, civil society, and donors. Gender equality, social protection, and attention to vulnerable groups are integrated throughout.
Professional experience:
· A minimum of 5 years of working experience in communication and/or awareness activities.
· Experience in the public/institutional sector and/or international cooperation/development projects.
· Proven experience in organising international events and multichannel communication campaigns.
· Solid working experience in the Western Balkans region is required.
Education and skills:
· Proven skills in intercultural communication, public relations, project coordination;
· Excellent writing and relational skills;
· Ability to work in a team and creativity.
· Command of Community Management: Twitter, Linkedin, Facebook; social network Suites; FlickR;
· Command of the main tools of the Adobe Suite (Indesign, Photoshop);
· Command of the Outlook Suite.
· Knowledge of the Western Balkans region and its general political and economic environment.
· Knowledge of energy transition issues, climate justice, and socio-economic dynamics in general or in the Western Balkans would be an asset.
· Ability to work in a demanding and multicultural context.
· Strong autonomy, independence, and impartiality.
· Higher education qualification, level Master’s in Communication/Journalism, International Relations;
Fluent in spoken and written English (French or another language from the Western Balkans region would be an asset).
