Expertise France is recruiting an Administrative, Financial and Logistics Officer for the Just Energy Transition Western Balkans program financed by EU, full-time based in Tirana, Albania. The project will be implemented in six countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
The position reports directly to the Regional Coordinator and liaises with the support team at the Paris headquarters. The position involves;
- Applying and monitoring administrative and financial management procedures for the project operations in Tirana, Albania.
- Managing the financial reports of the Albanian Bank Account of the project and reporting to the HQ team.
- Managing the logistics (and related procedures) of the different activities and events in Tirana, Albania (room rentals, providers recruitment) in connection with the Awareness and Communication Officer.
- Collaborating with the HQ team on logistics of the different activities and events in the other countries of the project or in the partners’ countries (Slovenia & France).
- Coordinating the follow-up of the grants together with the National Key Technical Experts and the HQ team.
- Supporting the Regional Coordinator in coordinating the administrative and financial requests from the 6 countries of the project and reporting them to the HQ team.
Specifically, the Administrative, Financial and Logistics Officer will:
1. Administrative and financial management
· Handle all administrative and financial procedures on a macro level, i.e. VAT exemption requests, tax systems, declarations, etc.
· Supervise office contracts (rent, framework agreements, etc.) in liaison with the procurement service and relevant departments at the headquarters.
· Remain informed about changes in national laws and policies.
· Manage the administrative and financial requests related to Albanian activities of the project (payments of local providers, local bank account monitoring etc.) in compliance with the Expertise France procurement and archiving policies.
· Support the Regional Coordinator to manage the administrative and financial requests related to the countries activities of the project (recruitment of short-term experts, procurement publication, payments) in compliance with the Expertise France procurement and archiving policies.
· Support the HQ team on monitoring the salary portage company’s contracts.
· Participate in procurement procedures (evaluation, negotiation, etc.) with the coordination and HQ team(s).
· Ensure availability of reliable contractual and financial information, through regular quality control and monitoring.
· Prepare and track financial follow-ups for the local expenses according to established formats within Expertise France.
· Be part of the internal financial follow-ups exercises with the Regional Coordinator and the HQ team (expense allocation, consumption, forecasts, etc.) and support the HQ team during audits or controls.
· Coordinate the follow-up of the grants in link with the National Key Technical Experts and the HQ team.
2. Logistics management
· Organise logistics (and related procedures) of the different activities and events in Tirana, Albania (room rentals, providers recruitment) in connection with the Awareness and Communication Officer.
· Collaborate with the HQ team on logistics of the different activities and events in the other countries of the project or in the partners’ countries (Slovenia & France) as study tours for example.

The European Union has entrusted EF to implement the programme “EU support to facilitate just transition for Western Balkans regions, industries and workers” (JET Project). The project covers Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
The overall objective of the JET project is to support a just transition in the Western Balkans ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.
The JET project seeks to facilitate the transition away from coal and other carbon-intensive activities while minimising negative socio-economic impacts on workers, businesses, and communities. Its strategic vision is to help coal-dependent regions and carbon-intensive industries transform their economic models while ensuring that affected workers and communities have the skills, protections, and opportunities needed for a fair transition.
To achieve this, JET Project follows a phased and inclusive approach that combines: (i) shared diagnostics and territorial/sectoral mapping; (ii) support to policy alignment and planning (e.g., NECP/ERP consistency with EU guidance); (iii) design and early implementation of just-transition measures and pilot initiatives; (iv) identification of financing pathways and investment opportunities; and (v) structured stakeholder dialogue and visibility, engaging municipalities, social partners, private sector, civil society, and donors. Gender equality, social protection, and attention to vulnerable groups are integrated throughout.
Professional experience:
· A minimum of 5 years of working experience in accounting, administrative, and financial management of cooperation projects.
· Solid working experience in the Western Balkans region is required.
· Experience in logistics events management or follow-up.
· Experience in grants management or follow-up is an asset.
· Experience with donors (especially EU) and financial reporting is an asset.
Education and skills:
· Perfect mastery of office tools, particularly Excel.
· Excellent knowledge of the Western Balkans region and its general political and economic environment.
· Ability to work in a demanding and multicultural context.
· Strong autonomy, independence, and impartiality.
· Good communication, analytical and reporting skills.
· Higher education degree in accounting, administrative, and financial management or equivalent fields.
Fluent in spoken and written English and Albanian (French or another language from the Western Balkans region would be an asset).
