Expertise France, as implementing agency of the D4D HUB APAC Branch is recruiting a consultant to provide expert guidance and support in organising APAC Branch activities in: connectivity (5G/6G, submarine cables, satellite), chipset technologies, and high-performance computing (HPC), AI, quantum computing technologies and other emerging technologies.
The role of the consultant will be to support the APAC Branch of the D4D HUB in organising the following indicative activities: workshops, events, study visits, trainings, seminars and actively participating in technical discussions related to its area of expertise. The expert will also be able to mobilise its own network to support the activities.
Key Responsibilities will include:
Support to APAC Branch activities organization:
Assist in organizing workshops, meetings, trainings, study visits or seminars
Develop concept note, agendas, presentations, and materials necessary for successful workshop execution.
Identify relevant speakers and participants
Activate relevant expertise within its network
Contribute to workshops facilitation
Participate to Technical Discussions:
Actively engage in technical discussions, providing expertise, analysis, and recommendations on digital strategies, technologies, and methodologies.
Collaborate with stakeholders to identify challenges, propose solutions, and contribute to decision-making processes.
Documentation and Reporting:
Prepare reports, summaries, and documentation of workshop outcomes, technical discussions, and key recommendations.

The Digital for Development (D4D) Hub is a platform that aims to strengthen digital cooperation and coordination between the European Union and its Member States and partners in Africa, Asia-Pacific, Latin America and the Caribbean, and EU neighbouring countries. Recently the D4D Hub has been confirmed as a key actor of the new International Digital Strategy for the EU, presented on 5 June 2025. More specifically, the Hub will have a strong facilitator role to deploy the EU Tech Business Offer.
In order to achieve the Overall Objective, the action focuses on supporting DG INTPA on the development and implementation of the regional branches of the D4D hub, to increase donor coordination and the effectiveness of D4D interventions. There are 4 regional branches under the D4D Hub:
The Latin America and Caribbean branch, headed by AECID
The Africa branch, led by Enabel with the support of Expertise France
The Asia-Pacific (APAC) branch, headed by Expertise France
The NEAR Branch, headed by AICS, Italy
Activities of the action include:
Facilitating the emergence of Team Europe Initiatives at the national or regional level, as well as collaborations and partnerships between European and regional actors
Organizing regional workshops or events in strategic D4D sectors
Creating knowledge sharing products in strategic D4D sectors
Supporting the engagement of regional/local partners in the D4D Hub activities.
The Secretariat based in Brussels supports the day-to-day management of formal structures (such as working groups and advisory groups) and facilitates knowledge sharing between D4D Hub members and other stakeholders. It also implements outreach activities aimed at increasing the visibility of D4D Hub members’ interventions in the digital cooperation field.
Advanced degree (PhD/MSc) in Computer Science, Electrical Engineering, Physics, Telecommunications, or related fields.
Proven expertise in delivering consultancy missions and strategic advice to public and private investors in the digital sector, including Telecom, Software, Chipsets and Digital industries within international environments
Strong knowledge of the European actors involved in Telecom, Software, Chipsets and Digital industries
Experience in managing and working with public, academic and private key stakeholders involved in the digital sector in Europe and potentially in ASEAN
Proven track record in organizing workshops, event moderation and facilitation of interactions and technical exchanges between participants
Ability to work collaboratively in a team environment and adapt to changing project requirements.
Strong analytical, strategic thinking, and communication skills.
Proven expertise in working on projects funded by the European Union;
The services of the selected individual contractors will be required for maximum 40 days during the period from October 2025 to 30 June 2026 home based. Missions in Europe and to Asia-Pacific could be envisaged, if relevant for carrying out the assignment. All products resulting from this contractual arrangement are the exclusive property of the EC.
