Mission description

This position will involve continuous collaboration with the PHAHM (Africa CDC, AU level, etc.), in partnership with experts from three agencies (GIZ, Expertise France, and Enabel), as well as the European Commission's INTPA.

The following objectives are assigned to the position in the field of vaccine manufacturing:

  • Advise on the next steps of promoting vaccine manufacturing in Africa.
  • Identify the areas in which PHAHM can promote the bold programs, including regulatory strengthening to support vaccine manufacturing.
  • Contribute to the PHAHM situation analysis, strategic plans, and guidelines
  • Provide strategic and technical support to the PHAHM on vaccine manufacturing, including on the regulatory work stream in collaboration with stakeholders
  • Provide technical inputs for political/ policy dialogue to the PHAHM in the context of international initiatives and PHAHM objectives
  • Contribute to the PHAHM work by developing recommendations, supporting decision-making, and strategy setting
  • Multi-country support building on lessons learned and experiences
  • Mobilize actors (academics, private sector, donors, international institutions, etc.)

The expected contributions of the expert in vaccine manufacturing are:

Vaccine expertise

  • Provide strategic guidance on vaccine manufacturing.
  • Contribute to PHAHM strategic and operational planning
  • Actively participate in the alignment, coherence, and coordination of technical and financial partners
  • Provide relevant information on strengthening vaccine manufacturing to guide decision-making
  • Participate in technical and scientific meetings on pharmaceutical regulation.

Institutional and partnership relations, governance

  • Engage with national, regional, and international institutions/ organizations
  • Facilitate the exchange of experiences and lessons learned and ensure good communication on results
  • Participate in strategic dialogue and write strategic and/or technical notes
  • Maintain a network of partners and experts (national, regional, and international).

Monitoring, evaluation, and capitalization

  • Analyze best practices, lessons learned, and priority needs for stronger pharmaceutical regulation
  • Provide metrics within the area of expertise to track program performance
  • Provide mechanisms and methods for scientific monitoring of results analysis
  • Contribute to strategic and technical communications (seminars and conferences) and promote a scientific approach to knowledge generation

Project or context description

The President of the European Commission, Ursula Von der Leyen, announced on 21 May 2021 at the G20 World Health Summit in Rome a new Team Europe Initiative (TEI) on Manufacturing and Access to Vaccines (MAV+) that aims to strengthen African pharmaceutical systems and boost local manufacturing capacities to allow equitable access to health products and technologies.

The strategy of the MAV+ Initiative develops an approach encompassing different lines of work, which are:

  1. Industrial development, supply chains, and private sector
  2. Market shaping, demand, and trade facilitation
  3. Regulatory strengthening
  4. Technology transfer and Intellectual property management
  5. Access to finance
  6. R&D, higher education, and skills

As part of the TEI MAV+, the EU is devoting €10.5 million for its Technical Support Service (TESS) implemented by three European cooperation agencies: Expertise France, ENABEL, and GIZ.

TESS MAV+ will provide technical and strategic support to INTPA TEI MAV+ and PHAHM and will foster partnership and alignment between public health institutions and agencies.

TESS MAV+ was built upon four outputs:

  1. Operational support to the European Commission to facilitate the overall coordination of the Team Europe members, and the TEI monitoring, evaluation and communication
  2. Technical support to the TEI MAV+ workstreams
  3. Technical Support to PHAHM Secretariat
  4. Technical support to strengthen equitable access to quality health products in Africa.

Under Output 3, Expertise France is recruiting an Expert in Pharmaceutical Regulatory Strengthening based within the PHAHM in Addis Ababa (Ethiopia) for the following position.

 

OBJECTIVES AND EXPECTED RESULTS OF THE REQUEST

General Objective 

The overall objective of the request is the assessment of the progress in vaccine manufacturing  in Africa.

Specific Objectives 

  • Document and analyze technological and strategic options relating to the vaccine manufacturing ecosystem
  • Assess additional technical or financial support needs to bring the project to fruition.

Expected Results

The project partners have a detailed overview of the vaccine manufacturing ecosystem in Africa.

  • Location: PHAHM in Addis Ababa (Ethiopia)  or remote

Required profile

Qualifications

A medical doctor or a Master's degree in public health or pharmaceutical science.

Experiences

  • Minimum of 10 years of experience in the field of vaccines, including within national, regional, and/or international bodies
  • Good expertise in vaccines and vaccine
  • Ability to mobilize, maintain, coordinate, and facilitate networks of actors (experts, institutional actors, civil society, authorities, etc.)
  • Ability to conduct high-level dialogue with institutional partners, as well as civil society and the private sector
  • Ability to provide training.

Skills

  • Adaptability and flexibility with priority-setting capacities;
  • Strong diplomacy and interpersonal skills;
  • Excellent oral and written communication skills;
  • Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors;
  • Excellent English and French (written and oral).

Additional information

The consultant will preferably be based in Addis Ababa within the PHAHM offices.
