Mission description

Expertise France is recruiting National Technical Experts (NTEs) for the EU-funded Just Energy Transition – Western Balkans programme, full-time and country-based in Belgrade, Podgorica, Pristina, Sarajevo, Skopje, and Tirana.  The present job offer is for the position based in Pristina, Kosovo.

The National Technical Expert will be an experienced professional in the energy transition/climate field and public-sector project implementation. The expert will provide long-term technical assistance to designated Beneficiary and lead national-level implementation within the framework of the project “EU support to facilitate just transition for Western Balkans regions, industries and workers.”

The National Technical Expert will liaise with focal points designated by national authorities and coordinate across various stakeholders (ministries, municipalities, labour unions, the private sector, civil society, and donors) to facilitate contacts and ensure effective delivery of project activities across the six Western Balkan countries: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.
As the programme’s lead technical counterpart at national level, each National Technical Experts will support the designated beneficiary to plan and deliver the country work programme for just transition, such as diagnostics, policy alignment, design of measures, investment preparation and early pilots, and structured stakeholder dialogue. Continuously ensuring coherence with EU guidance and programme priorities as well as the country’s NECP and ERP.

Working under the supervision of the Just Energy Transition (JET) Western Balkans Programme Coordinator in Tirana and the HQ team in Paris, the National Technical Expert serves as the programme’s national anchor, liaising with designated focal points and coordinating across institutions to keep a coherent, milestone-based country work plan on track; steering inputs from short-term experts and counterpart teams; and keeping proactive oversight of risks, issues and results. They ensure regular results reporting, knowledge sharing and visibility, and translate technical recommendations into feasible, sequenced actions aligned with national priorities. 

More precisely, the Just Energy Transition Western Balkans National Technical Expert in Kosovo will be responsible for the following tasks:

•    Country planning & coordination – Develop and maintain the milestone-based national work plan; align sequencing and dependencies with programme priorities and timelines.

•    Evidence & diagnostics – Coordinate country-level data collection and analysis (regions, sectors, workforce, environment) and consolidate inputs to baselines and recommendations consistent with EU guidance and national strategies (NECP/ERP).

•    Just transition measures – support identification, prioritisation and sequencing of measures; support preparation and implementation of roadmaps integrating social and gender dimensions; support the identification and preparation of investment opportunities and pilot initiatives; contribute to concept notes and initial implementation arrangements.

•    Stakeholder dialogue & visibility – Organise structured dialogue with government, social partners, private sector, municipalities, civil society, and donors; ensure knowledge sharing and visibility as per programme requirements.

•    Delivery management, reporting & quality – support coordination of short-term experts; ensure deliverable quality and consistency; keep proactive oversight of risks, issues and results; provide regular inputs to monitoring and evaluation.

•    Other duties as required by the JET Regional and HQ teams of Expertise France.

Project or context description

Expertise France, part of the Agence Française de Développement (AFD) Group, benefits from an extensive network and proven expertise in managing complex international development initiatives, including energy transition and just transition projects. EF has in-depth in-house expertise, with over 765 headquarters staff and 1 400 projects staff in the field around the world (145 countries and 27 territories). EF draws upon a pool of over 10,000 experts, from French public institutions or from the international and French private sector.

The European Union has entrusted EF to implement the programme “EU support to facilitate just transition for Western Balkans regions, industries and workers” (JET Project). The project covers Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. 

The overall objective of the JET project is to support a just transition in the Western Balkans ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.

The JET project seeks to facilitate the transition away from coal and other carbon-intensive activities while minimising negative socio-economic impacts on workers, businesses, and communities. Its strategic vision is to help coal-dependent regions and carbon-intensive industries transform their economic models while ensuring that affected workers and communities have the skills, protections, and opportunities needed for a fair transition.

To achieve this, JET Project follows a phased and inclusive approach that combines: (i) shared diagnostics and territorial/sectoral mapping; (ii) support to policy alignment and planning (e.g., NECP/ERP consistency with EU guidance); (iii) design and early implementation of just-transition measures and pilot initiatives; (iv) identification of financing pathways and investment opportunities; and (v) structured stakeholder dialogue and visibility, engaging municipalities, social partners, private sector, civil society, and donors. Gender equality, social protection, and attention to vulnerable groups are integrated throughout.

Required profile

Professional experience:

•    A Minimum of 7 years in energy field (public-sector policy, regulation, or implementation)
•    Good familiarity with the EU energy/climate acquis, NECP/ERP processes, and just transition concepts; 
•    Experience and understanding of energy policies, regulations, and governance at local, national, and regional levels. 
•    Experience working with public-sector institutions, with clear familiarity with local/national/regional institutional processes. Working experience in Kosovo would be an asset.  
•    Experience working with EU or IFI financed project is desirable.

Education and skills:

•    University degree (BA or MA or equivalent) in law, political science, international relations, energy related fields or any other relevant discipline.
•    Excellent knowledge of the energy sector issues in general, and particularly in the Just Transition context.
•    Strong analytical, communication, and report-writing skills; ability to synthesise technical inputs into clear notes, plans, and presentations.
•    Fluent in spoken and written English and the local language at the duty station (French would be an asset).

Additional specific requirements:

•    Understanding of capacity building and administrative reforms.
•    Ability to work in a political and sensitive environment.
