Expertise France (EF) is looking for a Specialist to support the team on various MEAL related activities throughout the project. He or she will be responsible in the establishment of a comprehensive MEAL framework and implementation plan. He or she will ensure the good rolling-out of the MEAL framework and tools and carry out the necessary training and/or coaching to EF team to do so.
It is then expected that the Specialist will intervene on a regular basis to assess the progress made on MEAL activities, to support with unblocking impediments in the implementation of MEAL processes and tools, and to provide an independent and external perspective during yearly “pause and reflect”/review exercises.

Participate and support the project team in refining the logic of intervention:
Expected deliverables:
- A completed Theory of change that illustrates the short, medium and long term changes the project wishes to achieve and/or support,
- A revised Project Logframe, with gender-sensitive indicators, risks and assumptions.
Establish an operational MEAL system for the project, and provide the team with tools to effectively monitor project progress and achievement, and to provide evaluations with sufficient information to assess the project success:
Expected deliverables:
- Indicator reference sheets
- Initial baseline + plan for baseline values and information gaps that require further surveys or other data collection tools
- Indicator target values
- MEAL framework guideline, including calendar of MEAL activities and associated budget
- Data collection and management systems and processes
- Dashboard for visualising the progress of activities and indicators
- Concept note, action plan and budget for the learning strategy
Implementation
Support the project team in deploying the MEAL system, and facilitate regular, critical reviews of project implementation to ensure MEAL effectively informs project management:
o Identify operational and strategic strengths and weaknesses using different diverse data collection methods,
o Verify data quality and alignment with MEAL framework principles,
o Facilitate yearly review exercises as planned in EF processes,
o Make recommendations for strategic and operational adjustments to meet programme objectives,
o Review the Theory of Change and assess unforeseen changes that may impact success,

- Monitoring mission reports and recommendations follow-up table
- Facilitation of annual review exercises
- Updated TOC/Logframe, if relevant
- Evaluation and learning strategy
Support the integration of participatory and outcome-focused monitoring and evaluation methods in order to complement traditional quantitative and output-focused project indicators. These methods should foster adaptive learning and project responsiveness.

Expertise France, the French international technical cooperation agency, is to implement the Sustainable cities project initiated by the European Union in Ghana. In view of the forthcoming launch of its activities, Expertise France is looking to contract a Monitoring & Evaluation specialist to accompany the project team in the development of a comprehensive monitoring-evaluation-accountability-learning (MEAL) framework and implementation plan, and in the undertaking of various MEAL related activities throughout the project.
The Sustainable Cities Project – Phase 1 is part of the EU-Ghana Partnership for Sustainable Cities. Funded by the European Union and implemented by Expertise France in partnership with Ghana’s Ministry of Local Government, Chieftancy and Religious Affairs (MLGCRA), the project aims to foster sustainable, inclusive, and resilient urban development across six municipalities in northern Ghana.
Selected as pilot cities, the initiative will support the Tamale Metropolitan, Wa, Bolgatanga, Yendi, Damongo and Naleriguin adressing critical urban challenges, including rapid urban growth and climate change.
Objectives:
Expertise France has been allocated a budget of €15million to implement this four-year project, which officially began in March 2024. During the first year, efforts focused primarily on consolidating the project team, setting up the operational and governance structure, and refining the intervention logic and activity planning to ensure alignment with local needs and institutional frameworks. Initial activities were also launched, including thematic diagnostics in the six pilot cities, as well as comprehensive stakeholder mapping to identify and engage relevant actors at national and local levels.

The consultant should be a senior professional with an advanced degree in a relevant field and a minimum of 8 years’ experience in MEAL-related positions in large, complex, long term programmes, on the topics of urban development. The candidate should bring to the position :

The Project Director based in Accra and Project Manager based at EF HQ in Paris will directly supervise the Specialist.
The Specialist will work in close collaboration with the team in Ghana, including the thematic experts with whom work on indicators and data management will be crucial (Urban Observatory, Urban Planning, Governance, etc.).
The Project management will also organise a coordination with the EU Delegation and the MLGCRA.
The consultant will accompany the Sustainable Cities project until the end of the implementation period. It is expected that he or she will travel to Ghana at the beginning of the mission, and at least once a year for monitoring missions. The rest of the work will be done remotely (home-based and, eventually when relevant, at EF premises).
