Mission description

The Communication Design Consultant will work in close coordination with the Expertise France project team:

SCOPE OF WORK:

 Create an updated DRREALL-TA brand kit that aligns with Expertise France’s branding policies, including the following elements:

        Logos;

        Icons;

        Palette;

        Project blurbs;

        Key messages per Reform Area and Component;

        Photos and videos;

     Ensure consistent application of visual identity across project deliverables and layouting of previous project documents using appropriate brand kit;

  Design the layout and visual elements of DRREALL-TA Project Outputs, including but not limited to, the following:

        Project Reports;

        Documentation reports;

        Training manuals, according to the layout and visual guidelines agreed upon with DILG and other DRREALL-TA Project Partners;

        Project briefs;

        Project collaterals, such as notebooks, pens, tote bags, umbrellas, among others.

     Draft DRREALL-TA Project Site through Google Sites;

     Develop press releases and other communications documents as needed;

    Revise layouts according to DRREALL-TA partners and PMO comments after two rounds of review per document:

    Coordinate with the DRREALL-TA PMO to incorporate feedback and finalize outputs within agreed timelines.

  Refine and standardize existing design templates and materials used in previous project outputs;

        Liaise with our partner event management agency for building visuals of our events;

        Develop a DRREALL-TA branding guidance document.

 

KEY RESPONSABILITIES:

 

        Review and assess existing project materials, including previously-issued communication materials;

        Enhance and standardize key visual assets

        Draft and refine layout concepts and brand elements, ensuring they are aligned with Expertise France and DRREALL-TA’s overall communication tone and objectives;

        Develop or refine a basic brand kit or style guide, covering typography, color palette, iconography, graphic templates, and sample applications;

        Ensure final designs are optimized for both print and digital distribution;

        Collaborate with the project team during feedback and revision stages (up to two rounds of revisions per output);

        Provide editable source files for all outputs, along with final, publication-ready formats.

 

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level-Technical Assistance (DRREALL-TA) is a policy-based support initiative led by the Department of the Interior and Local Government (DILG) and implemented through the long-term partnership between the Government of the Philippines (GoP) and Agence Française de Développement (AFD). Expertise France, the French international technical cooperation agency and a member of the AFD group, provides technical services for the DRREALL-TA project in the Philippines.

The project is designed to enhance disaster risk reduction and management (DRRM) and climate change adaptation (CCA) capacities at both national and local levels. It consists of two key components.

-        Component 1 provides policy-based support aligned with a policy matrix agreed upon by the GoP and AFD, focusing on four reform areas: strengthening local capacities for risk-informed planning; enhancing DILG’s capacity to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA; improving the ability of local communities to effectively utilize disaster risk management funds; and promoting gender-sensitive and socially inclusive approaches to disaster response within local government units (LGUs).

-     Component 2 aims to foster high-level strategic policy engagement and dialogue to support the development of medium- to long-term DRR-CCA strategies and cooperation. This involves analyzing the political economy of the sector in the Philippines, consulting thought leaders and influencers to generate key recommendations, and engaging relevant stakeholders to shape future strategies, policy directions, and emerging themes within the country’s disaster risk reduction and management (DRRM) landscape. This component also serves as a collaborative platform for the GoP, the European Union (EU), and AFD as key development partners in DRRM. Through this partnership, stakeholders will exchange perspectives, advocate for climate change adaptation and resilience priorities, and contribute to strengthening the country's disaster risk management policies and practices.

As part of its broader communication and knowledge-sharing efforts, the DRREALL-TA project also recognizes the need to improve the visual identity and consistency of its materials. While existing collaterals and templates are available, there is an increasing demand for more cohesive, professional, and visually engaging outputs that reflect the strategic and technical depth of the project.

To address this, the project is refining its visual branding and establishing a more unified and accessible visual identity that facilitates stakeholder engagement and increases overall visibility of the DRREALL-TA Project.

 

The selected Communication Design Consultant will play a key role in this process by:

  • Assessing and refining existing design elements and collaterals to improve consistency and alignment with DRREALL’s tone and objectives;
  • Supporting the creation of an updated Brand Kit for the DRREALL-TA Project;
  • Ensuring the application of the updated branding across the DRREALL-TA documents, reports and other printed and digital outputs; CBMS training manuals and other possible outputs as needed;
  • Producing a DRREALL-TA visual identity guidelines document that team members can use for future materials to maintain consistency.
  • Produce communications plans for the DRREALL-TA Project, including social media planning. 

Required profile

Candidates will be evaluated based on the following:

        Proven experience in layout design for manuals, toolkits, or publications

        Strong portfolio showcasing relevant work

        Proficiency in design software (e.g., Adobe InDesign, Illustrator, Photoshop)

        Ability to meet deadlines and accommodate feedback constructively

        Familiarity with development, humanitarian, or institutional document design (preferred)

        Must be registered with the Bureau of Internal Revenue (BIR) and able to issue official receipts

DURATION AND LOCATION OF THE ASSIGNMENT

This engagement will be for a maximum of 50 working days from August 2025 until January 2027. The assignment is expected to be completed within the agreed project timeline, as detailed in the deliverables section.

The work will primarily be conducted remotely. However, the Communication Design Consultant may be requested to attend occasional in-person meetings at the Expertise France office located in Bonifacio Global City (BGC), Taguig, as needed for coordination and review purposes.

PAYMENT TERMS

        Payments will be made upon submission and approval of deliverables and timesheet.

        Rates will be fixed in the consultancy contract and confirmed in each purchase order.

        Invoicing shall follow Expertise France’s procedures, and payment will be processed within 30 days after validation.
