Mission description

Under the direct supervision of the Communication Manager, the Communication Officer will support the planning and execution of communication activities and campaigns, promote the project’s initiatives to key stakeholders across target countries. The Communication Officer will also contribute to internal communication, identifying and implementing tools that will ensure employee engagement and consistent information flow within the team.

Tasks

Under the supervision of the Communication Manager and Lead of Project Component 4, the Communication Officer will:

·       Assist in the production and distribution of communication materials such as social media visuals, reels, stories, quote cards etc.

·       Provide operational support for managing the project’s social media channels (Facebook, Instagram, LinkedIn) including drafting and scheduling posts, coordinating visuals, drafting stories, reels to enhance engagement and visibility.

·       Contribute to content development by drafting impact stories and news articles that highlight project activities.

·       Facilitate communication and follow-up with subcontractors (e.g. web developers, graphic designers, editors, photographers, videographers, and event service providers) as needed.

·       Support stakeholder engagement efforts by helping coordinating outreach to officials, international partners, entrepreneurs, and media in the target countries.

·       Participate in communication coordination with local EU Delegations and French Embassies across the target countries as well as Expertise France HQ.

·       Assist with the visibility and communication aspects of project events, including logistical support for their organization.

·       Help ensure all communication outputs align with the project’s brandbook and comply with EU, France and Expertise France visibility guidelines.

·       Contribute to the monitoring and reporting of communication activities (e.g. compiling web metrics, social media analytics, press coverage).

·       Draft and adapt press releases for dissemination in local languages, and support outreach to relevant media outlets and journalists.

·       Provide support for social media advertising and boosting campaigns.

·       Assist in internal communication efforts to promote team engagement and information sharing within EU4Innovation East.

Support for implementation of Component 4:

·       Assist with the coordination of local delegations’ participation in EU and Eastern Partnership events.

·       Contribute to the drafting and rollout of communication initiatives that showcase local achievements in target countries.

·       Provide support for engaging international media, including outreach and content adaptation.

·       Support reporting activities under Component 4, in close collaboration with the MEAL Manager.

Expected deliverables 

·       Participation to the design and implementation of the requested communication activities on a daily basis;

·       Contribute to daily update and management of the website and social media channels of the project;

·       Participate in the drafting and dissemination of at least 5 communication products on a monthly basis – impact stories, articles, social media cards etc;

·       Contribution to the building up of the media relations and dissemination of at least 10 relevant press releases on a yearly basis;

·       Drafting and dissemination of monthly newsletters

·       Support with the organization of team meetings and managing of internal communication channels.

Mission country: Based in Chisinau, Moldova, with potential trips to the other countries related to EU4Innovation East project (Ukraine, Georgia, Armenia, Azerbaijan)

Project or context description

EU4Innovation East is a regional project enhancing the competitiveness of the startup ecosystems in five Eastern Partnership (EaP) countries: Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine. At its core is a comprehensive strategy to foster high-performance incubators, expand funding and market opportunities, strengthen community ties and amplify the visibility of EaP startups.

Through strategic co-financing, capacity building, regulatory support, and a strong commitment to gender equality, EU4Innovation East promotes an inclusive and sustainable innovation landscape. By amplifying regional achievements and deepening cross-border connections, the project lays the groundwork for impactful growth.

The EU4Innovation East project is funded by the European Union, co-funded by the French Government and implemented by Expertise France.

Required profile

·       Master degree in communication, journalism, languages or any other relevant field;

  •        A Bachelor's degree may be accepted in lieu of a Master's degree, provided there is an additional two years of professional experience;

·       Fluent in both English and Romanian. Knowledge of French and other languages of the project is an asset (Armenian, Azerbaijani, Georgian, Ukrainian).

·       Good experience with Wordpress, Hubspot and in graphic design, photo/video editing softwares such as Canva, Adobe creative suite, CapCut.

Required Knowledge, Experience, Skills, and Abilities

·       A minimum of 3 years of professional experience in a similar position;

·       Experience in international cooperation and in EU funded projects is a strong advantage;

·       Proven experience in contributing to international communication campaigns and projects;

·       Previous experience working with startups, innovation ecosystems is highly desirable;

·       Experience in organizing and managing events, particularly in an international context;

·       Proficiency in content creation, social media management, and media relations.

·       Strong interest for innovation, tech, as well as economic development

·       Ability to collaborate effectively within international teams and contribute to a positive, solution-oriented working environment;

Additional information

What we offer

·       Exciting work in an international environment.

·       A 12-month contract, renewable up to September 2028, based in Chisinau, Moldova, with potential travels to the EU or to the other 4 countries of the project.
