Mission description

Expertise France is recruiting a Coordinator for the Just Energy Transition Western Balkans program financed by EU, full-time based in Tirana, Albania.

The Just Energy Transition Western Balkans program Coordinator will be an expert with international experience in the energy sector and in cooperation project management. The Coordinator will be in charge of coordinating the just energy transition activities implemented within the framework of the “EU support to facilitate just transition for Western Balkans regions, industries and workers” project. . The Just Energy Transition Western Balkans program Coordinator will also liaise with the several focal points appointed by the different beneficiaries, in order to facilitate the necessary contacts within the energy sector and with the various concerned stakeholders.

The Just Energy Transition Western Balkans program Coordinator will have a permanent operational managerial role towards the 6 National Technical Key Experts of the project, based on 6 countries of the Western Balkans (Albania, Bosnia and H, Kosovo, Montenegro, North Macedonia, Serbia). The Coordinator will manage and monitor their work organisation, the planning of activities and the compliance with the initially approved work plan of the project. To insure the coherence and complementarity of the different actions of the project with the other energy actions implemented in the 6 countries, this person will have to dialogue and coordinate with the other EF’s energy projects in the region. Within this framework, the Coordinator will also have to build a strong link with the different donors and stakeholders, especially those involved in the energy sector.

 The Just Energy Transition Western Balkans program Coordinator could also be mobilised to represent the Expertise France Energy division in the region if necessary.

More precisely, the Just Energy Transition Western Balkans program Coordinator will have to implement the following tasks:

Team management and project coordination

  •  Identification, recruitment (with the HQ team) and operational management of the long-term team of the project.
  •  Identification, recruitment (with the HQ team and the National technical Key Experts) and operational management of the short-term experts of the project.
  • Coordination and adjustment of the strategic and technical orientation of the project: overall supervision and coordination of the inception phase, liaising with the EU and national stakeholders, overall supervision and coordination of the project activities and the achievement of their objectives.
  •  Guarantee the strategic and operational efficiency of the project in connection with the National technical Key Experts and ensure the good management of resources in achieving the objectives of the project.
  •   Supervise the timely production of the expected deliverables from the National technical Key Experts and the administrative team.
  • Liaise with the Paris HQ Energy Division to ensure effective, timely reporting and knowledge management.
  •  Coordination and management of the National technical Key Experts of the project: validation of work plans, consolidation of the overall action plans, and coordination of the execution of the activities. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with a goal to continuously improving the project management.
  • Coordination and dialogue with the other EF’s energy projects: ensure coherence and complementarity of the different energy actions of Expertise France in the region.

Strategic advice and representation

  • Strategic advice and Energy division’s projects representation: networking with relevant stakeholders in Albania and other countries of the Western Balkans region, developing and maintaining excellent working relationship with local administrations and international donors.

Project or context description

Expertise France, part of the Agence Française de Développement (AFD) Group, benefits from an extensive network and proven expertise in managing complex international development initiatives, including energy transition and just transition projects. EF has in-depth in-house expertise, with over 765 headquarters staff and 1 400 projects staff in the field around the world (145 countries and 27 territories). EF draws upon a pool of over 10,000 experts, from French public institutions or from the international and French private sector.

Recently, Expertise France was entrusted by European Union to implement a Just Energy Transition project: “EU support to facilitate just transition for Western Balkans regions, industries and workers”.

The overall objective of this project is to support a just transition in the Western Balkans by ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.

The project seeks to facilitate the transition away from coal and carbon-intensive industries while minimizing negative socio-economic impacts on workers, businesses, and communities.

The project’s strategic vision is to assist coal-dependent regions in transforming their economic models while ensuring that affected workers, communities, and local industries are equipped with the tools, skills, and protections necessary for a fair and equitable transition. The path toward climate neutrality presents complex challenges—economic, social, and environmental—particularly in regions where coal remains a dominant economic driver.

To mitigate these challenges, this project emphasizes a phased and inclusive approach. Key activities include comprehensive mapping of coal-dependent regions, enhancing reskilling programs to empower workers, and fostering public-private partnerships to attract investments in alternative industries. Central to this approach is the engagement of local stakeholders—municipalities, labor unions, and civil society—to ensure an inclusive transition process that promotes equitable development, economic resilience, and social protection for the most vulnerable.

Required profile

Professional experience:

  • A minimum of 10 years of working experience in the energy field.
  • Strong experience in energy policy reforms, and particularly in the Western Balkans region.
  • Good familiarity with the EU rules, procedures and policies, especially in the energy sector, with a proven track record in that regard (demonstration of previous working experience with EU institutions).
  • Proven experience in international cooperation projects management, especially in the energy sector.
  • Experience and understanding of energy policies, regulations, and governance at local, national, and regional levels.
  • Solid working experience in the Western Balkans region is required.
  • Experience in EU financed projects would be an asset.

Education and skills:

  • Excellent knowledge of the Western Balkans region and its general political and economic environment.
  • Excellent knowledge of the energy sector issues in general, and particularly in the Western Balkans region context.
  • Demonstrated management skills in a multicultural environment and experience in a leadership role.
  • Good communication and reporting skills.
  • University degree (BA or MA or equivalent) in law, political science, international relations, energy related fields or any other relevant discipline.
  • Fluent in spoken and written English and at least Albanian (French or another language from the Western Balkans region would be an asset).

Additional specific requirements:

  • Excellent understanding of capacity building and administrative reforms.
  • Strong capacities in devising strategies.
  • Strong ability to evolve in a political and sensitive environment.
