Expertise France is recruiting a Coordinator for the Just Energy Transition Western Balkans program financed by EU, full-time based in Tirana, Albania.
The Just Energy Transition Western Balkans program Coordinator will be an expert with international experience in the energy sector and in cooperation project management. The Coordinator will be in charge of coordinating the just energy transition activities implemented within the framework of the “EU support to facilitate just transition for Western Balkans regions, industries and workers” project. . The Just Energy Transition Western Balkans program Coordinator will also liaise with the several focal points appointed by the different beneficiaries, in order to facilitate the necessary contacts within the energy sector and with the various concerned stakeholders.
The Just Energy Transition Western Balkans program Coordinator will have a permanent operational managerial role towards the 6 National Technical Key Experts of the project, based on 6 countries of the Western Balkans (Albania, Bosnia and H, Kosovo, Montenegro, North Macedonia, Serbia). The Coordinator will manage and monitor their work organisation, the planning of activities and the compliance with the initially approved work plan of the project. To insure the coherence and complementarity of the different actions of the project with the other energy actions implemented in the 6 countries, this person will have to dialogue and coordinate with the other EF’s energy projects in the region. Within this framework, the Coordinator will also have to build a strong link with the different donors and stakeholders, especially those involved in the energy sector.
The Just Energy Transition Western Balkans program Coordinator could also be mobilised to represent the Expertise France Energy division in the region if necessary.
More precisely, the Just Energy Transition Western Balkans program Coordinator will have to implement the following tasks:

EF has in-depth in-house expertise, with over 765 headquarters staff and 1 400 projects staff in the field around the world (145 countries and 27 territories). EF draws upon a pool of over 10,000 experts, from French public institutions or from the international and French private sector.
Recently, Expertise France was entrusted by European Union to implement a Just Energy Transition project: “EU support to facilitate just transition for Western Balkans regions, industries and workers”.
The overall objective of this project is to support a just transition in the Western Balkans by ensuring that the shift toward a climate-neutral economy is socially inclusive, economically viable, and aligned with EU policies.
The project seeks to facilitate the transition away from coal and carbon-intensive industries while minimizing negative socio-economic impacts on workers, businesses, and communities.
The project’s strategic vision is to assist coal-dependent regions in transforming their economic models while ensuring that affected workers, communities, and local industries are equipped with the tools, skills, and protections necessary for a fair and equitable transition. The path toward climate neutrality presents complex challenges—economic, social, and environmental—particularly in regions where coal remains a dominant economic driver.
To mitigate these challenges, this project emphasizes a phased and inclusive approach. Key activities include comprehensive mapping of coal-dependent regions, enhancing reskilling programs to empower workers, and fostering public-private partnerships to attract investments in alternative industries. Central to this approach is the engagement of local stakeholders—municipalities, labor unions, and civil society—to ensure an inclusive transition process that promotes equitable development, economic resilience, and social protection for the most vulnerable.
