Mission description

Based in Madrid, Spain, under local contract, the Project Assistant in logistics and finance will carry out its functions within the framework of the second phase of the EL PACCTO Programme (Europe-Latin America-Caribbean Programme of Assistance against Transnational Organized Crime), funded by the European Union – DG INTPA. EL PACCTO 2.0 is an innovative programme focused on supporting Latin American and Caribbean (LAC) countries in strengthening the rule of law and fighting transnational organized crime.

He/she will assist the Financial Manager, the Project Officer and the overall Expertise France staff in the logistical, administrative and financial management of the planned activities entrusted to Expertise France, in coordination with other Project Assistants. The Project Assistant in logistics and finance will be under the general direction of the Senior Executive Manager, also based in Madrid.

The Project Assistant in logistics and finance will have the following non-exhaustive list of tasks:

Logistical organisation of activities and events

  • Participate in the definition of the logistical aspects of missions on the field, trainings, study visits, workshops and seminars to be organized in LAC and the EU.
  • Book flight plans in accordance with Expertise France's internal rules.
  • Anticipate the steps required for international travels (visa applications, security process, etc.).
  • Identify, negotiate, contract and follow up on local services at the mission site: catering, purchase of equipment, interpreters, hotels, transportation, coffee breaks, etc.
  • Prepare and follow up on the expense claims (staff, participants and experts).
  • Collect supporting documents for archiving and auditing (invoices / boarding passes / signed attendance lists, etc.), in accordance with Expertise France rules in terms of archives.

Support to administrative and financial tasks

  • Follow-up of signature and collection of necessary administrative documents, according to Expertise France rules.
  • Requests for registration of service providers to the accounting department.
  • Support in the drafting and follow-up of purchase orders for experts and short-term service providers.
  • Follow-up on the realization of certain services (translation, design, communication).
  • Updating of the contract and purchase order tracking table, reporting to the Project Officer and the Financial Manager.
  • Receiving and archiving deliverables from experts and service providers, checking compliance with purchase orders and contracts.
  • Ensure payments Assist and support the Financial Manager with the accounting / treasury follow-up, as well as auditing.
  • Maintenance of the list of expenses.
  • Electronic archiving of documents, ensuring the proper maintenance of project files and their accessibility.
  • Participate to project’s audits (research and provision of documents).

Specific characteristics of the position:

  • High-level and multinational events abroad
  • Simultaneous field missions in different countries and for several experts in parallel.
  • Remote organization of field activities.
  • Many interlocutors, multiple languages (ENG, FR, ES).
  • It is important to bear in mind the deadlines for internal processes (public agency).
  • Accompany long-term and short-term experts during the preparation and execution of their mission.

Project or context description

Within the Peace, Stability, Security Department, under the direct supervision of the Senior Executive Manager of EL PACCTO 2.0 and in liaison with the Financial Manager and the Project Officer, the Project Assistant assists in the operational implementation of EL PACCTO 2.0 programme and participates in the development of new activities and actions.

EL PACCTO 2.0 is a programme of an initial duration of 49 months, with a total budget of EUR 58.8 M, whose overall objective is to establish an effective partnership between the EU and the Latin American and the Caribbean on strengthening the rule of law and combating organised crime, promoting the security and stability of citizens in LAC and Europe.

The specific objectives of the programme are: 1) consolidation and strengthening of LAC regional structures and EU-LAC bi-regional structures, as well as the justice cooperation mechanism; 2) strengthen the rule of law environment and the capacity of institutions to combat transnational organized crime; and, 3) address the specific challenges of key transnational criminal markets.

Within the framework of the programme, Expertise France is in charge of actions related to the Innovation Lab, Artificial Intelligence, High-Risk Criminal Networks and Indigenous Populations. The Agency also contributes to other programme actions and activities.

Required profile

Education and professional experience:

·       University degree or equivalent in accounting, finances, logistics, administration, development or international cooperation.

  • At least 2 years of successful professional experience in similar positions.
  • Field experience in the LAC region preferred.

Competences:

  • Fluency in written and spoken in French, English and Spanish is mandatory.
  • Good command of office tools (mainly Excel and Word).
  • Good understanding and experience in the use of tools and technologies used in project management (travel, project management software, etc.).
  • Great writing skills.
  • Methodical and organized, anticipating needs and difficulties.
  • Ability to adapt quickly to the work environment.
  • Ability to work independently, proactive and take initiative.
  • Good interpersonal skills, availability, sense of teamwork.
  • Good management of emergencies and reactivity, ability to manage priorities (facing several simultaneous requests).

 

 

Additional information

Location: Madrid

Duration of the contract: 24 months (6 months of trial).

Missions: availability to travel, several field missions are expected in Latin America, the Caribbean and the European Union.

Starting date: as soon as possible.

Salary: competitive salary according to profile and Expertise France salary-tables.

Other benefits: 45 days of holiday per year, 2 days of home-based working per week.
