Expertise France is the French government’s technical cooperation agency, a subsidiary of Agence Française de Développement (AFD) Group and the second largest in Europe. Our mission: to strengthen public policies in our partner countries in a sustainable way. Working alongside public actors, civil society, and the private sector, we design and implement projects that stimulate innovation and reinforce their actions to benefit everyone. Governance, security, climate, health, education, entrepreneurship, cultural and creative industries… Expertise France contributes to the achievement of the Sustainable Development Goals (SDGs) in over 140 countries, with funding from French and European public sources. Expertise France program activity is expanding in Angola, therefore, a country office in Luanda will be established in January 2026 and will manage all the projects implemented within the country under the authority of the Country Director.
Expertise France (EF) is looking for a Team Leader, based in Benguela, Angola (expatriate position), who will play a vital role in leading and ensuring the implementation of PROSPERA project _ components 3 and 4 in line with the strategic and operational orientations. This role comprises project steering, project governance, team management, ‘coordination with stakeholders and representation of the project. The team leader will also be the representative for Expertise France’s components (3&4) and the interface to the consortium, the Camões Institute, and for Expertise France Country office, who are both located in Luanda.
The Action will contribute to transform Angola’s TVET system, thereby increasing access to job opportunities, promote sustainable and circular economic growth, and match TVET to the demands of the labour market. It pays special attention to the Lobito Corridor where there is potential for sustainable employment opportunities.
The Action aims to decrease the gap between the availability of qualified individuals and the demand of the job market in priority economic sectors, in line with Angola’s green growth and economic diversification agenda. The Specific Objectives of the Action are to:
1. Strengthen the technical and vocational education and training (TVET) governance (leaded by Camões Institute);
2. Improve the quality of training on key economic sectors in the context of Angola’s green growth and economic diversification agenda - agriculture, transport, renewable energies, fisheries, tourism, services, green and circular economy - with a focus on the Lobito Corridor; (lead by Camões Institute);
3. Improve access to employment services and job opportunities for young people, with a focus on those with low academic literacy and the unemployed, with special attention to the needs of women, people with disabilities and other persons in vulnerable situations; (Expertise France) and
4. Increase entrepreneurship in strategic economic sectors with special attention to those that respond to the needs of the development of the Lobito Corridor (Expertise France).
More specifically, the activities related to component 3 and 4 will include the following activities:
· Component 3 :
o Strengthening the capacities of the employment centres and trainers of the vocational training centres and technical schools to provide professional and vocational guidance, with special attention to women, people with disabilities and persons in vulnerable situations.
o Improving the INEFOP (National Institute for Labor and Vocational Training) Employment Centres’ provision of labour market intermediation services;
· Component 4 :
o Reinforcing entrepreneurial promotion ecosystem linked to TVET, actively involving government entities, private sector and civil society organisations;
o Improving access to sustainable and green financing for small businesses.
The Portuguese Technical Cooperation Agency, Camões Institute, and Expertise France jointly implement PROSPERA. PROSPERA is a five-year project with a total budget of 27M€ (EF: 17M€ and Camões 10M€).
This project is part of the portfolio of the Country office in Angola and implemented under the responsibility of the Country Director and with the support of the project support Unit in Luanda.
Type of contract: Fixed-term contract (full-time, expatriate)
Duration: 1 year (renewable up to 5 years)
Location: Benguela, Angola, with regular travels to Luanda and the project provinces (Lobito Corridor)

Role and responsabilities
The Team Leader will be responsible for ensuring the successful implementation of the 2 components led by Expertise France (Objective 3 and 4) in line with the technical, scheduling, financial, and legal requirements set out in the contract between Expertise France and the donors.
The following list of tasks and responsibilities is not exhaustive, and may evolve according to needs.
1. Strategic leadership and Project oversight
· Provide overall strategic direction and decision-making for EF’s intervention within the Camões-EF consortium;
· Ensure efficient, high-quality implementation of activities in line with project objectives, in close coordination with the project team;
· Reorient activities when necessary, in consultation with the project team, Camões Institute, MAPTESS, MED, INAPEM and the EU Delegation (EUD);
· Anticipate and manage project risks;
· Ensure compliance with EF procedures (procurement, logistics, finance, HR, admin);
· Ensure the coordination between the components - align schedules, targets and indicators for components 3-4 with components 1-2 of Camões Institute.
2. Team and Experts management
· Recruit the project team (6 people) in collaboration with EF HQ;
· Manage the team ensuring motivation, well-being, and performance;
· Provide coaching and capacity-building as necessary to support team growth and project delivery;
· Identify short-term international and national experts in coordination with the Technical coordinators (areas including gender, entrepreneurship, capacity building, coaching, green finance etc.);
· Draft Terms of Reference, contribute to recruitment, supervise expert missions, and validate deliverables.
3. Financial planning and Budget management
· Prepare annual budgets with the Finance Unit of EF Country office in compliance with donor regulations, in collaboration with the project team and in coordination with Camões Institute for consolidation;
· Monitor budget execution, anticipate deviations and propose adjustments, along with the project team;
· Ensure that annual financial reports are accurate, submitted on time, and fully compliant with donors’ requirements;
· Support EF HQ in financial audits and contribute to implementing audit recommendations at field level.
4. Relations with Stakeholders and Representation
· Ensure effective coordination with Camões Institute; define tools and mechanisms for smooth implementation of the project by the consortium;
· Support the development and sustainability of partnerships with the public institutions, the private sector, the NGO’s and the other Financial and Technical Partners in close collaboration with the project team;
· Participate in project governance bodies (mostly in Luanda);
· Represent EF’s intervention during external meetings, forums, and committees;
· Maintain close coordination with AFD as part of the AFD Group;
· Ensure fluid internal communication with EF Country Director and project support unit, as well as with HQ specialists and contribute to EF’s internal project reviews (e.g., quarterly reviews).
· Represent PROSPERA EF components with the EUD in close coordination with the Country Director.
5. Reporting
· Draft EF’s technical reports and provide timely input to Camões for consolidated reporting;
· Supervise EF’s financial reporting and ensure alignment with Camões for consolidated financial submissions.
Professional competencies and experiences:
· Master's degree in international development, public administration, development economics, international relations, business management, or any other relevant field;
· Minimum 8 years’ experience in a senior management or similar position;
· Strong experience in implementation of international technical cooperation projects,
· Proven operational experience in working in a consortium;
· Strong knowledge of TVET sector, related activities and challenges;
· Good understanding of the entrepreneurship ecosystem;
· Good understanding of cross-cutting concerns such as gender equality, inclusion of people with disabilities, fair transition, climate-change;
· Strong external representation skills;
· Knowledge of European Union rules and regulations is strongly preferred;
· High degree of proficiency in Microsoft Office suite (especially Excel);
· Prior experience in PALOP would be an asset;
· Prior experience with Expertise France would be an asset.
