The Technical Lead – Outcome 1 will provide senior technical leadership and coordination for all activities related to strengthening the role of the ANR and broader national-level solid waste governance structures. This includes stakeholder engagement, policy development, institutional assessments, and capacity-building efforts. The role also involves close coordination with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer for tracking results and contributing to project knowledge outputs.
The Technical Lead will work closely with the Project Manager, Deputy PM, Institutional Platform Coordinator, and relevant national counterparts to ensure that all interventions under Outcome 1 are contextually relevant, technically sound, and effectively delivered. He/She will be based at the ANR office, in Luanda.
Key Responsibilities
A. Strategic and Technical Leadership
• Lead the planning, technical supervision, implementation, and coordination of Outcome 1 activities in close collaboration with the ANR and institutional stakeholders.
• Participate to the development of Action Plans and consolidate annual and pluri-annual planning across Outcome 1, coordinating among all project component and implementing partners, as part of the Project Management Unit (PMU).
• Contribute to defining the project’s institutional strengthening strategy and its alignment with national waste governance priorities.
• Identify capacity gaps, propose tailored support, and reform pathways to improve ANR’s effectiveness and coordination role.
B. Institutional and Policy Support
• Conduct institutional and regulatory assessments of the national waste governance framework.
• Support the development or revision of national policies, strategies, and legal frameworks related to waste management and circular economy.
• Contribute to defining and clarifying the roles and responsibilities of national and sub-national actors in the waste sector.
• Provide strategic inputs for the functioning and institutional positioning of the ANR.
• Contribute to the selection and technical supervision of thematic short-term expertise, according to the project needs.
C. Capacity Building and Stakeholder Engagement
• Design and oversee the implementation of training programs and peer-learning activities for ANR staff and national institutions.
• Organize and facilitate technical workshops, working groups, and inter-institutional dialogues.
• Support the integration of gender, youth, and inclusiveness dimensions in capacity-building approaches.
• Contribute to the selection and technical supervision of thematic short-term expertise, according to the project needs.
D. Reporting and Knowledge Management
• Provide regular technical inputs for project reports and donor deliverables.
• Work with the MEAL Officer to develop and track indicators related to Outcome 1.
• Support the documentation and dissemination of lessons learned, good practices, and policy recommendations.
E. Coordination and Communication
• Coordinate with all the other project components to identify links and needed synergies, since the inception phase of the project. .
• Contribute to the coordination and provide related technical inputs to the project Institutional Platform;
• Liaise with national and international experts, consultants, and institutions working on waste governance and environmental policy in Angola and act as thematic focal point for the project.
This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly.
The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.
Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões instituto de cooperação e língua, the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP).
Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on:
- Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
- Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).
The position is related to Outcome 1, focusing on strengthen the regulatory and operational role of the National Waste Agency (ANR) by revising and implementing the PESGRU framework through a participatory approach. This includes improving ANR’s legal and institutional framework, enhancing its capacity to enforce waste management laws, and equipping it with tools to monitor and regulate sector stakeholders. Luanda province will serve as a pilot to test waste management and circular economy strategies, generating practical guidelines and standards for operators. The overall objective is to position ANR as a key actor in coordinating, regulating, and fostering collaboration across ministries, municipalities, private sector, and civil society.
Under this Outcome, three Outputs will be targeted by the project:
• Output 1.1: Improved policy framework that regulates solid waste management, promotes circular business opportunities and green entrepreneurship
• Output 1.2: Strengthened ANR and major stakeholders’ policy-making, regulatory, fiscal, managerial, technical and administrative capacities.
• Output 1.3: Strengthened ANR’s capacity to support the administrations to boost waste collection services, to introduce sound and circular waste management practices in society, and to enforce legislation.
A. Education & Qualifications
• Master's degree in public policy, environmental management, law, political science, or a related discipline.
• Fluency in English and Portuguese is required. French is an asset.
B. Professional Experience
• At least 10 years of relevant experience, in institutional development, public policy reform, or environmental governance, preferably in waste management or circular economy.
• Proven experience supporting or advising public agencies (national or subnational), including in legal and policy development.
• Extensive experience in capacity building and policy dialogues for high-level national and regional public authorities;
• Proven experience in facilitating multi-stakeholder processes and consultation with partners;
• Experience organizing workshops and knowledge-sharing events for local and international stakeholders;
• Experience in working with or supporting the waste management sector is a strong asset.
• Experience in EU-funded projects or multilateral development programs is highly desirable.
C. Skills & Competencies
• Strong expertise in policy analysis, institutional strengthening, and regulatory frameworks.
• Very good knowledge of the public policy cycle.
• Demonstrated ability to engage high-level institutional stakeholders and manage complex coordination processes.
• Excellent facilitation, training, and communication skills.
• Strong analytical and writing skills, with capacity to deliver high-quality technical documents and reports.
• Familiarity with Angola’s institutional context is a significant advantage.
