Mission description

The Institutional Platform Coordinator plays a central role in ensuring strategic alignment and institutional ownership by all relevant public and private actors in Angola. The role involves high-level coordination between national institutions (e.g. ministries, agencies, and municipalities), program partners, and stakeholders from the private sector and civil society. The Institutional Platform Coordinator will be based at the offices of the National Waste Agency (ANR), in Luanda. 

This senior profile will lead the development and coordination of the Institutional Platform, a structured coordination mechanism reuniting all key stakeholders of the solid waste management sector in Luanda. The Platform aims to foster dialogue, policy coherence, collaboration, and long-term sustainability of the project’s outcomes.

 

A. Platform development, management and coordination
•    Support the design and launch of the institutional platform, within the project inception phase (first year of the project), including initial consultations with the SWM sector stakeholders, the development of terms of reference etc. 
•    Develop, update and monitor a roadmap for the platform’s activities, in coordination with the project implementation partners and in consultation with the platform members.
•    Facilite the Platform operation and lead its day-to-day coordination, ensuring participation of members.
•    Draft minutes, policy briefs, and positioning notes to support dialogue and decisions within the Platform.
•    Ensure dissemination of key information, reports, and technical outputs across institutions.


B. Strategic Dialogue 
•    Identify opportunities for policy coherence and synergies with other initiatives (national and international).
•    Ensure regular and strategic discussions with stakeholders across sectors (environment, finance, local governance, private sector, etc.) to feed into the platform discussions.
•    Promote cross-sectoral dialogue, as part of the platform and alignment of project activities with national and provincial development strategies.
•    Facilitate linkages between technical experts and institutional decision-makers.


C. Support to Project Implementation
•    Provide inputs, related to the institutional platform activity and stakeholder engagement, to guide technical activities (particularly Outcomes 1 & 2).
•    Collaborate closely with the Project Manager, Technical Leads, and Deputy PM on strategic planning. 
•    Contribute to project reporting, especially on governance and stakeholder engagement.

This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly. 

Project or context description

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões instituto de cooperação e língua, the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP). 

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on: 
-    Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
-    Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).


The project will establish a coordination and dialogue platform to bring together all relevant stakeholders
in waste management and the circular economy. Its purpose is to create a shared vision, foster collaboration, and support the development of an improved policy and operational framework.

The platform will operate at two levels:
1.    Strategic  (national and provincial): spaces for high-level dialogue, advocacy, consensus-building, and aligning national and provincial priorities. These will involve ministries, provincial authorities, municipalities, and decision-makers.
2.    Technical (working groups): spaces for experts and practitioners to address operational challenges, share best practices, and design solutions on themes such as plastics, organics, recycling, and circular economy models.

The Platform Coordinator will be responsible for:
•    Designing and structuring the platform during the inception phase (stakeholder mapping, governance, roles of steering committee/working groups).
•    Ensuring inclusive participation of government, private sector, cooperatives, and NGOs.
•    Supporting both political dialogue (advocacy, policy alignment) and technical discussions (evidence-based solutions).
•    Facilitating meetings, roundtables, webinars, and training sessions.
•    Coordinating with stakeholders to identify data gaps and inform decision-making.
•    Managing a knowledge hub/online platform for communication and information sharing.
•    Mobilizing external experts when needed.

 

Required profile

A. Education & Qualifications
•    Master's degree in political science, public administration, environmental governance, international relations, or related field.
•    Fluency in English and Portuguese is required.

B. Professional Experience
•    At least 5 years of relevant experience, preferably in stakeholder engagement and coordination, public policy or institutional reform.
•    Proven track record in facilitating dialogue between public institutions and international partners.
•    Prior experience working with or within Angolan public institutions is a strong asset.
•    Proven experience in facilitating multi-stakeholder processes and consultations. 
•    Experience in high level institutional dialogue is an asset. 
•    Experience in international development cooperation projects is an asset. 
•    Experience in environmental policy, waste management, or urban governance is highly desirable.

C. Skills & Competencies
•    Strong knowledge of Angola’s institutional landscape, particularly in environment/solid waste management and local governance.
•    Excellent coordination and facilitation skills.
•    Excellent organisational skills. 
•    Ability to manage complex stakeholder environments and mediate between different interests.
•    Excellent writing and presentation skills in Portuguese and English.
•    Cultural sensitivity, political acumen, and ability to operate at a high level of diplomacy.
