Mission description

The expert will work under the supervision of the Expertise France Project Manager, the Head of the Social Protection and Decent Work Unit of Expertise France and the team leader for the project, in liaison with the component managers.


Main responsibilities

  • Participate in September in an inception mission (5 days) in Paris, in the writing of the inception report and in the preparation of the Project Description Summary (PDS).
  • Coordinate governance meetings – plan agendas, logistics and minutes for the Steering Group and all recurring SG REFORM / beneficiary / Expertise France sessions, ensuring timely circulation of documents.
  • Maintain a project performance dashboard – design and update monthly KPI tracking agreed with the beneficiary and SG REFORM, flagging delays, risks and mitigation actions to the Team Leader.
  • Consolidate progress reporting – gather inputs from component leads, draft concise narrative and financial updates, and submit on schedule in line with EU and beneficiary requirements.
  • Monitor milestones and risks – keep an up-to-date action log, follow up on deliverables, and escalate critical issues or resource gaps to project management bodies.
  • Liaise with SG REFORM Secretariat – clarify templates, deadlines and compliance rules; ensure accurate record-keeping of correspondence and approvals.
  • Manage knowledge and documentation – organise a shared repository with version control, ensuring easy access for all partners and audit-readiness.
  • Contribute to visibility efforts – capture success stories and lessons learned for newsletters, social media or donor updates, reinforcing the project’s international profile.
  • Participe in the final event

Project or context description

Expertise France is the French public agency for international technical cooperation. It designs and implements projects that address global challenges in development, peace, governance, climate, health, education, and human development. By mobilizing French, European, and international public and private expertise, the agency supports partner institutions in building their capacities and promotes sustainable solutions for the benefit of populations.


The "Supporting the Life Choices of People with Disabilities" project aims to transform existing services around three levers: the evolution of professional practices (Component 1), inclusive mobility (Component 2), and the digitalization of services (Component 3). Funded by the European Commission (SGREFORM – Technical Support Instrument), it is implemented on behalf of the Directorate-General for Social Cohesion (DGCS) of the Ministry of Labor, Health, Solidarity, and Families.


Lasting twenty-four months (2025-2027), the project covers mainland France and the French overseas departments and territories and is based on exchanges of best practices with three EU/EEA member states.

Required profile

Desired profile – minimum requirements

  • Degree: Master's or Doctorate (PhD) in a relevant field (public policies, project management, or equivalent).
  • Professional experience: At least 10 years of experience in international project management, with 2 years’ experience in SG REFORM projects
  • Languages: Fluency in English (level C2) both spoken and written.

Valued assets (not mandatory)

  • Personal experience in disability matters.
  • Fluency in French.

Additional information

Duration and location: 40 days of a 2-year Service Provision Contract. Possibility of working remotely, except for the inception mission, the final event  and occasional meetings of the Steering Committee in Paris or Brussels.
