Mission description

As part of the implementation by Expertise France of the national component of the European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea, Expertise France is seeking to recruit an international Project Management Officer whose role will be to help the Project Manager in terms of project planning, project reporting, project budget and resource management and day-to-day project coordination.

Main tasks:

  • Project planning: to prepare project planning documents (work plans, action plans, procurement and contracting plan, budget documents, organisational memos…) and to revise or update them on a regular basis.
  • Project reporting: to compile data on project progress and results and prepare progress reports / updates for internal and external stakeholders.
  • Project budget and resource management: 
    -    to track expenditure and commitments against the available budgets
    -    to prepare budget forecasts
    -    to check that resources are efficiently deployed across the budget
  • Day-to-day project coordination: 
    -    to assist with the recruitment, mobilisation and deployment and on-boarding of new project team members 
    -    to assist with the assignment of tasks to team members and to check progress on the accomplishment of these tasks
    -    to coordinate schedules with members of the project team 
    -    to facilitate team productivity and efficiency through best practices and the improvement of project processes

S/he will report to the EU-FCCB Programme National Component Project Manager. 
This assignment will be based in Port Moresby, where Expertise France has a country office located within the premises of PNG’s Climate Change and Development Authority (CCDA).

Project or context description

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea is an international cooperation programme funded by the European Union whose general objective (GO) is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels”. Its three specific objectives (SOs) are:
-    SO1: “Effective implementation of evidence-based FCCB policies, governance and institutional frameworks”
-    SO2: “Improved FCCB awareness, knowledge, capacities and mobilisation”
-    SO3: “Increased inclusive and gender-responsive green growth”
This Programme consists several components, including a significant component implemented by Expertise France regarding “support at the national/institutional level with spill-over effects at the local/community level” (the Project). This project inclues for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education and awareness institutions and support for PNG-based communities, civil society organisations and private sector organisations engaged in conservation, sustainable livelihoods, and sustainable value chain development.
The Project will require a Time Extension which is why a Time Extension proposal is required.

Required profile

  • Hands-on experience in international cooperation and the implementation of donor-funded cooperation projects
  • Hands-on experience in project management
  • Hands-on experience in project budget management
  • Strong familiarity with the subject matter area (forestry, climate change, biodiversity)
  • Excellent ability to work in English (oral and written)
  • Ability to work in French (oral and written) an advantage
  • Strong writing skills
  • Good knowledge of office software (MS Office), particularly Excel
  • Organised
