Mission description

Purpose of the Mission

The senior expert(s) may be mobilized as of to provide short-term expertise on various missions related to:

·       Supporting national authorities in designing and implementing railway reforms

·       Conducting assessments of governance models, tariff systems, asset management, and private sector engagement

·       Advising on strategies for liberalisation, interoperability, and modal integration

·       Drafting technical terms of reference for further assistance or investment support

·       Facilitating capacity-building activities and stakeholder dialogue.

These assignments may contribute to the development or implementation of future EU-funded or bilateral technical cooperation initiatives in the field of transport and connectivity.

Indicative Tasks

Assignments may include, but are not limited to:

·       Carrying out institutional and regulatory assessments of railway operators and public authorities

·       Reviewing relevant policy, legal, and operational documents

·       Mapping ongoing initiatives by development partners and identifying synergies or overlaps

·       Providing strategic recommendations for technical assistance design and delivery

·       Participating in virtual meetings or missions with national stakeholders and international partners

·       Drafting briefing notes, technical concept papers, and terms of reference

Project or context description

Expertise France is the French international development cooperation agency. It was set up on 1 January 2015, and became a subsidiary of the Agence Française de Développement (AFD) on 1 January 2022.

Expertise France is regularly involved in technical cooperation programmes focusing on transport, trade facilitation, and regional connectivity. In this context, railway transport is a strategic area for engagement, particularly in partner countries undergoing major reforms in infrastructure governance, public-private partnerships, and sustainability transition. In line with the European Union’s Global Gateway strategy and other regional initiatives promoting sustainable and multimodal connectivity, among them the development of the Trans-Caspian Transport Corridor.

Expertise France seeks to identify and mobilize senior-level experts in railway infrastructure, governance and freight transport, capable of supporting policy dialogue, institutional reform, and technical assistance initiatives in Central Asia (Kazakhstan, Ouzbekistan, Kirghizistan, Turkmenistan and Tajikistan).

Preliminary applications will be collected and studied for future potential mobilization as of the last quarter of 2025 or the beginning of 2026. Additional technical and financial offer documents will be requested after the first screening of applications and depending on upcoming assignments.

Required profile

·      Master’s degree (or equivalent) in transport engineering, infrastructure economics, logistics, or related field

·      Minimum 15 years of professional experience in the railway transport sector, with a focus on freight transport

·      Strong understanding of railway reform processes, liberalisation, asset management, and tariff structures

·      Proven experience working on international railway development and reform projects

·      Previous experience working with international development banks, donors such as the European Union of the French Development Agency (AFD) or development agencies is a strong asset

·      Demonstrated ability to produce high-quality written outputs and participate in policy dialogue

·      Fluency in English (spoken and written) is required; knowledge of French and/or Russian is a strong asset

·      Knowledge of EU standards and practices in railway governance is desirable.
