Mission description

Expertise France is seeking a Head of Component Fisheries for the upcoming implementation of the European Union-funded Private Sector Development (PSD) Project in Liberia.

Reporting to the PSD Project Manager, the Head of Component Fisheries will lead the fisheries component of the project—overseeing strategic and operational implementation, supervising its financial and administrative management, and coordinating a dedicated team.

The project will primarily focus on the aquaculture value chain, particularly inland fish farming. It aims to strengthen coordination among stakeholders and reinforce each link of the supply chain, from input suppliers to production and post-harvest handling. The objective is to enhance the bargaining power of smallholders, improve market access, and contribute to inclusive, sustainable economic growth.

Cross-cutting themes such as climate resilience, gender equality, youth and PWD inclusion, and reduced dependency on imports will be integrated throughout.

More specifically, though not exhaustively, the Head of Component Fisheries’ tasks will include:

Project implementation and coordination:

During the inception phase of the project, a number of key elements for this component will be confirmed or refined to ensure a smooth launch and alignment with the operational context. The Head of Component Fisheries will contribute to the following:

  • Validation of specific intervention areas within the pre-identified regions;
  • Confirmation of selected fish farming clusters and relevant value chain actors;
  • Development or fine-tuning of specific methodologies in collaboration with stakeholders, particularly regarding grant eligibility criteria and support mechanisms;
  • Joint review of the work plan and implementation schedule to adjust sequencing or timing as needed;
  • Initial stakeholder engagement to validate assumptions and foster early ownership;

In charge of the implementation of the Fisheries component, the Head of Component Fisheries will:

  • Lead the planning, scheduling, and coordination of activities in accordance with the overall project work plan;
  • Identify expertise requirements for the various activities and ensure proper mobilisation of technical experts;
  • Draft calls for proposals, procurement plans, technical guidelines, and contribute to quality control of contracts and monitoring of contractual commitments;
  • Coordinate with the procurement officer to contract external expertise;
  • Ensure quality control of activities and deliverables, verify alignment with the indicators defined in the project’s logical framework, and provide guidance to technical experts;
  • Actively participate in the implementation of activities by providing strategic direction and ensuring the integration of cross-cutting themes such as gender equality, youth and PWD inclusion, and climate resilience.

Team Management:

The fisheries team will be composed of four staff members: one in charge of the fisheries grant scheme and three regional animators. The Head of Component Fisheries will:

  • Responsible for the hiring of the Fisheries team;
  • Manage, coordinate and supervise the Fisheries team to ensure that the component achieves its objectives;
  • Facilitate regular team meetings and plan team activities to ensure a smooth component implementation;
  • Ensure the supervision of staff performance, set individual objectives for each team member, ensure workload management and hold individual annual performance evaluation meetings;
  • Ensure compliance with EF’s security rules and supervise that the team respects the security guidelines especially during field trips.

Stakeholders’ engagement and strategic alignment:

Multiple stakeholders are currently implementing fisheries-related interventions in Liberia. To ensure the effectiveness and added value of Expertise France’s contribution, the Head of Component Fisheries will:

  • Establish close collaboration with partners and stakeholders in the fisheries sector;
  • Promote synergies and avoid duplication with existing or parallel interventions;
  • Lead consultations with technical experts, value chain actors, and national institutions to define priorities, ensure alignment with national strategies, and encourage stakeholder participation.

Reporting and accountability:

The Head of Component Fisheries will contribute to internal and external reporting processes to ensure transparency, coordination, and accountability; and more specifically will:

  • Ensure regular internal reporting at project level to monitor progress, inform decision-making, and facilitate coordination among components ;
  • Provide timely and accurate inputs to the Deputy Project Manager, Project Manager, and the wider project team to support high-quality reporting to the EU Delegation and other stakeholders;
  • Contribute to the preparation of Steering Committee meetings and technical committee sessions;
  • Maintain close coordination with the Agriculture Project Officer based at Expertise France headquarters.

Project or context description

Liberia’s private sector holds significant potential for driving economic growth, decent job creation, and poverty reduction. However, this potential remains untapped due to structural weaknesses in economic governance, a challenging business environment, and an unfavourable investment climate. These systemic constraints, combined with underdeveloped value chains in the cassava, fisheries, and wood sector, limit opportunities for inclusive and sustainable economic transformation.

At the same time, these issues present clear entry points for targeted interventions under this Action, aiming to improve economic conditions, strengthen key value chains, and support private sector growth and create the business environment and investment climate in which they can flourish.

The Overall Objective of the Action is to contribute to increase the competitiveness, inclusivity and environmental sustainability of cassava, fisheries and wood processing value chains for enhanced decent job creation, economic growth, and competitiveness of Liberian MSMEs. The Action also takes into consideration strategic approaches aimed at addressing structural barriers to decent work opportunities for all Liberians, including Persons with Disabilities (PWDs), thereby facilitating their active involvement and contribution to Liberia’s labour market.

The Specific Objective (outcome) of the Action aims to ensure that MSMEs, with a focus on enterprises owned by women, youth and persons with disabilities, within the three targeted value chains increase their productivity and production quality so they can offer decent and inclusive job conditions while committing to environmental sustainability standards. However, this may occur only if the general ecosystem, including access to skills and business development services, is improved, therefore requiring policy dialogue at all stages of project implementation, involving the public and private sector, and EU and Liberian MSMEs.

The Action will focus on the two main areas of intervention and the related challenges: private sector development and value chain development (cassava, fisheries and wood).

Three components for the implementation of the Action have been defined as follows:

  • ·         Component 1: Improved regulatory frameworks through PPD, including a high level policy dialogue platform, and Institutional Capacity Development for a more conducive business and investment climate in line with sustainable and inclusive international standards.
  • ·         Component 2: Improved skills of MSMEs within the three target value chains, with particular emphasis on enterprises owned by women, youth and persons with disabilities.
  • ·         Component 3: Enhanced capacity of national stakeholders for creating employment and improved access to decent work opportunities for all, including marginalised groups (youth, women and persons with disabilities) for better skills, livelihoods and workplace accountability in line with International Labour Standards. 

The Action is financed by the European Union and will be co-implemented by Expertise France and the International Labour Organisation (ILO).

Required profile

Background

Master’s degree in fisheries, aquaculture, marine sciences, environmental sciences, natural resource management, agricultural economics, or other relevant fields.

Professional Experience

  • 5 to 7 years of professional experience in the management or supervision of international technical assistance projects related to fisheries or aquaculture, including experience with value chain strengthening.
  • Proven experience in fisheries/aquaculture.
  • Strong experience in institutional dialogue and stakeholder coordination, including engagement with civil society organisations and value chain actors.
  • Excellent command of project cycle management, including logical frameworks, indicator-based monitoring, and donor reporting. Prior experience with EU-funded projects is highly desirable.
  • Professional experience in Sub-Saharan Africa an asset, preferably in West Africa, with sound understanding of local aquaculture ecosystems, socio-economic dynamics, and operational constraints in rural or peri-urban settings.

Skills

  • Project and grant management: Strong skills in planning, budgeting, and risk management. Excellent organisational abilities and capacity to work autonomously.
  • Analytical skills: Ability to develop strategic recommendations and provide clear technical guidance based on evidence and contextual analysis.
  • Leadership: Strong team spirit, ability to manage teams in a multi-cultural context, and to build consensus among stakeholders around common objectives.
  • Communication skills: Excellent written and oral communication skills, including the drafting of reports, terms of reference, briefing notes, as well as delivering presentations, facilitating discussions, and conducting negotiations.
  • Languages: Full professional proficiency in English is required. Knowledge of French an asset.
  • IT skills: Proficiency in standard office software (MS Office Suite, etc.).
