II. Context
Expertise France (EF) signed a delegation agreement with the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU in previous programmes and builds on opportunities arising from the reforms proposed by the Jordanian "Royal Committee to Modernize the Political System" regarding constitutional reform and changes in Political Parties' Law and Parliamentary Elections Law.
The overall objective of this programme is to promote a more participatory, inclusive, and accountable democratic process.
The specific objective(s) of this programme are as follows:
1. To ensure young men and women meaningful participation in democratic life
2. To support political parties in creating an enabling environment for increased participation of and responsiveness to diverse groups
3. To support the House of Representatives in exercising its core parliamentary functions with greater professionalism, effectiveness, inclusivity, and accountability
The expected results of this programme are:
Under SO1:
· Young community leaders (men and women) are supported to drive change that is relevant to their communities
· Politically active youth within parties are empowered to become influential decision-makers within their political parties
· Women and youth MPs are supported to exercise their mandates fully
· Cross-cutting media outputs: Civic and political participation is promoted through media outlets
Under SO2:
· Enhanced capacity and know-how of political parties to develop professional and programme-based institutions
· Enhanced capacity of institutions (MoPPA and IEC) to effectively oversee political parties' registration and finance
· Political parties engage in pre- and post-election dialogue with other political actors
Under SO3:
· The HoR Secretariat is assisted to meet the needs of MPs and parliamentary blocs
· The HoR is supported to carry out more robust and inclusive financial and budget oversight
· The HoR is supported to carry out more robust and inclusive policy and legislative oversight
· The HoR is assisted to strengthen its outreach, particularly towards women and youth
· Cross-cutting output: Media outlets participate in the democratic process
For the implementation of its action, EF will rely on the support of the following implementing partners through grant contracts:
ü The Netherlands Institute for Multiparty democracy (NIMD): implementation of actions to contribute to achieving SO1 and SO2
ü Westminster Foundation for Democracy (WFD): implementation of actions to contribute to achieving SO3
ü Canal France International (CFI): implementation of actions to achieve cross-cutting outputs with media.
III. Assignment Objectives
1) General objective
The objective of the assignment is to systematically capture and analyse best practices as well as success stories that have emerged from the implementation of the programme, at various levels, including:
· Implementing partners
· Stakeholders/Jordanian counterparts
· Political parties
· Targeted beneficiary groups.
Moreover, to systematically identifying critical obstacles hindering implementation, investigate underlying factors contributing to inefficiencies or gaps, and propose short-term remedial actions to address urgent gaps and long-term strategic adjustments to enhance scalability and sustainability.
This will ensure the provided support remains adaptable to contextual shifts and changes, aligned with actual needs, and responsive to emerging challenges.
Additionally, this assignment will highlight valuable insights into the missed opportunities within the ongoing interventions and define future planning priorities. Moreover, the assignment aims to develop a practical and actionable methodology for replicating and scaling successful practices during the remaining implementation period while pinpointing areas of development.
2) Specific objectives
For each outcome, the contractor will identify key challenges, successes, areas for improvement, and develop actionable recommendations to enhance the implementation effectiveness. These insights will serve as cross-cutting learning criteria across all programme outcomes.
Also, the contractor will look into the overall programme implementation management, contracting methodologies, plus communication and coordination methodologies with the Jordanian counterparts. This will shed light on the best current methodologies and will advise on other methodologies that can elevate the implementation effectiveness.
Additionally, the contractor will address the following learning criteria through a set of agreed-upon questions according to the learning matrix that will be developed, while ensuring that the analysis incorporates the three main components of learning: Success, challenges, and recommendations for improvement.
Learning criteria:
1- Programme activities’ effectiveness and relevance.
2- Design and contracting methodology.
3- Collaboration and the benefits foreseen from collaborating with other stakeholder.
4- The most significant changes resulted from the implemented activities.
5- Sustainability and to what extent the modality of intervention ensure the sustainable changes.
6- Lessons learned and adaptation.
7- Scaling-up and replication.
IV. Anticipated results
The assignment is expected to deliver the following:
- Inception report: overall analysis of stakeholder ( Jordanian counterparts, implementing partners, and the targeted group) experiences.
- Learning report: identification of lessons learned and best practices to improve current/future actions.
- Programme innovations and success stories presentation
- Learning event report (validation): summarising stakeholders' feedback of the learning event.
Final report: lessons learned, identification of scaling-up strategies, short/long-term recommendations.
- Actionable guidelines for adaptive programme implementation management, contracting methodologies, plus communication and coordination methodologies with the Jordanian counterparts.
V. Tasks to be performed by the Contractor
This Learning assignment methodology will be developed by the contractor. However, the methodology should adopt a mixed-method approach comprising both qualitative and quantitative data, including innovative approaches and methods.
Likewise, the learning assignment will develop a sound sampling methodology as needed. The data collection have to include variant approaches to gain a deeper understanding of the programme component, including:
a) Data collection:
- Desk review / Literature review
I. Jordanian Democratic Reforms agenda
II. Programme description of action (DoA)
III. Partners DoA and amendments
IV. Logframe indicators and programme MEAL Plan
V. Progress reports, etc.
- Quantitative surveys with the targeted beneficiary groups
- Qualitative approaches:
- Semi-structured interviews / Key informant interviews with:
i. Secretary Generals(SGs) of IEC, MoPPA and HoR
ii. The involved staff from the Jordanian counterparts
iii. Members of Parliament
iv. Partners’ key staff
v. SGs of political parties
vi. Media institution
- Focus group discussions (e.g., Implementing Partners, Politically and Civically Active Youth and Journalists, political parties, etc.)
- Surveys and /or questionnaires as needed
- Case studies for selected activities ( e.g. Youth camps, PLDP)
- Other participatory approaches as recommended by the contractor.
b) Learning Event: present preliminary findings to stakeholders for feedback and consensus
The developed methodology should ensure a participatory approach and should cover the programme activities implemented from January 2024 until August 2025.
As part of this assignment, the contractor is expected to carry out the following tasks:
1. Tasks during the preparation phase
After the kick-off meeting with the programme team, the contractor should review their proposed methodology and update the technical documents (e.g. technical offer/ workplan), ensuring alignment with the assignment requirements (if needed).
Furthermore, the following tasks are to be carried out by the contractor during this phase:
- Desk review/ literature review
- Set up the workplan and data collection ( KII, FGDs) schedule in coordination with the programme team.
- Design and validate with the programme team the following:
a) Quantitative surveys.
b) The key informant interviews (e.g., with MPs and HoR staff members, partners’ key staff, Democratic Institutions, etc.)
c) The focus group discussions (e.g., Implementing Partners, Politically and Civically Active Youth and Journalists, etc.)
d) The learning event/workshop that is planned with partners and stakeholders at the end of September 2025.
e) Other participatory approaches might be proposed by the contractor.
2. Tasks during the implementation phase:
- Conduct the quantitative surveys and share them with the targeted groups.
- Conduct the key informant interviews (e.g., with MPs and HoR staff members, partners’ key staff, Democratic Institutions, etc.) The programme team might observe a couple of interviews.
- Conduct the focus group discussions (e.g., Implementing Partners, Politically and Civically Active Youth, and Journalists etc.) The programme team might attend the FGDs
- Design and facilitate the learning event/workshop
- Draft the required reports.

VII. Coordination
The contractor shall designate a single contact person for programme implementation purposes.
A launch meeting shall be held within 5 working days after the contract award has been notified.
Close collaboration must take place with the programme team from assignment preparation right up to completion. Place, duration, and terms of performance

I. Required expertise and profile
1) Number of experts per assignment: 1 (National consultant, team of national consultants, or firm)
2) Profile of the designated expert(s) responsible for contract execution
- Education: Holds a postgraduate university degree (Master's level or higher) in a field relevant to the assignment, such as governance, law, public policy, or political science.
- General professional experience: Possesses at least 10 years of professional experience in the governance field, civic engagement, democratic reforms, or related fields.
- Specific professional experience: Proven experience in evaluating complex programmes with a focus on learning, adaptation, and knowledge management.
- Leadership/management experience: Strong experience in leading participatory methods such as focus group discussion, key informant interviews, and co-creation workshops,
- Stakeholders management: Proven experience in multi-stakeholder coordination and engagement, including working with government bodies, civil society, and donors,
- Demonstrated sectoral experience and knowledge in the fields covered by the learning exercise, including good knowledge of context and the programme's targeted groups,
- Proven abilities in qualitative data collection, analysis, synthesis, and facilitation (e.g., leading focus groups, workshops),
- Familiarity with scaling and replication methodologies, including tools for identifying and assessing scalable practices to inform entry points for future interventions,
- Possesses at least 5 years of proven experience and skills in learning and capitalisation assignment, preferably for EU-funded or donor-funded programmes.
- References or samples of previous work in similar assignments,
- Excellent written and spoken command of Arabic and English, with a proven track record of producing high-quality reports and knowledge products.

I. Requirements on the format of the application

· A technical proposal: showing a clear understanding of the elements of the terms of reference, the methodology, composition of the team, CVs/profile, and similar experiences ( sample of work), as well as the elements mentioned in the terms of reference (detailed work plan, division of roles and responsibilities)
· A financial proposal: overall budget breakdown including the following budget items: (daily rate of each contributor; breakdown of intervention time per contributor and per work phase; additional costs (services and supplementary documents); transportation costs, logistical expenses.
