Mission description

Over the past decade, Jordan's security has been suffering from an increased pressure on both its borders, especially with Iraq and Syria, and on Jordanian law-enforcement actors and security agencies. The European Union's (EU) decision to support the coordination and sustainability of civil-military operations in the Eastern part of Jordan through the Integrated Boarder Management (IBM) program, led them to first fund an initial project named "Reinforcing Jordan capabilities at the Eastern Border" (SECFRON I) and implemented by Expertise France from 2019 to 2021. This project helped enhance the ability of Jordanian authorities to quickly react to any humanitarian crisis or security threat and to ultimately improve the sustainability of civil-military operations in the area through the construction of an Administrative and Logistical Hub in the Mafraq Governorate. A second project called "Support the Jordan security and defence Forces" (SECFRON II) has since improved the Hub and reinforced the initial project's capacity-building activities.

 

A third phase of intervention is now required to reach the full operational capacity of the defence forces and to address persistent high security challenges in border areas. To do so, the European Union has planned to finance the project "Support to the Jordan armed forces at the eastern and northern borders" (SECFRON III) to strengthen security and stability at the Jordan Eastern and Northern borders through a better Jordanian Armed Forces (JAF) integrated border management. The project will be implemented by Expertise France over a period of three years.

 

Building on its extensive experience in supporting the Jordanian Armed Forces (JAF) and based on the needs they have expressed, Expertise France (EF) will conduct activities to strengthen the presence of the JAF at the borders. The actions carried out will focus on the two components stated below and will be implemented in close partnership with the JAF:

(i) Infrastructure: construction of buildings to upgrade of current facilities;

(ii) Supply of equipment and vehicle.

Project or context description

POSITION DESCRIPTION:

 

Under the responsibility and guidance of SECFRON III Project Manager, in collaboration with Expertise France country's office based in Amman and in close collaboration with the JAF, the Infrastructure Officer will assist Expertise France and the national authorities by providing technical and legal support in the implementation of infrastructure activities. The officer's main responsibility is to ensure that the project delivers the required infrastructure in accordance with the specified terms and conditions in terms of duration, costs, quality, scope, risks and expected results, as set out in the contract.

He/She is responsible for the execution of contract concluded with the engineering consultancy company[ALM1] . He/She oversees all stages of planning, contracting, implementation and acceptance of works, validating the approaches and operating methods proposed by the engineering consultancy company. He/She ensures daily coordination with national partners and the engineering consultancy company. He/She will identify risks and propose mitigation measures to the stakeholders with the validation of Expertise France.

 

SPECIFIC RESPONSIBILITIES:

 

In more detail, but not limited to, the Infrastructure Officer will be expected to perform the following activities:

Support for the selection of contractors (Engineering Consultancy company, Construction companies):

·       Mapping and sourcing of companies;

·       Company evaluation missions or meetings;

·       Drafting of special technical specifications documentation, preparation of financial annexes and support for the preparation of consultations;

·       Technical and financial analysis of bids;

·       Participation in negotiations;

·       Support the revision of the technical offer with the companies;

·       He/she will support the preparation of contracts for the engineering consultancy company and construction companies, and monitors the contracting process, in collaboration with the dedicated legal unit of EF's country office.

 

Support and monitoring of the engineering consultancy company's mission:

·       Monitoring of all the activities conducted by the engineering consultancy company for each project site, ensuring compliance with the contract and with applicable standards and regulations. This monitoring may be carried out in conjunction with the relevant contract holder and local authorities, including:

o Approval of execution plans and the general work schedule;

o Organisation and conduct of site inspection visits. Recording of expectations and decisions by means of service orders to be countersigned by the contract holder;

o Analysis of site visit reports;

o Monitoring of construction site installations;

o Establishing and monitoring payment schedules for invoices;

o Formalising subcontracting agreements for validation by the partners;

o Checking and approving monthly statements and requests for modifications to the works;

o Monitoring the drafting and issuance of penalty service orders at the request of the project owner, including those relating to an extension of the task implementation period;

o Monitoring the dismantling of site installations and general cleaning;

o Approval of the general statement of account for the works;

·       Advising Expertise France on the management of construction sites supervision, particularly in the event of delays;

·       Assistance in the event of litigation for conflict resolution;

·       Assistance with provisional acceptance operations, including the establishment of a list of reservations and the deadline for resolving these reservations.

 

Cross-cutting support in the field of infrastructure:

·       Discussions with stakeholders at the request of Expertise France;

·       Support to the Project Manager in the preparation of technical or steering committee meetings in relation to his/her mission;

·       He/She may be required to participate in the selection of any additional infrastructure expertise;

·       He/She may be required to participate in the organisation of project events related to infrastructure (groundbreaking ceremonies, inaugurations, etc.).

 

Required profile

REQUIRED QUALIFICATIONS AND EXPERIENCE:

 

Qualifications and experiences:

·       University degree at least at Master's level in civil engineering/military engineering;

·       At least 7 years of international professional experience in the development, management and monitoring of large-scale infrastructure projects, including on procurement, legal and contractual issues[ALM1] ;

·       Proven experience in a fragile or volatile security context;

·       Proven experience in managing military infrastructure projects would be an asset;

·       Experience in Jordan or in the Middle-East region would be considered an asset.

 

Skills:

·       Excellent command of all stages of infrastructure project management (planning, coordination and monitoring of activities and schedules);

·       Good knowledge of public procurement procedures, particularly in construction contracts;

·       Very good written and oral command of English, including the ability to prepare high-quality reports;

·       Professional command of French and Arabic would be an asset;

·       Ability to conduct and maintain trustful relationship with politically sensitive partners, respect for confidentiality;

·       Negotiation and conflict resolution skills;

·       Ability to work independently and report back;

·       Ability to manage and facilitate meetings;

·       Constructive, energetic and positive attitude to work;

·       Ability to work under pressure in a challenging environment;

·       Proficiency in IT tools and Office software (Excel, Word, etc.).
