Over the past decade, Jordan's security has been suffering from an increased pressure on both its borders, especially with Iraq and Syria, and on Jordanian law-enforcement actors and security agencies. The European Union's (EU) decision to support the coordination and sustainability of civil-military operations in the Eastern part of Jordan through the Integrated Boarder Management (IBM) program, led them to first fund an initial project named "Reinforcing Jordan capabilities at the Eastern Border" (SECFRON I) and implemented by Expertise France from 2019 to 2021. This project helped enhance the ability of Jordanian authorities to quickly react to any humanitarian crisis or security threat and to ultimately improve the sustainability of civil-military operations in the area through the construction of an Administrative and Logistical Hub. A second project called "Support the Jordan security and defence Forces" (SECFRON II) has since improved the Hub and reinforced the initial project's capacity-building activities.
A third phase of intervention is now required to reach the full operational capacity of the defence forces and to address persistent high security challenges in border areas. To do so, the European Union has planned to finance the project "Support to the Jordan armed forces at the eastern and northern borders" (SECFRON III) to strengthen security and stability at the Jordan Eastern and Northern borders through a better Jordanian Armed Forces (JAF) integrated border management. The project will be implemented by Expertise France over a period of three years.
Building on its extensive experience in supporting the Jordanian Armed Forces (JAF) and based on the needs they have expressed, Expertise France (EF) will conduct activities to strengthen the presence of the JAF at the borders. The actions carried out will focus on the two components stated below and will be implemented in close partnership with the JAF:
(i) Infrastructure: construction of buildings to upgrade of current facilities;
(ii) Supply of equipment and vehicle.
Under the supervision of the Country Director, the Project Manager is responsible for the overall leadership and strategic direction of the project, as well as s/he is accountable for the operational and financial management of the project and overall achievements. With the support of the Amman office and the geographical and technical department in HQ, s/he will ensure timely and quality delivery of both project components, recruit and manage the expert team, and serve as the primary liaison with Jordanian partners and the donor (European Union).
The Project Manager is responsible for the day-to-day implementation of the project and the achievement of the objectives defined by Expertise France according to the criteria of time, costs, quality, scope, risks, procedures and expected results. S/he will manage the production of deliverables and outputs, taking responsibility for the overall progress and use of resources, and initiating - in consultation with the EF team - corrective actions if needed.
The Project Manager represents the project towards the national authorities, the European Union representations and missions and all technical and financial partners. S/he supervises the project team on site as well as the experts and must be able to provide support and guidance.
S/he will work with EF Country office in Jordan to ensure compliance with administrative and financial management, procurement and logistical procedures for project activities, and will advise and guide the technical teams in charge as required.
S/he will ensure good coordination, smooth exchanges and sharing of information, will prepare technical and periodic reports and ensure good communication and visibility of the project.
S/he will ensure compliance with the security measures defined in conjunction with Expertise France Security Department.
SPECIFIC RESPONSABILITIES:
In more detailed but not exhaustive terms, the Project Manager is expected to:
Strategic and operational planning:
· Lead and structure the inception phase of the project in close coordination with JAF and key stakeholders.
· Monitor and update the project's logical framework, implementation calendar, and monitoring and evaluation framework based on the needs of the project.
· Ensure that project planning is responsive to the evolving context.
Project management:
· Plan, prepare and implement project activities, with the assistance of project officers and experts, and contractors mobilised for specific activities;
· Ensure the operational and budgetary planning and monitoring of the project, with the assistance of the project team and partners and in compliance with applicable procedures;
· Participate in/coordinate the procurement processes necessary for the implementation of project activities, with the support of the EF Country office's legal and HR service;
· Ensure the completion of internal tools for coordination and monitoring in a timely manner (such as the workplan, monthly financial forecasts, procurement plans, and risk matrix etc.)
· Prepare interim and final activity reports in accordance with contractual deadlines and modalities, prior to submission to the Country Director for validation.
· Ensure good and sound collaboration with EF Support Services Unit in Amman, ensuring relevant services have all necessary inputs for smooth execution (procurement, logistics), internal financial reporting (financial monitoring, forecasts, and budget closures) and external financial reporting to the donor.
· Anticipate and manage project risks and challenges, proposing mitigation strategies in collaboration with the PSU and EF HQ.
· Ensure compliance with the security measures defined in conjunction with the EF security Department;
· Ensure project visibility following the EU guidelines, in collaboration with the Project Officer.
Staff management and Expert supervision:
· The Project Manager is responsible for managing and coordinating the project team, composed of one Project Officer, one Infrastructure Officer and other possible long-term and short-term experts, and liaise with EF Country Office and the Unit Support Project (USP) ;
· Ensure that experts deliver their assignments in a timely manner and as per the expected outputs and that the support provided by the officers and experts is fully adapted to EF's procedures and national partners' need;
· S/he must be able to support the technical experts under his/her supervision in the diagnostic, implementation, monitoring and evaluation phases;
· Supervise the recruitment of experts or consultants and recruit EF project staff if needed.
· The Project manager actively contributes to the daily functioning of the Country Office by attending regular team meetings, cross-functional collaboration, and encouraging synergies between teams and projects
Institutional representation & partnership:
· Represent the project, ensure collaborative dialogue and partnership with the national authorities, the European Union delegation, and all stakeholders;
· Represent EF in coordination and technical meetings, in governance bodies (technical and steering committees), or any meetings related to the project strategy and implementation.
Qualifications and experience:
Skills:
- Excellent written and oral communication skills in English, including the ability to prepare high-quality reports, formulate positions on sensitive issues and defend them before the authorities;
- Professional command of French and Arabic would be an asset;
- Excellent command of strategic planning methods and the project cycle;
- Excellent project management skills (technical, administrative and financial monitoring);
- Ability to supervise the implementation of a project and ensure its monitoring and evaluation in close collaboration with the national counterparts, donors and Expertise France;
- Demonstrated knowledge of European and international donor procedures for delegated project management;
- Good knowledge of public procurement procedures, particularly in construction and equipment contracts;
- Good knowledge of security issues in Jordan and defence sector intervention policies and strategies is desirable;
- Proven ability to coordinate and manage teams;
- Proven ability to resolve conflicts;
- Ability to build relationships of trust with national partners and external stakeholders and to continually demonstrate openness and respect for confidentiality;
- Constructive, energetic and positive attitude to work;
- Ability to work under pressure in a difficult environment;
- Ability to identify security issues, enforce security rules and propose corrective measures;
- Proficiency in IT tools and Office software (Excel, Word, etc.).
