DESCRIPTION OF THE ASSIGNMENT:

Expertise France is hiring a Project Team Leader based in Kigali. The selected candidate will be responsible for the overall strategy and coordination of the project, liaising with national authorities, the European Union Delegation (EUD), EU Member States, and other stakeholders.

The Project Team Leader will report hierarchically to the Country Director at the EF Representation in Rwanda and will work in coordination with the EF Project Manager based in Paris.

The Project Team Leader will be responsible for managing and overseeing the operational implementation of project activities. The project is funded by the European Union Delegation in Kigali.

Coordination of the project

The selected candidate will be responsible for the overall management, implementation, and monitoring of the project strategy, ensuring that Expertise France’s contractual obligations are met, particularly in terms of planning, financing, monitoring, and reporting.

• In collaboration with the Key Experts, identifies expertise needs for the various project components and ensures that experts are properly mobilized;
• Represents Expertise France in interactions with all relevant stakeholders and actively participates in the project's governance mechanisms;
• Liaises with the Government of Rwanda (GoR) and Rwandan technical partners, together with his/her deputy;
• Coordinates with partners of the “French Group” — including the French Embassy, AFD, and other French institutions;
• Engages with the European Union Delegation (EUD), European agencies involved in the TEI MAV+ program in Rwanda, and any other stakeholders required for the implementation of the action;
• Ensures the integration of cross-cutting issues such as gender, environment, project visibility, and capitalization.

Team management :

The Team Leader will supervise two key technical experts and a local team of two staff members: a Deputy Team Leader and a MEAL Officer, as well as a broader pool of technical experts.

• The selected candidate is responsible for maintaining a high level of communication among experts and technical partners mobilized by Expertise France;
• Organizes regular coordination meetings with staff, experts, and partners mobilized by Expertise France;
• Ensures timely delivery of reports and other deliverables expected from experts and partners, in line with their contractual obligations;
• Oversees the recruitment of experts when needed, in coordination with the Project Manager at Headquarters.

Support Functions

Updates and validates the procurement plan in collaboration with the HQ project team, the Administrative and Finance Manager.

• Approves contracts and purchases in accordance with Expertise France’s internal regulations and validation thresholds, in coordination with the HQ project team, the Administrative and Finance Manager, and support services;
• Monitors project expenditures, consolidates the project budget (forecasts), and updates the workplan for field disbursements (cash flow);
• Coordinates the organization of internal and external missions related to the project (e.g., headquarters visits, short-term expertise, partner missions, etc.);
• Ensures compliance with Expertise France’s administrative and financial procedures.

Monitoring, evaluation, reporting:

• The selected candidate oversees the project's progress and ensures the quality of deliverables, including intermediate and final technical and financial reports, as well as annual financial audits;
• Consolidates internal narrative and financial reports;
• In collaboration with the Project & MEAL Officer, monitors project indicators in line with the project logframe.

Security in coordination with Security Director of EF Paris

• The selected candidate strictly follows the security guidelines provided the Security Director of Expertise France in Paris and Must provide any relevant information likely to have an impact on Security and Safety management of staff, materials and facilities without delay.
