Mission description

The Deputy Project Manager will serve as the operational and technical backbone of the project, working closely with the Project Manager (PM) and supporting the day-to-day implementation of all activities. This includes coordination of technical activities, and operational reporting, while overseeing the work of the project technical team, based in Luanda. The Deputy PM will also serve as acting Project Manager during periods of absence.

Key Responsibilities

A. Technical project coordination

  •           Support the Project Manager in planning, coordinating, and implementing all project activities related to Outcomes 1 and 2.
  •           Define the technical intervention strategy to reach the project’s objectives, in consultation with the local stakeholders, and in close collaboration with the Technical Team.
  •           Oversee the development of the project’s action plan, in close collaboration with the Technical Team, and in alignment with the FIAP, Camoes and IFC Technical Teams.
  •           Coordinate the Technical Team (Technical Lead Outcome 1, Technical Lead Outcome 2, Awareness Raising Officer and Institutional Platform Coordinator) and oversee their work in the implementation of activities.
  •           Manage, supervise and coordinate the work of short-term experts and service providers, ensuring the quality of their deliverables
  •           Ensure smooth daily operations, including logistics and activity scheduling.
  •           Prepare internal management tools (dashboards, workplans, calendars, etc.).

C. Team management

  •      Provide day-to-day support to the project team.
  •         Participate in the recruitment of experts.
  •         Monitor performance and support capacity building within the project team.

D. Monitoring, Evaluation, and Reporting

  •          Contribute to drafting narrative annual reports in line with donor requirements.
  •          Provide inputs to the Monitoring and Evaluation Officer to ensure timely data collection and reporting of project indicators.
  •          Assist in organizing mid-term reviews.

E. Representation & Stakeholder Coordination

  •         Represent the project in technical coordination meetings and working groups.
  •         Ensure fluid communication with local partners (ANR, municipalities, etc.) on operational matters and act as a thematic focal point for different institutions and cross-sectoral actors
  •         Support the organization of events, workshops, and field missions.

This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly.

 

Project or context description

The solid waste management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructures, and limited enforcement of regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management in Luanda and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões instituto de cooperação e língua, the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAP).

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on: 

  • Outcome 1: Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.
  • Outcome 2: Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).

Required profile

A. Education & Qualifications

  • Master's degree in public administration, international development, environmental management, or a related field.
  • Fluency in English and Portuguese is required.  French is an asset.

  • Excellent knowledge of the waste management and circular economy sectors.
  • Strong organizational and coordination skills.
  • Excellent communication and interpersonal skills; ability to work with diverse teams.
  • Strong computer skills (Word, Excel, PowerPoint, Teams, project management tools).
  • Project management: Strong planning, budgeting, and risk management skills.
  • Sense of responsibility, thoroughness and proactivity
