Based in Nairobi, reporting to Expertise France in Paris, and working closely with the local implementing entities, the Programme Coordinator oversees the implementation of grant scheme under the responsibility of Expertise France, ensuring compliance with AFD procedures through the following tasks:
Responsibility 1: Support to Grants Implementation and Monitoring
A. Monitoring
1. Oversee the implementation of grant-funded activities, monitoring progress against workplans and budget allocations for the two grants.
2. Promote the appropriation of the pedagogical approach among local actors.
3. Support the Kenya Red Cross in organizing the update of the life-skills manual for children with special needs, its dissemination and its appropriation by the coaches.
4. Support stakeholders in planning activities for the two components of the program in each partner school of the program in the concerned counties from January 2026 to August 2026.
5. Ensure that the stock of equipment (small sports equipment & specialized equipment for children with disabilities) is purchased and routed from stakeholders.
6. Ensure the dissemination of program communication activities.
7. Manage institutional relations with the local authorities, the AFD, NBA and French Embassy, Paralympic committee…
8. Supporting the Kenyan Red Cross in the development and successful running of the integration of children with disabilities component of the project
B. Financial management
1. Maintain accurate and up-to-date records of grant-related activities and documentation, ensuring transparency and accountability throughout the process.
2. Coordinate with the Finance & Administration teams to review partners expenses and ensure financial compliance with grant agreements.
3. Identify and coordinate necessary contractual adjustments for the successful execution of grant contracts (amendments, budget modifications, etc.).
4. Organize regular multilateral meetings with the project stakeholders (NBA, AFD country office and HQ, Admedia and KRC) and share meeting minutes with all stakholders
5. To follow the administrative issues of the program: contracts and amendments of coaches, relations with schools etc ...
C. Events
1. Monitor the organisation of the key events of the program (including Final Games, training of the coaches, awareness day for the Physical Education teachers of partner schools and any public event where the program could be put forward((Africa France Summit, Youth Olympic Games, Basketball Africa League etc)), in coordination with Admedia, and provide assistance in the relations with authorities (Ministry of Education, Ministry of Sport, Kenya Academy of sport, local authorities) and program partners (AFD, NBA, French Embassy in Kenya)
2. Organise site visits
3. Support the organization of the Final Game 2026.
4. Ensure that the stock of equipment (small sports equipment) is purchased and routed from stakeholders.

Responsibility 2: Reporting and Archiving
1. Manage the archiving of grant-related documents and ensure their accessibility for internal and external stakeholders.
2. Prepare and submit timely and accurate qualitative reports on grant activities, including narrative summaries and financial forecasting.
3. Support the final external audit of the program in Kenya (relations with auditors, supporting documents etc..).
Responsibility 3: MEAL and Capitalization
1. Collaborate with the MEAL Coordinator of the Kenya Red Cross (KRC) to collect, analyse, and report on monitoring data, providing feedback to grantees as needed.
2. Accompany the external program evaluation mission (2026) of the program in Kenya, its organization as well as its deliverables, throughout the Kenyan territory.
3. Accompany and facilitate the organization of interviews leading to the Expertise France capitalization document of the program.
4. Organize a meeting with key program stakeholders (Ministry of Education, Ministry of Sport, Kenya Academy of Sports, NBA country office, AFD country office) to share the results of the evaluation of the program and identify opportunities to scale-up and sustain the program on the long term (ideally Q4 2026 after the program evaluation).
Expertise France is the second largest technical cooperation agency in Europe. It designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Governance, security, climate, health, education… It operates in key areas of development and contributes to the achievement of the Sustainable Development Goals (SDGs) alongside its partners. Since 2020, Expertise France is the main implementer for the Basketball Experience project funded by NBA and the French development Agency (AFD).
I - Project description.
Main objective of the Basketball Experience program:
The program, launched in Morocco in 2020, duplicated in 2021 in Nigeria, end of 2022 in Senegal and Kenya in 2023, aims to develop the use of sport as a vector for education and awareness, by building socio-educational programs for the transmission of social skills (self-confidence, gender equality etc ...) through the practice of basketball among 9 – 17-year-olds.
3 main components of the program:
· the rehabilitation of local sports structures (responsibility and NBA funds),
· the implementation of socio-educational programs in schools via local CSOs (Expertise France (EF) on AFD funds).
· New component in Kenya focusing on children with disabilities and inclusion threw sport
Mode of intervention in each country:
Expertise France oversees the implementation of these programs by coordinating the activity of a CSO in each country (Kenya Red Cross Society in Kenya) which is in charge of implementing the socio-educational programs in schools (selection of primary and secondary schools with the Ministries of Education and Sport, development of the sport-based life skills curricula, recruitment, training and management of the coaches, supervision of the implementation of the program in schools, coordination, monitoring, evaluation and reporting on the program) and a communication agency (Admedia in Kenya) who organizes the major events of the program and buys the small sports equipment (cones, whistles, jerseys, etc…) needed for the program.
The coaches (10 men and 10 women) are trained by the NBA on basketball skills and the KRC on the life-skills curricula and conduct the basketball and lifeskills sessions in schools with the children throughout the school year.
Program activities:
The students are accompanied by the coaches during weekly basketball and life-skills development activities and their involvement is rewarded by a closing inter-school competition event of the year, the "Basketball Experience Final Game" (regularly in July).
State of play of the project in July 2025:
The project was officially launched in Kenya in July 2024 during the inauguration of 2 renovated courts in Kaserani, Nairobi, in the presence of the Ministry of Education, the Ministry of Sports, the Kenya Academy of Sports, the French Embassy in Kenya, the AFD, the NBA and the Kenya Red Cross, on the eve of the 2024 Paris Olympics.
A year later, the program’s coaches, under the coordination of the Kenya Red Cross, set up activities in 48 schools in Nairobi county, including 4 schools for children with special needs. In one year, these activities reached more than 36,000 children and ended, for the year 2025, with the organization of the Final Game 2025 on July 18, 2025, one year to the day after the inauguration of the courts and the official launch of the activities.
Program objectives for the year 2025-2026
For this period, the Basketball Experience program in Kenya will have 3 main objectives:
1. Continue to carry out the program in existing partner schools, until the end of the year 2026, in the county of Nairobi.
2. Starting in November 2025, a new component focusing on children with disabilities will be introduced by KRC. This initiative will expand the coaching program to 12 schools, specifically supporting children with physical disabilities. New coaches will be recruited and trained, specialized equipment will be purchased, and tailored activities will be offered to ensure inclusivity and accessibility.
3. Conduct an external evaluation of the program to disseminate key learnings and recommendations and promote the integration of the activities in the school’s curricula.
