Mission description

In cooperation with the Project Officer based in Paris, the project manager is in charge of supporting the implementation of the project, and more particularly on its coordination aspects and will carry out the following work composed of 3 subcomponents.
It will ensure a presence in Cambodia throughout the project and will carry out the following work: 

Strategic and operational project management
- Ensure overall coordination of the technical assistance program with the various program stakeholders and with headquarters;
- Carry out detailed monitoring of the program, enabling adjustments to be made in terms of the fine-tuning of program priorities and implementation;
- Ensure regular communication with beneficiaries’ organizations MPTC (Ministry of Post and Telecommunications) ; other ministries, the donor and all stakeholders;
- Enables an efficient flow of information between all the players involved;
- Ensures technical support (revision of reports, support in drawing up terms of reference for short-term missions, identification and mobilization of experts, etc.);
- Identify problems encountered in the implementation of the program and bring them to the attention of the appropriate authorities as quickly as possible;
- Ensure that the program benefits from adequate visibility through communication actions based on the visibility guide for projects supported by AFD;
- Ensure that reporting procedures are respected throughout the program (quality control of deliverables, timely editing and submission); 
- Ensure logistics and administrative aspects of the project;
Project monitoring-evaluation-capitalization
In liaison with Expertise France field and headquarters teams:
- Participate in setting up the methodological framework and analysis tools for monitoring and measuring results throughout the project;
- Monitor the project's quantitative and qualitative indicators, in line with the logical framework;
- Participate in data collection and analysis in the field; 
- Participate in periodic Expertise France exercises (quarterly/semi-annual reviews, planning, etc.).

Project or context description

The Royal Government of Cambodia (RGC) has taken significant steps toward its vision of digital transformation across government, the economy, and society through two key strategic initiatives: the Cambodia Digital Economy and Society Policy Framework (2021–2035) and the Cambodia Digital Government Policy (2022–2035). These forward-looking strategies provide a clear roadmap for enhancing digital infrastructure, strengthening governance, and promoting digital inclusion to build a modern and connected digital economy. However, the successful implementation of these policies requires the establishment of a robust legal and regulatory framework. Despite the comprehensive vision laid out in these plans, critical gaps remain—particularly in areas such as data protection, cybersecurity, and privacy. As Cambodia advances its digital agenda, the absence of adequate legal safeguards leaves citizens, businesses, and institutions exposed to risks including cyberattacks, data breaches, and the misuse of personal information. Developing and enforcing strong legal protections is essential to ensure a secure and trustworthy digital environment.

To support the implementation of these two strategic frameworks, AFD is developing a project to support the GRC in its transition to digital government. In particular, this will involve supporting investment in basic public infrastructure (networks, data, software, etc.) necessary to develop digital government and improve the functioning of public services and user services. One of the components of this project (and a prerequisite for the deployment of these infrastructures and digital services) is the establishment of a strategic and regulatory framework for data (protection of personal data and individual freedoms, governance, data circulation and sharing, interoperability, data accessibility – open data, etc.) to support the development of a digital government while ensuring the protection of users.

Overall objective 

The activities implemented by Expertise France will strengthen the MPTC's methodology for developing the legal framework. This will draw on French and European experience in the field of personal data protection, as well as the topics covered by the Information and Communication Technologies Law (ICT Law) and e-government. It will also be adapted to the Cambodian ecosystem.
This will contribute to the establishment and structuring of a legal framework for the development of digital administration and the digital economy in Cambodia.
Expertise France will coordinate the operational cooperation mechanism, bringing together various French public and private experts.
This support will enable the following laws to be developed or finalized:
1.    Component 1: Finalization and implementation of the data protection law based on French experience ; 
2.    Component 2: Drafting of the project, decrees, specific texts and studies on the law on information and communication technologies (ICT Law);
3.    Component 3: Elaboration and Operationalization of the legal and strategic framework specific to the development of digital government
Specific objectives

In collaboration with the private sector, the structures (MPTC and MEF or other ministries) will adopt and take ownership of implementing the data protection regulatory framework, accelerate the adoption of ICT legislation thanks to a drafting methodology based on the experience of France and Europe, and strengthen the legal and strategic framework for digital government development.

Required profile

A.    Qualifications and technical skills
-    Holder of a postgraduate university degree in information systems, digital transformation, social science or equivalent experience.
-    Ability to mobilize, maintain, coordinate and lead stakeholder networks (experts, institutional players, authorities, donors, etc.);
-    Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, definition of terms of reference, etc.); 
-    Good command of cooperation mechanisms, official development assistance and international cooperation players;
-    Flexible and persevering personality, able to establish and maintain a good working relationship with partners; 
-    High proficiency in written and spoken English; Working knowledge of French would be an asset;

-    Strong coordination and teamwork skills;
-    Strong sense of diplomacy, excellent interpersonal skills;
-    Initiative, autonomy and responsiveness;
-    Good adaptability and flexibility;
-    Decision-making and management skills;
-    Sense of organization, planning and anticipation.
-    Significant experience in facilitation, tools and techniques for participative work.

C.    Professional experience
-    Professional experience of at least 3 years, in the field of digital governance or related fields, with knowledge and practical experience in managing strategic projects in the digital transformation/e-governance;
-    Mastery of the methodologies for Project Management (agile methodology, implementation; deployment and evaluation);
-    Prior experience in monitoring and evaluation would be an asset;
-    Prior experience in international projects including in the Asia, would be an asset;
