1. Endorsement of Accounting Entries:

• Check payment documents and create payment orders in accounting system and/or excel
• Ensure that the accounting journals and cash flow journals of the projects match each other at the end of the month.
• Ensure that expenses are correctly recorded in the accounts: names, accounting codes, cost accounting codes, lettering, exchange rates, etc. during the month end accountancy closure.
• Review the list of payment orders for correct payment processing in the absence of the RAF.
• Participates, under the supervision of the RAF, in the closing of accounts, namely the semi-annual and annual closures which requires a tracking of the unclosed advances and prepaid expenses.

2. Financial Management and Forecasting:

• Prepare and monitor financial follow-up according to Expertise France's established format of EF’s project in the country.
• Check monthly the financial monitoring (expenditure allocation, consumption, forecasts, etc.) of projects in conjunction with project managers and recommend any corrective measure if needed.
• Support project managers in completing their monthly financial forecasts.
• In liaison with the RAF, prepare internal and external (donor) reports for projects in his/her portfolio.
• Prepare monthly and semi-annual budgets for projects in conjunction with the RAF (initial budget, revised budget and landing forecasts).
• Coordinate the Financial Exercises of the agency including the Initial Financial Planning (BI), Revised Budget and Forecasting.
• Support operational teams in project budget planning.
• Analyze under/over-consumption of project budgets and assist the project manager, RAF, and CFT in decision-making.
• Monitor donor disbursements.

3. Internal Control, Compliance & Quality Assurance:

• Implement internal control measures within projects (transmission of procedures, monitoring of their appropriation, participation in the improvement of operational practices in terms of financial accounting, etc.).
• Ensures compliance with the accounting and financial document archiving policy.
• Act as a focal point vis a vis the internal audit department as well as for the project related audits.
• Ensure the eligibility of expenses according to established rules.
• Ensure monthly reconciliation of expenses.
• Prepare quarterly project closures with the RAF and accounting.
• Guarantee the reliability of financial data.
• Prepare project closures in conjunction with headquarters' management control.

4. Grant Management:

• Support project managers in the financial setup of grants as needed.
• Monitor the financial aspects of grants.
• Control, consolidate, and analyze beneficiary reports.
• Liaise with beneficiaries as necessary to obtain documents and reports.
• Plan beneficiary audits with operational teams.
