Description of the position

Based at Expertise France’s Fort de France office, the Administrative and Financial Manager (AFM) reports hierarchically to SARSEA Team Leader based in Fort-de-France and works in close coordination with the Financial and Administrative Services at EF Headquarters in Paris. 

Responsible for the day-to-day implementation of financial, accounting, and administrative procedures, the AFM ensures adherence to both EF’s internal standards and donor regulations.

The administrative and financial manager is supervising the administrative and financial team of the shared office which includes a Grants Officer, an Administrative and Financial Officer and a Contracts and Logistics Assistant. The AFM plays a key coordinating role in ensuring effective communication and alignment between project teams, the Support Functions Manager, and EF headquarters. The AFM also oversees financial and administrative compliance to uphold operational integrity and transparency.

Mission

The key responsibilities assigned to the Administrative and Financial Manager (AFM) include the following:

Budget and financial management

·       Ensure availability, accuracy, and compliance of all financial and contractual data;

·       Prepare, monitor, and update project budgets (initial, revised, and final forecasts) in line with contractual obligations and EF standards;

·       Collaborate with project teams for monthly budget tracking and financial forecasting;

·       Assist in preparing financial reports for internal use, donors, and audit purposes;

·       Monitor budget execution, expenditure allocation, and overall financial performance;

·       Support drafting budgets for new projects or contract amendments.

Administrative and regulatory oversight

·       Ensure compliance with administrative, financial, and contractual procedures aligned with national legislation and internal policies;

·       Support the preparation and management of administrative and financial documentation required by national authorities;

·       Ensure proper archiving, organization, and accessibility of financial, administrative, and contractual records.

Team coordination and support

·      Supervise the administrative and financial team which includes a Grants Officer, an Administrative and Financial Officer and a Contracts and Logistics Assistant and contribute to team capacity building through training and mentoring;

·       Provide technical guidance to project teams on budgeting, financial reporting, and financial management;

·       Act as liaison between, project teams, support functions and EF HQ on financial and administrative issues.

Internal control and risk management

·       Implement and monitor internal control systems to guarantee data accuracy, budget compliance, and accountability;

·       Identify financial risks and recommend mitigation measures;

·       Foster a culture of transparency, compliance, and financial discipline throughout the office.

Audit and compliance

·       Coordinate internal and external audits in collaboration with EF HQ;

·       Ensure timely implementation of audit recommendations and strengthen internal control;

·       Guarantee compliance of all financial activities with EF policies, national legislation, and donor regulations.

Accounting and treasury management

·       Supervise accounting operations to ensure compliance with EF procedures;

·       Oversee monthly, quarterly, and semi-annual financial closings, coordinating closely with the Accountant and EF HQ;

·       Validate consolidated cash flow forecasts, oversee submissions to HQ, and monitor fund transfers;

·       Manage day-to-day treasury operations to maintain sufficient liquidity and secure fund handling;

·       Ensure proper archiving of financial records and adherence to internal controls related to accounting and treasury.

Project or context description

Project Description

Expertise France is the public agency for the design and implementation of international technical cooperation projects. The agency operates around four priority areas:

                     democratic, economic and financial governance;

                     peace, stability and security;

                     climate, biodiversity and sustainable development.

                     health and human development. 

In these areas, Expertise France engineers and implements capacity-building projects, mobilizes technical expertise and coordinates projects involving public expertise and private know-how.

With a volume of activity of 324 million euros and over 500 projects in its portfolio in around 100 countries, Expertise France's action is part of France's policy of solidarity, influence and economic diplomacy.

In the Caribbean, Expertise France is mainly involved in regional projects to support governments in fighting climate change and protecting biodiversity.

Launched in 2023 following the success of “Euroclima” in Latin America, the “Euroclima Caribbean” program contributes to the region's green transition through climate change mitigation and adaptation efforts as well as the protection and conservation of biological diversity in the Caribbean.

Expertise France also implements the “RESEMBID” program in the region, which promotes resilience, sustainable energy and marine biodiversity, as well as the “Green Overseas” program aiming to accelerate the energy transition and increase the climate resilience of overseas countries and territories.

Funded by the French Development Agency (AFD), the Sargassum regional management and coordination project SARSEA aims to foster regional cooperation dynamics in the Caribbean and support small island developing states in structuring a framework for the management and valorisation of sargassum.

 The aim of the project is to minimize and limit the negative impacts of stranded sargassum on local economies, communities and coastal ecosystems. To achieve this, the project consists of three main components and a cross-cutting component:

1.         Strengthen regional cooperation in the Caribbean on sargassum planning and management approaches, contributing to the development of joint advocacy. This component aims to engage communities of practice and capitalize on the experiences and knowledge developed at all levels of the sargassum management chain: prediction and monitoring of sargassum drifts, collection methods, pretreatment and characterization of sargassum components, transport, storage, and their valorization into marketable products.

2.         Assist small island states of the Caribbean (Saint Lucia, Grenada, Dominica and Saint Vincent and the Grenadines) to implement integrated sargassum management and valorization operations. In partnership with the Organization of Eastern Caribbean States (OECS), this component aims to strengthen the capacities of public and private actors in sargassum management operations. This component will enable the definition and deployment of a roadmap for the management of collection operations, through training and equipment of the personnel involved. It will also allow the development of early warning mechanisms for coastal communities and coordination with transporters, as well as the development of suitable pretreatment systems, and biomass storage at secure sites. To support private actors in the structuring of sargassum value chains, the project will launch a call for projects in the 4 targeted islands.

3.         Support regional scientific cooperation to maximize global understanding of the sargassum phenomenon and feed into the framing of research-based public policies. The project will deploy a collective expertise network to bring together a group of scientists and experts from different Caribbean research centres to mobilize all knowledge and build scientific consensus on the complex issues around sargassum. In addition, the project will launch a call for research projects to strengthen regional dynamics around scientific cooperation and the implementation of concrete solutions adapted to the Caribbean context.

The project also includes a cross-cutting gender outcome, aiming to integrate gender into the integrative management operations of sargassum.

Education & qualification

·       Advanced degree (Master’s level or equivalent) in accounting, administrative and financial management, project management, international cooperation, or related field.

Professional experience

·       Minimum of 5 years’ professional experience in accounting, administrative, and financial management, preferably in humanitarian or development contexts;

·       Proven experience with donors and financial reporting;

·       Knowledge of Expertise France procedures is an asset.

Skills and Competencies

·       Strong proficiency with ERP and accounting software, especially Sage;

·       Good understanding of public development aid mechanisms and international cooperation frameworks, particularly with donors like the European Union;

·       Excellent command of office tools, particularly Excel;

·       Fluent written and spoken English; French is a plus.
