Mission description

Expertise France is seeking a highly qualified and independent expert—free from any conflict of interest—to provide technical research, analytical support, and writing services for an Extractives Integrity Study. The expert will help achieve the following objectives:

Conduct a survey of the latest corruption incidents (actual filed cases, under investigation, publicly known cases) in the extractive sector in Angola and do an analysis of which stage of the value chain is most prone to corruption in the mining and in the oil & gas sectors, according to the survey (i.e. the Isabel dos Santos related Luanda leaks or more recently the Trafigura corruption case , among others). As a reference for this analysis, the consultant should consider NRGI’s corruption diagnostic tool in the extractive sector.
Identify the contributing factors for the recurring corrupt practices, i.e. regulatory loopholes, weak enforcement of laws, lack of training on anti-corruption, etc., with a reflection on the lessons learned and how moving forward such practices could be curtailed through strengthened governance practices and rules.
Build an action plan that will help reinforce the integrity of the sector and prevent, if not eliminate, risks of corruption in the extractives.

Scope of services, tasks and expected deliverables

The study should contain:

  • An executive summary of the complete report.
  • A definition of corruption as used in the study, an overview of corruption typology, and a discussion of why extractives sector corruption, including empirical evidence of its social and economic impacts in Angola
  • An analysis of the legal and regulatory framework for fighting corruption in Angola, both broadly and specifically in the extractives sector, including a survey of related legal and administrative provisions and agencies responsible, and an overview of related reforms and opportunities that the EITI could leverage in furthering anti-corruption work in Angola extractive industries.
  • A discussion of past cases of corruption and trials related to the extractive sector in Angola, with an analysis of which stage of the value chain is most prone to corruption and a reflection on the lessons learned and how moving forward such practices could be curtailed through strengthened governance practices and rules. It should also be considered any new corruption case related to the extractive sector that was made public in Angola.
  • A facilitation with the MSG and key government officials on the use of the NRGI tool for diagnosing corruption risks, specifically, its six-step assessment process, and its use in the Angola context, including any adjustment to fit country goals and needs, as a reflection on past/recent corruption cases related to the extractive sector.
  • A description of the sector or commodity recommended by the expert to focus on following the implementation of the first step of the NRGI tool. The expert is to co-facilitate the CNC/MSG discussion of the matter.
  • A summary report on data review and desk research that were implemented to examine existing data on corruption and governance in the chosen sector in pursuit of the second step of the NRGI tool.
  • A matrix for selecting focus areas from the extractives decision chain or cross-cutting themes for analysis pursuant to the third step of the NRGI tool. The expert is to co-facilitate a multi-stakeholder workshop to develop the matrix.
  • A diagnostic report specific to the Angola context on the forms of corruption, risk factors, causes, and potential solutions found during interviews, focus group discussions, and desk research pursuant to the fourth step of the NRGI tool.
  • A matrix showing an assessment of the likelihood of corruption in the Angola context in identified focus areas, impact, and feasibility for reform, with the goal of determining actions to be prioritized. The expert is to co-facilitate a workshop towards this purpose pursuant to the fifth step of the NRGI tool.
  • An action plan to address corruption risks in the Angola context identified in the study pursuant to the final step of the NRGI tool. The action plan should identify the role of the MSG/CNC in plan implementation. It should also name responsible entities for each action step and demonstrate how the civil society and other stakeholders could participate in implementing actions to address corruption risks.
  • Recommendations on how the EITI process in the Angola context could be leveraged to curb corruption risks and provide useful data for monitoring corrupt activities. The recommendations should be specific to each constituency (government, companies and civil society organisations) represented in the CNC, and to the CNC collectively.
  • Recommendations for the monitoring of results and impact of EITI’s anti-corruption work in the Angola extractive industries.

To achieve the foregoing, the expert is expected to perform the following tasks:

  • Prepare and submit an inception report containing a proposed and detailed outline of the narrative or write-up, and a description of the approach and technical research methodology to be employed.
  • Perform desk research, including past cases of corruption and trials related to the extractive sector in Angola, review of related literature, and facilitate meetings and consultations as identified in the preceding section or as necessary, including with civil society organizations and other anti-corruption actors to identify needed data for their anti-corruption efforts.
  • Study the NRGI tool for diagnosing corruption risk, including its workbooks and annexes, and case studies from other EITI implementing countries.
  • Submit, for the MSG/CNC and EITI (both national and Internacional Secretariat) review and comment, the required output/s for each of the six steps of the NRGI tool before moving forward to the next step in the assessment process.
  • Submit a draft consolidated report and present the key findings to the MSG/CNC.
  • Write the final copy of the study, incorporating MSG/CNC and EITI comments and inputs.
  • Turn over to ITIE Angola any raw and processed data and information.
  • Cover all relevant costs incurred in the conduct of the study.
  • Perform other tasks related to those outlined in this TOR that are necessary for the completion of the study.
  • Closely coordinate with the International and national secretariats as the study progresses for proper guidance. 

Project or context description

Angola is the seventh largest country in Africa, with a population, which is forecasted to double within the next two decades. After overcoming a tumultuous recent history, with the end of the colonial time and the civil war in late twentieth century, the country is now on a trajectory of stability and have known its first democratic elections in 2017.

Despite being the sixth-largest economy in Africa, Angola grapples with heavy reliance on oil exports, resulting in economic vulnerabilities. Recent reforms and economic consolidation measures have triggered a growth rebound, but diversification efforts are imperative to reduce oil dependence and address rising inequalities. This goes along with a need to ensure inclusive growth, with better redistribution of the oil industry revenues, significant investments in human capital development and higher education in order to foster a strong diversified economy. The country is highly exposed to challenges related to climate stress, the preservation of environment and the transition to a low-carbon economy.

Angola has been implementing policies to promote inclusive and more equal growth, in the sense to be able to redistribute better the dividends of oil exploitation to the entire population. Some measures were implemented to enhance the perception of the country and business climate, some of which have been achieved despite their rather ambitious character. For instance, the fight against corruption was one of the first priorities of J. Lourenço since his arrival in power. Angola's formal inclusion in the Extractive Industries Transparency Initiative (EITI) in June 2022 is anticipated to enhance transparency and accountability in the oil and gas sector, potentially leading to improved governance and practices.

The AGEPI PROJECT proposes a comprehensive strategy to address key issues in Public Finance Management (PFM), and the financial sector, aligned with the government's priorities and with other initiatives from international partners. Indeed, the Expertise France will design activities ensuring consistency and continuity with an on-going Technical Assistance project financed by the Agence Française de Développement (AFD).

As part of the implementation of the AGEPI project in Angola, funded by the European Union, Expertise France is recruiting expert specialized in the extractive industry.

The Extractive Industries Transparency Initiative (EITI) is an international multi-stakeholder initiative that promotes a global standard for the open, accountable, and good governance of oil, gas, and mineral resources. Each member country works to implement the EITI Standard, which requires a multi-stakeholder group (MSG) to oversee the EITI process and publish timely, relevant, and comprehensive data and information on the extractives either in an annual country report, or, whenever feasible, through systematic disclosure in publicly accessible platforms or portals. Required EITI disclosures include beneficial ownership, contracts and licences, exploration, production, export, revenue, employment, and social and environmental data, among other useful information. 

EITI implementation in Angola

Angola joined the EITI in June 2022, when His Excellency the Minister of Mineral Resources, Petroleum and Gas was appointed Chair of the EITI National Committee. The country submitted its first EITI report in December 2023, covering the 2021 fiscal year. The second report, covering the 2022 fiscal year, was submitted in October 2024. Angola underwent to its first EITI Validation process which was concluded in June 2025. The Validation is the EITI's quality assurance mechanism whereby implementing countries are assessed on their performance in meeting the requirements of the EITI Standard and efforts to address key governance challenges. In its decision[Angola has achieved a fairly low score in implementing the 2019 EITI Standard: https://eiti.org/board-decision/2025-26 ], the EITI Board urged EITI Angola to leverage EITI to mitigate corruption to align with national anti-corruption reforms. The Board has determined that Angola will have until a next Validation commencing on 1 April 2028 to carry out 25 corrective actions, while it is encouraged to consider the strategic recommendations with a view to prioritising those recommendations it deems most urgent and relevant. The consultant should consider the following anticorruption-related corrective actions and strategic recommendations:

In accordance with Requirement 7.1, Angola EITI is required to actively engage diverse stakeholders to enable evidence-based public debate on extractive industry governance through the effective communication of relevant data. To strengthen implementation, Angola is encouraged to ensure EITI actively contributes to the public debate in key issues such as anti-corruption in the extractive sector.
In accordance with Requirement 2.2, Angola should ensure that its EITI disclosures provide a public overview of the process for awarding and transferring oil, gas and mining licenses and contracts, the statutory technical and financial criteria assessed in license and contract awards and transfers, and whether these procedures are followed in practice. Angola should ensure that any material deviations from the applicable legal and regulatory framework governing license and contract transfers and awards are publicly disclosed. To strengthen implementation, Angola could include additional information on the allocation of licenses and contracts as part of the EITI disclosures, such as commentary on the efficiency of licensing and contracting procedures. Angola EITI is encouraged to proceed with its plans to undertake the study on mapping corruption Risk in the extractive sector focused on the license allocations process for the mining, oil and gas sector.
To strengthen implementation of Requirement 1.5, Angola EITI is encouraged to perform more regular and wider consultations to update its work plan. Angola is also encouraged to strengthen linkage of activities with national priorities of fighting corruption or attracting investments, as well as activities which allow to operationalise the follow up on the recommendations the MSG prioritises, such as activities aimed at lifting legal barriers to implementation. The MSG is also encouraged to consider if any of newer developments, such as a corruption case that was made public or plans for legal reform, may influence its work plan objectives and activities…

The EITI implementation goals in Angola are outlined below and are aligned with the EITI Standard and national priorities for the extractive industries:

i. Transparency: The EITI report demonstrates Angola's commitment to the transparent management of its resources, which is a fundamental prerequisite for inspiring confidence in the country's extractive industries among investors and the general public.

ii. Detailed information: The EITI report presents detailed information on the country's extractive industries, focusing on in-depth data analysis to ensure a better understanding of the sector.

iii. Improving the business environment: The EITI report will improve the business environment of the mining and oil sectors, consequently attracting more investment and promoting the country's economic growth.

iv. International commitment: The report is produced within the framework of the EITI, a global standard that promotes transparent and responsible management of mineral resources. This demonstrates the country's commitment to international best practice, as the EITI Standard is the world's leading governance standard in the extractive sector.

The activities to implement the initiative in the country are underlined in the 2021-2024 work plan agreed by the CNC. The work plan links activities to each EITI requirement and frames implementation under 3 macro-objectives related to building technical capacity, improving transparency in extractive sector revenue management, and promoting public disclosure of extractive sector payments. A 2025-2027 work plan is under development by the CNC, which objectives and activities should reflect a clear link to national priorities.

Anti-corruption, integrity, and the NRGI tool for diagnosing corruption risks

In July 2024, the Angolan government approved the National Strategy for the Prevention and Suppression of Corruption (ENAPREC) for the period 2024–2027 through Presidential Decree No. 169/24. ENAPREC includes measures to prevent, detect and respond to fraud and corruption, as well as changes to the asset declaration regime and restrictions on direct award contracts. Additionally, Angola is developing a money laundering risk assessment for the oil sector (upstream).

The CNC ITIE Angola should consider the provisions under Requirement 1.5 from the 2023 EITI Standard when developing the work plan for 2024-2027. As the work plan must address the most relevant themes for natural resource governance that are in line with national priorities, and considering tackling corruption is a key priority for the government and an EITI’s core priority for 2024-2028, the new work plan should include issues related to anti-corruption.

Adopting and implementing the Natural Resource Governance Institute’s (NRGI) tool for diagnosing corruption risks should help to advance the anti-corruption agenda within EITI implementation in Angola. The aim is to examine current disclosures and gaps in more detail using the NRGI tool, identify corruption risks at specific stages of the extractives value chain and develop recommendations to address these risks.

Required profile

Qualification requirements :

The Expert for the Extractive Industries Integrity Study should be credible, trustworthy and technically competent. Short-listed persons shall be assessed based on the following criteria/requirements:

▪          Background in law, public policy, public finance, natural resource governance, investigative journalism, economics, or related fields, preferably with post-graduate degree or education.

▪          At least ten (10) years of relevant work experience.

▪          Previous work experience in writing and research on anti-corruption and natural resource governance is an advantage.

▪          Previous work experience in conducting interviews and facilitating focus group discussions and stakeholder consultations.

▪          Knowledge of the legal and regulatory framework for the extractive industries and anti-corruption laws in Angola is an asset.

▪          Knowledge of the Extractive Industries Transparency Initiative (EITI); and

▪          Good written skills in Portuguese and knowledge of English especially in technical writing will be an asset.

Budget, duration, and schedule of deliverables and payment :

The assignment is expected to take 30 expertise days, commencing in September 2025.

Support to be provided by ITIE Angola :

The Expert shall, on a regular basis, coordinate with both Expertise France AGEPI team and report to the ITIE Angola national secretariat through the latter’s designated representative/s on all matters pertaining to the implementation of the Project.

The ITIE Angola national secretariat will provide the Expert with the following support:

●        Coordination with the members of the ITIE Angola MSG/CNC.

●        Coordination with reporting entities and the government’s anti-corruption working group to facilitate the Consultant’s work; and

●        Provision of relevant reference materials and information on EITI.

Additional information

The Expert will be selected following a quality and cost-based selection procedure.

Experts should submit:  

  • A Technical Proposal, outlining: (a) the experience of the consultant/s, (b) the proposed methodology and work plan in response to the Terms of Reference (TORs) and (c) the key experts’ qualifications and competence. The Technical Proposal should not include any financial information. Technical proposals containing material financial information shall be declared non-responsive.  
  • A Financial Proposal, clearly indicating a lump sum financial proposal of all costs associated, with applicable taxes. The daily rate for the consultant fees should be clearly indicated.
  • Proposals must be submitted through the Expertise France application platform.
