Mission description

The Project Officer - maAIDan Programme will play an important role in supporting the implementation of specific project activities including but not limited to to cybersecurity, media independance, and anti-corruption. The Officer will work under the supervision of the mAIDan Programme Coordinator and in close collaboration with project partners, stakeholders, and internal teams.

This role requires project management experience, coordination skills, and a good understanding of Ukraine’s governance context. The successful candidate will be proactive, well-organized, and able to contribute to the delivery of high-quality programme outcomes.

 

Main Tasks and Activities

  • Project Coordination:
    Support the execution of project activities. Maintain work plans, coordinate implementation schedules, align tasks with project objectives, and ensure timely delivery of results.
  • Stakeholder Engagement:
    Maintain regular communication with national authorities, civil society organizations, international partners, and contractors. Organize and attend coordination meetings, prepare summaries, and follow up on action points to strengthen cooperation.
  • Documentation and Reporting:
    Draft and edit concept notes, activity plans, terms of reference, and internal or donor reports. Ensure all documents are accurate, clear, and aligned with programme objectives and compliance standards.
  • Monitoring and Evaluation:
    Together with the MEAL officer, he/she will monitor project activities against defined indicators and timelines. Collect and verify data, maintain tracking tools, and support the preparation of monitoring reports and performance assessments.
  • Operational Support:
    Ensure compliance with procurement rules and eligibility requirements set by the donor and Expertise France. Prepare procurement documentation, verify expenditures, and support financial reporting procedures in coordination with the Project Support Unit (USP).
  • Event Organization:
    Organize workshops, meetings, and public events in collaboration with the USP. Prepare agendas, coordinate logistics, manage participants, and ensure the timely availability of materials and documentation.
  • Communication:
    Collaborate with the USP’s Communications Officer to raise awareness about project achievements. Draft content for online platforms and publications, prepare updates for stakeholders, and document key outcomes and success stories.
  • Other Duties:
    Carry out additional tasks assigned by the mAIDan Programme Coordinator to support smooth project implementation and responsive programme management.

Expertise France (EF)
Expertise France is the French agency for international cooperation, part of the AFD Group, under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery. The agency develops and implements projects that sustainably strengthen public policies in low- and middle-income countries. Expertise France intervenes in key areas of sustainable development such as climate, health and education, and contributes alongside its partners to the realization of the 2030 Agenda.

Expertise France in Ukraine
Ukraine is a long-standing partner of Expertise France, which has been present in the country since 2006, mainly through European technical cooperation programmes and bilateral technical cooperation projects. Expertise France’s activities span across 7 thematic areas, including Rule of Law, Local Governance, Economic Governance, Defence, and others.

mAIDan Programme
The mAIDan Programme, financed by the MEAE, supports Ukraine’s democratic transformation and reform trajectory in the context of European integration via identification of needs and proposal of technical cooperation projects in support of resilience, reconstruction and the accession process. Under this umbrella, Expertise France implements strategic initiatives among others in the field of cybersecurity, media development, and support to anti-corruption institutions. In this context, a Project Officer will support implementation of the project activities.

Required profile

Qualifications and Experience:

  • University degree in Political Science, Public Administration, International Relations, Law, or a related discipline.
  • Minimum 3 years of relevant work experience in project management or coordination, preferably in international development or public policy projects.
  • Experience working with international organizations, donor-funded programmes, or public institutions in Ukraine is a strong asset.
  • Excellent drafting and reporting skills.
  • Fluency in English and Ukrainian (written and spoken); knowledge of French is an asset.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
